It is a statutory requirement that all entitlement jurisdictions prepare a Consolidated Plan in order to receive federal housing and community development funding. The jurisdictions must then update that plan every five years. This third edition of Petaluma's Consolidated Plan contains a description of the Plan process, population and household data, a description of housing and community development needs, and 2005-2010 priorities and projected budgets. All strategies and activities proposed to be undertaken must promote the HUD -required goals to provide decent housing, establish and maintain a suitable living environment and expanding economic opportunities, particularly for low and moderate income persons. EXECUTIVE SUMMARY: The City of Petaluma is an "entitlement jurisdiction" under the Community Development Block Grant program. It is a statutory requirement that all entitlement jurisdictions prepare a Consolidated Plan in order to receive federal housing and community development funding. The jurisdictions must then update that plan every five years. This third edition of Petaluma's Consolidated Plan contains a description of the Plan process, population and household data, a description of housing and community development needs, and 2005-2010 priorities and projected budgets. All strategies and activities proposed to be undertaken must promote the HUD -required goals to provide decent housing, establish and maintain a suitable living environment and expanding economic opportunities, particularly for low and moderate income persons. 2. BACKGROUND: The Consolidated Plan consists of a description of the process utilized for developing the document, a description of Petaluma's demography and housing supply, and a description of the City's housing and community development needs. Additionally, the Plan contains an updated list of the City's priorities for Block Grant funding allocations for the ext five years. HUD will anticipate that the City will utilize this list as a guide for funding. As a result of testimony received at a series of hearings on housing, homelessness, and public service needs, staff is recommending the following priorities for 2005-2010: • Administer and/or facilitate programs and projects which enhance the quality of life for Petaluma's senior citizens. • Facilitate the provision of programs, projects, or facilities which enhance the lives of the City's low and moderate -income youth, particularly those residing in City -assisted housing. • Administer and/or facilitate projects and programs for Petalumans with special needs (e.g., homeless families and single adults, persons with a physical, mental, or developmental disability, et al.) • Provision of rental units for very -low and low-income residents, particularly those with support services. • Improvement of accessibility in public facilities and low-income housing for persons with a disability. • Promotion of housing choices and opportunities. • Facilitate the provision of homeownership opportunities for low and moderate income Petalumans, with an emphasis on public safety workers, school personnel, and our minority community. • Promote programs, projects, and facilities which encourage and implement principles of sustainability (e.g., energy efficiency, proximity to transit, water conservation, etc.). The list was worded as generally as possible to allow Council the greatest possible latitude in funding programs as the needs of the community change in the next five years. 3. ALTERNATIVES: A Consolidated Plan is required; however Council can make any modifications to the Plan and the recommended list of priorities. 4. FINANCIAL IMPACTS: HUD will not approve any further federal funding for any housing and community development program without an adopted Consolidated Plan. The City's average CDBG allocation has been approximately $400,000/year; we have received more than $6,000,000 in HOME funds; and our a. nonprofit development agencies have brought millions of dollars of new construction funds into the community. Those funds would be at risk without an approved Plan. 5, CONCLUSION: The 2005-2010 Consolidated Plan will satisfy the HUD requirement for a periodic review and strategy for future funding allocations 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Continuation of our status as an entitlement jurisdiction, continued approval of our Annual Action plans, and continued Block Grant (and other federal) funding. 7. RECOMMENDATION: Adopt the resolution approving the 2005-2010 Consolidated Plan. a EXHIBIT #1 CITY OF PETALUMA, CA FISCAL YEAR 2005 — 2010 CONSOLIDATED PLAN EXECUTIVE SUMMARY The City of Petaluma is an "entitlement jurisdiction" under the federal Community Development Block Grant program. It is a statutory requirement that all entitlement jurisdictions prepare a Consolidate Plan in order to receive federal housing and community development funding. The jurisdictions must then update that plan every five years. Petaluma's first plan covered the time period of 1995-1999, the second 2000- 2005. This third edition of the Consolidated Plan contains the community's priorities for the allocation of Block Grant funds during the life of this strategic plan, 2005-2010. This is a summary of the 2005-2010 Consolidated Plan, which was prepared in accordance with Sections 91.100 through 91.230 of HUD's Consolidated Plan regulations. All strategies and activities proposed to be undertaken in fiscal years 2005-2010 must promote the goals of the Consolidated Plan process, which are to provide decent housing, establish and maintain a suitable living environment and expanding economic opportunities, particularly for low and moderate income persons. In addition to the Consolidated Plan, HUD requires that cities, counties, and states receiving CDBG funding take actions to affirmatively further fair housing choice. Jurisdictions report on such activities by completing an Analysis of Impediments to Fair Housing (AI) every three to five years. In general the Al is a review of impediments to fair housing choice in the public and private sectors. The City plans to complete an updated AI in conjunction with the County's two other entitlement jurisdictions, the City of Santa Rosa and County of Sonoma. The Consolidated Plan is linked to the City's certified 1999-2007 Housing Element and the