C501000 1. EXECUTIVE SUNINIARY: The City received five (5) bids for the 2004-2005 Water Service Replacement Project ranging from $442,425 to $806,245. The project involves replacing deteriorating water services and saddles on Ely Boulevard South between East Washington Street and Casa Grande Road. 2. BACKGROUND: The Department of Water Resources and Conservation amorally replaces deteriorating water services throughout the City to maintain and improve the condition of the City's water system. These improvements reduce our water system operating costs and ensure reliable delivery of water to our customers by reducing unanticipated system failures. The 2004-2005 Water Service Replacement Project involves replacing approximately 145 deteriorating water services on Ely Boulevard South between East Washington Street and Casa Grande Road Replacement. Replacement of these water services is scheduled for completion in advance of planned street improvements by Public Facilities and Services. The location is illustrated on Exhibit A. The Department of Water Resources and Conservation prepared the plans and specifications for this project. The Notice Inviting Bids was issued on February 24, 2005. Bids were received and opened on March 24, 2005. The following is a srmunary of the bids received: NAME OF BIDDER BID AMOUNT C. Hardy General Engineering Contractor, Inc., Petaluma, CA $442,425.00 North Bay Construction, Inc. $455,979.00 Vulcan Construction & Maintenance, hie., Fresno, CA $610,700.00 D&D Pipelines, San Francisco, CA $744,200.00 Pipeline Excavators, Sebastopol, CA $806,245.00 The engineer's estimate for construction is $698,000. With a bid of $442,425, the apparent low bidder is C. Hardy General Engineering Contractor, Inc. This bid amount is below the engineer's estimate of $698,000. C. Hardy General Engineering Contractor, hie. constructed the Washington Creels Bike Trail Project for Public Facilities & Services Department last year and is constructing the McNear Peninsula Project for the General Plan Department. When contacted by the Department of Water Resources and Conservation, these departments gave very good reviews of C. Hardy's work Staff verified that C. Hardy possesses a valid Class A California Contractor's license, license number 745509, expiration date April 30, 2006, that qualifies C. Hardy to perfonn the water service replacement work. 3. ALTERNATIVES: 1. Award the contract to the low bidder. 2. Reject all bids and re -advertise. 3. Take no action 4. FINANCIAL IMPACTS: The following is the breakdown of the estimated costs: CONSTRUCTION CONTRACT (LOW BID) $442,425 ENGINEERING 18,000 ADMINISTRATION/INSPECTION/GEO-TECHNICAL TESTING 48,000 PROJECT CONTINGENCY 79,000 ESTIMATED TOTAL COST 587 425 The estimated total cost, including planning, design, construction, administration, inspection, testing and project contingency is $587,425. The project will be funded by the Water Funds in the amount of $587,425. 5. CONCLUSION: Following the award, the contractor will enter a contract with the City and submit the required contract documents, bonds and insurance. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Completion of the construction. RECOMMENDATION: City Management recommends that the City Council adopt the resolution awarding the contract to the low bidder, C. Hardy General Engineering Contractor, Inc. The work is scheduled to begin in early June and is expected to be completed by September 2005. 1 3 AWARDING A CONSTRUCTION CONTRACT FOR THE 4 2004-2005 WATER SERVICE REPLACEMENT PROJECT 5 PROJECT NO. C501000 6 7 WHEREAS, the Water Service Replacement Project ("Project") is included in the Department 8 of Water Resources and Conservation Fiscal Year 2004-2005 Capital Improvement Program 9 Budget; 10 11 WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California 12 Public Contract Code Section 20162 and other applicable law, the City of Petaluma solicited bids 13 for the Project; and 14 15 WIIEREAS, five (5) bids for the Project were received on March 24, 2005, and opened in 16 accordance with California Public Contract Code Section 4105.5 and other applicable law; and 17 18 WHEREAS, the apparent low bid for the Project was submitted by C. Hardy General 19 Engineering Contractor, Inc.; and 20 21 WHEREAS, the City staff has verified that C. Hardy possesses a valid California Contractor's 22 license, Class A, license number 745509, expiration date April 30, 2006, that qualifies C. Hardy 23 to perform the Project; and 24 25 NOW BE IT RESOLVED by the Petaluna City Council that: 26 1. The low bid is accepted. 27 2. The contract is hereby awarded to C. Hardy General Engineering Contractor, Inc., 3265 28 Old Adobe Road, Petaluma, CA 94954, the low bidder. 29 3. This resolution shall become effective immediately. 30 4. All portions of this resolution are severable. Should any individual component of this 31 resolution be adjudged to be invalid and unenforceable by a body of competent 32 jurisdiction, then the remaining resolution portions shall be and continue in full force and 33 effect, except as to those resolution portions that have been adjudge invalid. The City 1 Council of the City of Petaluma hereby declares that it would have adopted this 2 resolution and each section, subsection, clause, sentence, phrase and other portion 3 thereof, irrespective of the fact that one or more section subsection, clause sentence, 4 phrase or other portion may be held invalid or miconstitutional. 5 6 BE I T F URTHER RESOLVED that the City Manager is hereby authorized to execute the 7 contract with C.
