The project involves emergency repair of pipe breaks in the recycled water pipeline. BACKGROUND: The propose of the On -Call Repair contract is to have a contractor on-call to perform emergency repair of pipe breaks in the City's recycled water pipeline during the fiscal years 2004-2006. Emergency repairs for the recycled water pipeline have occurred three times over the past five years. The pipe material (asbestos cement) specified for this 24 -year old piping system is not rated to withstand today's operating pressure, hence the failures today. The new Ellis Creek Water Recycling Facility will provide tertiary treated water. A new pipeline will be designed under Phase 2 recycled water pipeline project to replace this failing pipe and connect to the new Ellis Creels tertiary facility. Until environmental work and design can be completed for Phase 2 recycled water pipeline project, this stand-by crew is needed for quick repair so that recycled water flow is not interrupted to customers (golf courses and ranchers). The location is illustrated on Exhibit A. The Department of Water Resources and Conservation prepared the plans and specifications for this project. The Notice Inviting Bids was issued on February 28, 2005. Bids were received and opened on March 24, 2005. The following is a summary of the bids received: NAME OF BIDDER BID AMOUNT North Bay Construction Inc., Petaluma, CA $24,980 Ashlin Pacific Construction, hie., Petaluma, CA $63,900 The engineer's estimate for construction is $20,000. With a bid of $24,980, the apparent low bidder is North Bay Construction Inc. This bid amount is close to the engineer's estimate of $20,000. North Bay Construction hie. has performed many constriction contracts for the City of Petaluma. Staff verified that North Bay possesses a valid Class A Califonria Contractor's license, license nnnber 357560, expiration date August 31, 2006, that qualifies North Bay to perform the work. 3. ALTERNATIVES: 1. Award the contract to the low bidder. 2. Reject all bids and re -advertise. 3. Take no action 4. FINANCIAL IMPACTS: The following is the breakdown of the estimated costs: CONSTRUCTION CONTRACT (LOW BID) $24,980 ENGINEERING 3,000 ADMINISTRATION/INSPECTION/GEO-TECIINICAL TESTING 3,000 PROJECT CONTINGENCY 5,000 ESTIMATED TOTAL COST 135.9S0 The estimated total cost, including planning, design, construction, administration, inspection, testing and project contingency is $35,980. The project will be funded by the Wastewater Funds in the amount of $35,980. 5. CONCLUSION: Following the award, the contractor will enter a contract with the City and submit the required contract documents, bonds and insurance. 6. OUTCObIES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: In the event of a pipe failure, completion of the repair. RECODIMENDATION: City Management reconnnends that the City Council adopt the resolution awarding the contract to the low bidder, North Bay Constriction Inc. 1 3 AWARDING A CONSTRUCTION CONTRACT FOR THE 4 2004-2006 REPAIR OF THE RECYCLED WATER PIPELINE PROJECT 5 6 WHEREAS, in accordance with the City of Petahnla Charter and Municipal Code, California 7 Public Contract Code Section 20162 and other applicable law, the City of Petaluma solicited bids 8 for the Project; and 9 10 WHEREAS, two (2) bids for the Project were received on March 24, 2005, and opened in 1 l accordance with California Public Contract Code Section 4105.5 and other applicable law; and 12 13 WHEREAS, the apparent low bid for the Project was submitted by North Bay Construction Inc.; 14 and 15 16 WHEREAS, the City staff has verified that North Bay possesses a valid California Contractor's 17 license, Class A, license number 357560, expiration date August 31, 2006, that qualifies North 18 Bay to perform the Project; and 19 20 NOW BE IT RESOLVED by the Petaluma City Council that: 21 1. The low bid is accepted. 22 2. The contract is hereby awarded to North Bay Construction Inc., 431 Payran Street, 23 Petaluma, CA 94954, the low bidder. 24 3. This resolution shall become effective immediately. 25 4. All portions of this resolution are severable. Should any individual component of this 26 resolution be adjudged to be invalid and unenforceable by a body of competent 27 jurisdiction, then the remaining resolution portions shall be and continue in frill force and 28 effect, except as to those resolution portions that have been adjudge invalid.