Petaluma Community Development Commission's (the City's redevelopment arm) Implementation Plan. Lead and Particinatine Oreanizations The City of Petaluma Housing and Community Development Block Grant Division is the lead agency overseeing the completion and implementation of the updated Consolidated Plan. The Housing and Block Grant Division is a division of the Community Development Department and receives direction from the City Council of Petaluma in the review and approval of all housing and Block Grant policies and financial allocations. The Consolidated Plan process actively involved the housing and community development organizations in the City, nonprofit providers of affordable housing, service providers to the city's low / moderate and special needs populations, advocates and others. Twenty-three agencies participated in the planning process. Population and Household Data The Consolidated Plan includes updated information taken from the 2002 census on household composition, ethnicity, age, and educational attainment, place of birth and language, and mobility. An economic profile discusses the city's jobs/housing balance, employment characteristics, and income levels. A section on the housing supply discusses housing types, occupancy types, age and conditions of housing. Housing and Communitv Development Needs Section III of the strategic plan describes the community's needs as related to the homeless, elderly, disabled, and farm worker population in addition to the needs of large families, female -headed households, and first time homebuyers. A summary of City - sponsored projects and programs to meet those needs is provided in detail. Where there are constraints or barriers to meeting those needs, those deterrents are discussed. 2005-2010 Priorities and Proiected Budeets As required by HUD, the Consolidated Plan must contain a set of priorities upon which subsequent funding decisions are based. An effective set of priorities should accommodate the changing needs for decent, safe, affordable housing, effective social programs, and economic opportunities for our low-income residents. The following list reflects the community's input for the new plan tenure: • Administer and/or facilitate programs and projects which enhance the quality of life for Petaluma's senior citizens. • Provision and/or promotion of programs and/or facilities which enhance the lives of the City's low- and moderate income youth, particularly those residing in City - assisted housing. • Administer and/or facilitate programs and projects for Petalumans with special needs (e.g. homeless families and singles, persons with disabilities, etc.) • Provision of rental units for very -low and low-income residents, particularly those units with supportive services. • hnprovement of accessibility in public facilities and low-income housing for persons with a disability. • Promotion of housing choices and opportunities. • Facilitate the provision of homeownership opportunities for low and moderate income Petalumans, with an emphasis on public safety workers, school personnel, and/or minorities. • Provision of programs, projects or facilities which encourage and implement principles of sustainability (energy efficiency, proximity to transit, water conservation, etc.). r During the five-year Consolidated Planning period, the City expects income from the following sources: • An annual allocation of CDBG funding (dependent upon the federal budget process) • The 20% set-aside which is required to be deposited into the Housing Fund from the redevelopment tax increment • The In -lieu housing fund • The newly instituted commercial linkage fee • HOME funds (on a project specific competitive basis) • Other project specific grants which may come available Staff provides decision -makers with an annual "Action Plan" which includes funding recommendations to address the housing and community development needs of the community which fit into the plan priorities. Fair Housing and Eaual Ovvortunity There are no current court orders, consent decrees, or HUD -imposed sanctions which affect the provision of fair housing. Petaluma's fair housing office is operated by a nonprofit agency, which also operates the City's rental assistance program and landlord - tenant mediation service. One priority of Petaluma's Consolidated Plan is the "promotion of housing choices and opportunities." Our City Council has been a leader in promoting fair housing and equal opportunity throughout the City organization and the community. Monitoring The Housing and Block Grant Division has in place a Monitoring procedural manual and staff is responsible for monitoring program compliance, for affirmatively furthering fair housing and equal opportunity, and for measuring milestones of success for meeting the needs of the community's low and moderate income and minority residents. Execsummr/h/d/bonne EXHIBIT #2 RESOLUTION APPROVING THE FY 2005-2010 CONSOLIDATED PLAN STRATEGY FOR THE CITY OF PETALUMA WHEREAS the City of Petaluma is considered an entitlement jurisdiction under the Community development Block Grant Program and applies directly to the department of Housing and Urban Development (HUD) for funds; and WHEREAS there is a requirement to submit to HUD, every five, years, a Consolidated Plan Strategy, which serves both as a strategic plan for allocating funding for projects and programs for low and moderate income people and as a funding application; and WHEREAS the City of Petaluma has implemented citizen participation techniques to offer ample opportunity and encouragement of participation by interested citizens, service delivery agencies and their clients, other governmental entities, and elected officials through a series of public hearings and forums; and WHEREAS all comments, questions, and suggestions were considered as valuable input to the process; and WHEREAS the City Council finds that the 2005-2010 Consolidated Plan outlines affordable housing, neighborhood revitalization, and community development strategies which contribute to the well-being and improvement of the lives of our low and moderate income residents and the quality of life in our community; NOW THEREFORE BE IT RESOLVED that the Petaluma City Council approves the 2005-2010 Consolidated Plan and directs staff to submit the document to HUD in a timely fashion. 91
