C501104 1. EXECUTIVE SUMMARY: The project involves modifying Oxidation Pond Nos. 1 and 4 to accommodate the future removal of biosolids from the aerated lagoon and Oxidation Pond No. 1. City Management recommends the City Council approve the resolution awarding the construction contract for this project. 2. BACKGROUND: Treatment ofPetaluma's wastewater occurs at two locations: 950 Hopper Street and at the oxidation ponds. All wastewater in Petaluma is first pumped to the 950 Hopper Street wastewater plant. The wastewater plant on Hopper Street provides primary treatment for up to 6 million gallons per day (mgd) of incoming wastewater and secondary treatment for 4 mgd of wastewater. Because of diumal flow changes, influent flows can exceed 6 mgd. When the flow into the plant exceeds the capacity of the Hopper Street facility the remaining raw wastewater and primary treated water is sent to the oxidation ponds for secondary treatment and disinfection prior to reuse or disposal'. At the oxidation ponds the wastewater first enters the aerated lagoon, and is then conveyed into Pond No. 1. Since utilization of the ponds began in 1976, biosolids have grown in the aerated lagoon and Pond No. 1 to degrade the incoming wastewater that was not Hilly treated at Hopper Street. Last summer the Department of Water Resources surveyed the biosolids in the aerated lagoon and Pond No. 1, and determined the aerated lagoon and Pond 1 are nearly full of biosolids. This diminishes the treatment capacity of the ponds. These biosolids must be removed. Removal of the biosolids from Pond 1 is scheduled to begin in July. To accommodate this project, Pond No. 1 will be decommissioned for several months while the biosolids are being removed. Influent wastewater will be re-routed to Pond No. 4. In order to provide adequate treatment of the wastewater that enters Pond No. 4 while the biosolids are being removed from Pond No. 1, four aerators from Pond No. 1 will be relocated to Pond No. 4. This work includes installing hardware and mooring cables for the relocated aerators, purchasing four new aerators for future installation in Pond No. 1, installing electrical connections, installing conduit and routing ' Petaluma's NPDES discharge permit recognizes that treatment occurs in this manner. in the early 1970s the City was prohibited by the Regional Water Quality Control Board from expanding the treatment capacity of the Hopper Street plant. Instead, the oxidation ponds were constructed. electrical wiring, and performing modifications to the existing motor control center. The location is illustrated on Exhibit A. Aerators are used to supply oxygen in the aerated lagoon and Pond No. 1. The oxygen is used by microorganisms for growth as the microbes eat the waste in the water as food. The microorganisms grown through secondary treatment are called biosolids. This project will provide aeration in Pond 4 while Pond 1 biosolids are being removed. The aerators will remain in Pond 4 expanding the aeration capacity of the ponds until the new Ellis Creek Water Recycling Facility comes on-line in late 2008. Long-term the aerators will be utilized during high flow events. The Department of Water Resources and Conservation prepared the plans and specifications for this project. The Notice Inviting Bids was issued on March 15, 2005. Bids were received and opened on March 31, 2005. The following is a summary of the bids received: NAME OF BIDDER BID AMOUNT Paulson Excavating, Inc., Albion, CA $274,964.00 Arnold Construction Company, Fulton, CA $340,781.00 The engineer's estimate for construction is $271,425: With a bid of $274,964, the apparent low bidder is Paulson Excavating, Inc. This bid amount is close to the engineer's estimate of $271,000. Paulson recently constricted similar projects for SBC Telephone Company in Ukiah, Adelphia Cable Company in Ukiah, and Horicon Elementary School in Annapolis, CA, When contacted by the Department of Water Resources and Conservation, these agencies gave positive reviews of Paulson's work. Staff verified that Paulson possesses a valid Class A (General Engineering) and C-10 (Electrical) California Contractor's license, license number 425362, expiration date July 31, 2006, that qualifies Paulson to perform the work. 3. ALTERNATIVES: 1. Award the contract to the low bidder. 2. Reject all bids and re -advertise. 3. Take no action and risk odors at the ponds if they become so Rill that a water cap does not remain over the biosolids. Risk that treatment efficiencies can be maintained without the additional aeration capacity until the new Ellis Creek. Water Recycling Facility comes on-line in late 2008. 4. FINANCIAL IMPACTS: The following is the breakdown of the estimated costs: CONSTRUCTION CONTRACT (LOW BID) $274,964 ENGINEERING 28,000 ADMINISTRATION/INSPECTION/GEO-TECIINICAL TESTING 41,000 PROJECT CONTINGENCY 42,000 ESTIMATED TOTAL COST 385 964 The estimated total cost, including planning, design, construction, administration, inspection, testing and project contingency is $385,964. The project will be funded by the Wastewater Funds in the amount of $385,964. CONCLUSION: Following the award, the contractor will enter a contract with the City and submit the required contract documents, bonds and insurance. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Completion of the construction. 7. RECOMMENDATION: City Management recommends that the City Council adopt the resolution awarding the contract to the low bidder, Paulson Excavating, Inc. The work is scheduled to begin in May and is expected to be completed by mid-July 2005. 0 1 3 AWARDING A CONSTRUCTION CONTRACT FOR THE 4 INTERIM AERATOR IMPROVEMENT PROJECT 5 PROJECT NO. C50110 6 7 WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California 8 Public Contract Code Section 20162 and other applicable law, the City of Petaluma solicited bids 9 for the Interim Aerator Improvement Project; and 10 11 WHEREAS, two (2) bids for the Project were received on March 31, 2005, and opened in 12 accordance with California Public Contract Code Section 4105.5 and other applicable law; and 13 14 WHEREAS, the apparent low bid for the Project was submitted by Paulson excavating, Inc.; 15 and 16 17 WHEREAS, the City staff has verified that' Paulson possesses a valid California Contractor's 18 license, Class A and C-10, license number 425362, expiration date July 31, 2006, that qualifies 19 Paulson to perform the Project; and 20 21 NOW BE IT RESOLVED by the Petaluma City Cormcil that: 22 1. The low bid is accepted. 23 2. The contract is hereby awarded to Paulson excavating, Inc., P.O. Box 339, Albion, CA 24 95410, the low bidder. 25 3. This resolution shall become effective immediately. 26 4. All portions of this resolution are severable. Should any individual component of this 27 resolution be adjudged to be invalid and unenforceable by a body of competent 28 jurisdiction, then the remaining resolution portions shall be and continue in full force and 29 effect, except as to those resolution portions that have been adjudge invalid. The City 30 Council of the City of Petaluma hereby declares that it would have adopted this 31 resolution and each section, subsection, clause, sentence, phrase and other portion 32 thereof, irrespective of the fact that one or more section subsection, clause sentence, 33 phrase or other portion may be held invalid or unconstitutional. 5 1 2 BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the 3 contract with Paulson Excavating, Inc. subject to the review and approval of all contract 4 docurnents, insurance certificates and bonds by the City Attorney. 5 ri LOCATION MAP vi AQUA CAUENTE
