BACKGROUND: Human Resources is working to bring current the City of Petaluma's Classification and Compensation Plan. Following a review of the Information Systems Division it was determined that the classification of Information Systems Manager be formally established to replace the classification of Information Systems Administrator. The classifications of Information Systems Analyst and Inf irmation Systems Technician were updated and revised to reflect changes in the industry. 3. ALTERNATIVES: Not adopt resolution. 4. FINANCIAL IMPACTS: None 5. CONCLUSION: Adoption of this revision in the City's Classification and Compensation Plan enables the City to keep its program updated and current. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Implementation of Resolution that amends the City's Classification and Compensation Plan. RECOMMENDATION: Approval of the Resolution and amendment of the City's Classification and Compensation Plan. Resolution No. N.C.S. of the City of Petaluma, California RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION PLAN BY ESTABLISHING THE NEW CLASSIFICATION, PAY RANGE AND UNIT ASSIGNMENT OF INFORMATION SYSTEMS MANAGER, REVISING INFORMATION SYSTEMS ANALYST, INFORMATION SYSTEMS TECHNICIAN AND ABOLISHING INFORMATION SYSTEMS ADMINISTRATOR WHEREAS, the City wishes to ]seep current its Classification and Compensation Plan; and amendments and or revisions to the Classification and Compensation Plan are effective upon approval by the City Council; and WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and responsibilities are appropriately allocated to the classification of Information Systems Manager (as attached hereto and marked Attachment A); and WHEREAS, the pay ranges and unit assignments for the classifications as listed below, are hereby reconnnended, effective with the adoption of this Resolution; and Classification Title Pay Range Per Month Unit Assienment Information Systems Manager $6,297.08-$6,607.34-$6,936.67-$7,283.33-$7,645.59 Unit 9: Mid -Management WHEREAS, the City Manager/ Personnel Officer has determined that the Information Systems Analyst and Information Systems Technician classification be amended to reflect industry (as attached hereto and marked Attachment A); and WHEREAS, the amended classifications as listed above, are hereby recommended, with the adoption of this Resolution; and WHEREAS, the City Manager/Persommel Officer has determined that the classification of hmformation Systems Administrator is no longer appropriate and recormnends the classification be abolished. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve the amendments to the Classification and Compensation Plan as written in this Resolution including the amendment in the Competitive Service of the Personnel System; and BE IT FURTHER RESOLVED, that this action is taken pursuant to Personnel Code 3.04.020 and Personnel Rules and Regulations (Rule IV- Classification and Rule V — Compensation) and, that the notice of this action has been properly posted. These functions include management and operations for administrative applications for the City; complex systems analysis to determine user needs and alternative solutions; oversees computer and telecommunication technology strategic planning and deployment. CLASS CHARACTERISTICS The Administrative Services Director provides general direction; responsibilities include the direct supervision of professional, technical and support services positions. Installs, configures, and troubleshoots networked applications and systems. CLASS CHARACTERISTICS The Information Services Manager provides supervision; responsibilities may include the indirect supervision of technical or support staff. There are two positions in this classification. One classification performs duties primarily in network and server design and maintenance. The other classification performs duties primarily in sofrivare and progranuning design and maintenance. Duties will vary based upon designated area of responsibility. A typical way to obtain the knowledge and abilities would be: Education: Equivalent to graduation from high school and twenty or more semester units in specialized college level coursework. Manufacturer's certification in Cisco networking, Microsoft enterprise products (server, MS Office) is desirable. Experience: Two years of progressively responsible experience in a computer environment involving computer operations, including the use of personal computers, networking, and server maintenance.
