Summary Statement: The City Council received the Draft Preferred Land Use Plan on March 7th, as presented through the Planning Commission, following ten workshops (June 2004 through January 2005). At Council request, staff identified a summary of issues and changes by Planning Subarea, which were presented at the March 14th Council meeting. The first two sub -areas have been identified (working from east to west) to allow the Council to provide concluding comments on the Draft Land Use Plan. Recreational opportunities will be included in the April 18th packet. During the next 2 — 3 Council meetings the remaining sub -areas and applicable major topic issues will be presented. Based on comments and direction of the City Council, work will proceed with completion of the General Plan and Draft E1R documents. EXECUTIVE SUMMARY: The City Council received the Draft Preferred Land Use Plan on March 7`h, as presented through the Planning Commission, following ten workshops (June 2004 through January 2005), At Council request, staff identified a summary of issues and changes by Planning Subarea, which were presented at the March 14`h Council meeting. The first two sub -areas have been identified (working from east to west) to allow the Council to provide concluding comments on the Draft Land Use Plan. Based on comments and direction of the City Council, work will proceed with completion of the General Plan and Draft EIR documents. 2. BACKGROUND: The Land Use and Mobility Alternatives Report was presented to the City Council in February 2004 and released to the public. Two public workshops were hosted (March and April 2004) to receive public comment. The Planning Commission also hosted a total of ten public workshops from June 2004 through January 2005 for consideration of the Land Use and Mobility Alternatives Report. Position papers on numerous general topics, land use corridors, and specific sites, as well as workshop notes for the two community workshops and the Commission workshops have previously been distributed to the Council. The exhibits provided to the Council for the March 7th packet reflects all modifications recommended by the Commission. A brief summary was provided in the Agenda Bill of March 7`h of the major points of Commission discussion reflected in the Draft Preferred Plan. The two sub -areas, and specific parcels/areas, for Council discussion include: Northeast: Corona Road (Photos I and 2) - edge of Urban Growth Boundary. Issue: Retain as Rural Residential or allow incremental increase in density to retain feathering but allow additional development. Brody Property (Photos 3, 4, S and 6) - designation of combined Medium and High Density Residential development with a potential range of 209-384 units (assuming either a blend or two different types of housing product are developed). Sonoma Mountain Parkway (Photos 7 and 8) - infill development potential. Urban Senarator recreation onvortunities/examples (Photos 9 and 10, Cader Farms Highlands; Photos 11, 12 and 13, Wiseman Park) -- Discussion of recreational opportunities will be brought to the Council on April 18`h. Since these sites are located within the two sub -areas addressed in this packet, these photos were included. Garfield Drive. north of Arroyo Park (Photo 14, looking downstream from Garfield) - This creek remnant is fed from two 48" culverts. Given the size of pipe and flow, and potential value of this area, relocation of the creek seems unlikely to be supported by the regulatory agencies. It is suggested that the area south of the creek remnant be added to General Plan 2025 — Agenda Bill Page 2 Arroyo Park and the area north of the creek be developed with a residential neighborhood facing the creek, by providing a single -loaded street along the creek with two pedestrian bridges connecting the new neighborhood to the park. The larger Arroyo Park could be reconfigured to provide the existing neighborhoods with additional recreation opportunities, such as playing fields, in addition to the existing tot -lot playground. Casa Grande Road (Photo 15) — South side of Casa Grande, across from Casa Grande High School; excellent site for increased density (includes proposed PEP project site now in entitlement process). Sartori Dronertv (Photos 16 and 17) — Property located on the southeast corner of McDowell Boulevard South and Casa Grande Road; improved with historic home on large lot. Preservation of historic home could be assured with overlay, development potential of remaining lot along two arterial streets. Bavwood Dronertv (Photo 18, northwest corner of property abutting Highway 101 northbound on-ramp; Photo 19, same property abutting residential neighborhood and S.C. W.A. creek right-of-way; Photo 20, connection of S.C. W.A. maintenance road to nearest residential neighborhood on St. Francis Drive) — Property is currently designated Retail Center and could remain so designated. With the development of the Gateway Center at Lakeville and Caulfield, this site could be considered for either Mixed Use or residential development or it can remain Retail Center with the possibility of long- term development potential to serve this area of the community. 3. ALTERNATIVES: A. Provide comments on the Draft Land Use Map and various draft components presented to the Council. B. Provide direction to undertake specific changes to the Draft Preferred Land Use Plan. C. Provide direction to undertake specific changes to the Draft Preferred Land Use Plan and return to the City Council for further discussion. 4. FINANCIAL IMPACTS: Implementation of the new General Plan will be analyzed and discussed within the Draft Economic Element to be included in the Draft General Plan 2025. 5. CONCLUSION: Staff is continuing the work effort to complete the General Plan 2025 and EIR documents and anticipates presenting the Draft General Plan and Draft EIR to the City Council in June 2005. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Staff is proceeding with the completion of the Draft General Plan 2025 and Draft Environmental Impact Report. The Draft General Plan 2025 will be prepared in accordance with direction received from the City Council and presented to the community for consideration. RECOMMENDATION: Provide comments on the Draft Preferred Land Use Map and various components presented to the Council. Attachments: Planning Sub -Area Exhibits for Northeast and Southeast sub -areas.
