Re: Notification of April 1, 2005 Deadline for Letters of Interest for Committee
Appointments
As reported at the March 10°i Mayors' and Councilmembers' General Membership meeting,
there are a number of committee openings that will be available in the near future.
The Board of Directors established a deadline of April 1. 2005 for all interested parties to
submit Letters of Interest to the Association Chairperson, Mayor Lisa Moore of Cotati.
Letters may be sent through the mail or received in email form, but the must be received no
later than April 1s`. All letters received will be distributed to each City to allow sufficient time
to review the Letters of Interest and provide direction to your respective Mayors as to how to
vote at the Board of Directors meeting scheduled for May 5, 2005,
On May 50' the City Selection Committee and the Association's Board of Directors will
consider the following committee appointments:
ABAG Executive Board — 2 -year terms to expire in June 2007. Two positions are
available. They are currently filled by Steve Rabinowitsh of Santa Rosa and Pam
Torliatt of Petaluma. Both terms to expire 6/2005.
2. Countv Aericultural Preservation & Open Space Advisory Committee — 2 -year terms
to expire in June 2007. Three positions are available. They are currently filled by
Jake Mackenzie of Rohnert Park, Kent Mitchell of Healdsburg, and Gail Pardini-Plass
of Cloverdale. All three terms to expire 6/2005.
3. Coumtv Human Services Commission — 2 -year term to expire in June 2007. One
position is available. It is currently filled by Ken Brown of Sonoma and will expire in
6/2005.
4. Airport Land Use Commission — 4 -year term to expire in May 2006. One position
available. This appointment will fill the remainder of Vicld Vidak-Martinez' term,
which was vacated by her resignation.

Please accept this letter as my request to be -reappointed as the Mayors' and
Councilmembers' Association representative for the Alternate position on the
Association of Bay Area Govemments (ABAG) Executive Board.
As an alternate, it has been my pleasure to fill in as needed for Steve Rabinowitsh,
our ABAG representative.
Due to my involvement with the Association of Bay Area Governments, I have the
privilege to serve on the Metropolitan Transportation Commission (MTC). This
MTC appointment creates a significant advantage for the North Bay region
because five of the sixteen voting members of MTC are familiar with the needs of
our four northern counties.
In addition, I serve as ABAG's representative on the San Francisco Estuary
Project's Implementation Committee.
I thoroughly enjoy representing our County and hope to continue to serve our
communities on a regional level.

I have had the pleasure of serving as your representative to the ABAG Executive
Board for the past six years. I have worked hard to represent the interest of the
cities of Sonoma County as well as to encourage more effective regional
planning. I have servedon numerous committees, including the Finance and
Personnel Committee, Administrative Committee, Legislative and Government
Organization Committee, and most recently, the Joint Policy Committee. That
committee, which includes representatives from ABAG, MTC, and the Bay Area

Councilmember Air Qaulity Management District, is working to coordinate regional plans and
programs among those agencies, an important first step toward improving
regional planning in the Bay Area.

I am asking to be re -appointed to the County Ag & Open Space
Preservation District Advisory Committee. I have been honored to serve on this Committee
for the past 6 years and would like to continue on in this capacity.
Throughout this time I have developed a close working relationship with both the Staff and
fellow Advisory Committee members. In addition to the ongoing work of the committee, I
also serve on the Conservation Procedures sub -committee, and I will be working with
Maureen Middlebrook on the Public Outreach Working Group. One of my goals is to
continue working with the District (& Maureen), to help in the upcoming election campaign to
seek voter re -authorization of the District.
I was one of the co-authors (along with fellow Committee members Jake Mackenzie & Dick
Ashford), of the resolution that was sponsored by the Mayors & Councilrnember's
Association asking for consideration for more public access when the District acquires future
properties. I strongly believe that public access is a high priority, and I will continue to work
towards that goal.

I am applying for the appointment to the Sonoma County Airport and Land Use
Commission. I believe I have a variety of qualifications that would be a benefit to
the County by serving on this Commission. As you know, currently I am the
Mayor of Petaluma and prior to being elected, I served for almost four years on
the Petaluma Planning Commission. I am very familiar with the issues created by
airport uses since Petaluma owns and operates its own airport.
As a professional, I work in Municipal Finance and I am familiar with the funding
options that could be utilized to expand the services and capabilities of our county
airport.
My personal background includes a rich family history in the aviation business.
Both of my brothers owned small businesses that served the aviation community at
various times and locations. In addition they are both airline pilots. My older
brother just retired from American Airlines as a Captain and my younger brother
flies 747's for Northwest Airlines. Both spent a number of years with smaller
regional carriers and they would both be a great resource for me to cross check
information that could prove helpful in seeking the best possible service for
Sonoma County, Furtberrnore, I would utilize my communication skills to gain
consensus in Sonoma County on the objectives, needs, and constraints to provide
the proper foundation to achieve ourr high potential for all modes of
transportation: The future of our regional airport is a key part to our transportation
system.

Please consider supporting my appointment to the Airport Land Use
Commission. The future of Sonoma County is becoming increasing impacted by
the lack of adequate air service. As part of the City's economic development
effort, we continually meet with local businesses to communicate about how they
are doing. We are constantly hearing that the one major detriment to doing
business in Sonoma County is the inability to get in and out quickly to
accommodate the increasing globalization of business.
I have served on the Santa Rosa City Council for 10 years and have previously

IANserved on the County Planning Commission and LAFCO. I am very aware of the
impacts airport expansion will have on the citizens who are in close proximity
and will see that their issues are strongly considered and addressed as well as
possible.
This is not only a business issue. I think we are all well aware, I know as a
grandparent planning a trip to Disneyland this fall and as someone approaching
retirement years, that traveling is becoming more and more attractive. Without
air service to Sonoma County and the increasing difficulty in traveling to SFO,
local service is more important than ever.
I would appreciate having the opportunity to serve as your representative on this
very important Board.
