Summary Statement:
As part of the 2004-2005 Vehicle Replacement Program, the Water Resources and Conservation
Department identified a need for a combination sewer/catch basin cleaner and hydro -flusher. The new unit
will be used for clearing and cleaning accumulated sediment and debris from the City's storm drain inlets.
Three potential bidders were sent an Invitation to Bid, with three bids being received. After reviewing the
bids, staff recommends awarding the bid to the lowest bidder, Edward R. Bacon Company, Sacramento, in
the amount of $238,422.50.

RESOLUTION AUTHORIZING THE PURCHASE OF ONE 2005 CLEAN EARTH COMBINATION
SEWERTATCH BASIN CLEANER AND HYDRO -FLUSHER FROM EDWARD R. BACON COMPANY,
SACRAMENTO, IN THE AMOUNT OF $2389422.50.
EXECUTIVE SUMMARY:
As part of the 2004-2005 Vehicle Replacement Program, the Water Resources and Conservation
Department identified a need for a combination sewer/catch basin cleaner and hydro -flusher. The new
unit will be used for clearing and cleaning accumulated sediment and debris from the City's storm drain
inlets. Three potential bidders were sent an Invitation to Bid, with three bids being received. After
reviewing the bids, staff recommends awarding the bid to the lowest bidder, Edward R. Bacon
Company, Sacramento, in the amount of $238,422.50.
2. BACKGROUND:
Water Resources and Conservation staff have identified certain vehicles and equipment that need to be
added to their fleet. They have worked closely with the City's Vehicle Maintenance Department on
developing new vehicle and equipment specifications to maximize use of the vehicles and equipment
being purchased. The truck specified it this Agenda Bill is designed specifically for the purpose of
maintaining an efficient storm water conveyance system.
3. ALTERNATIVES:
Council could reject this request and give staff direction.
4. FINANCIAL IMPACTS:

6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:
After Council approval, a purchase order will be issued to Edward R. Bacon Company, Sacramento.
The Water Resources and Conservation Department will take delivery of the vehicle.
RECOMMENDATION:
Approve the resolution authorizing the purchase of one 2005 Clean Earth Combination Sewer/Catch

WHEREAS, as part of the 2004-2005 Vehicle Replacement Program, the Water Resources and

MINIMUM SPECIFICATIONS FOR ONE (11 COMBINATION SEWERlCATCH
BASIN CLEANER AND HYDRO -FLUSHER UNIT
GENERAL' It is the intent of these specifications to describe the minimum requirements
for one (1) new Combination Sewer/Catch Basin cleaner and Hydro -Flusher unit,
mounted on a new Sterling cab -and -chassis.
The Combination Sewer/Catch Basin cleaner and Hydro -Flusher unit shall meet or
exceed the construction and performance speci Rcations described in the following
minimum specifications.
Contractor shall indicate below, by marking yes or no, whether the equipment it proposes
to sell to the City complies with the Minimum Specifications listed below.
Any deviations from the minimum specifications set forth herein shall be noted and
explained in Section E, Exceptions to Specifications.
In order to receive full consideration, bid must follow these specifications and the

Paint, Paint to be applied in accordance with
manufacturer's recommendation. Bare metal shall be
conditioned with the recommended wash, rinsed, dried and
immediately primed. The topcoat shall be free from
irregularities such as "runs" or "sags" on any large surface.
Sufficient time shall be allowed between coats to assure
thorough drying of previously applied paint. Color for both
the cab & cbassis and the excavator shalt be white.

4.1 Minimum capacity 10 cubic yards useable and equipped
with load sensor, external float type level indicator with
stainless steel float ball and automatic vacuum shut off
feature utilizing stainless steel ball and cage.

radius sections with 3/8" sidewalls and 1/2" high strength
steel door or round design with 3/16" body and bulkheads.
Corrosion and abrasion resistant steel is mandatory. Debris

Rear door to be hydraulically operated with replaceable
neoprene seal and hydraulic locks. Locic system must be
fail-safe in the event of hydraulic system failure. Provide
description.

Hydraulic controls located forward of debris box. No Micro
switches. No hydraulic components located inside debris

6" water decant valve mounted on rear door, with internal
screen and 6" x 15' lay flat hose and rack, and equipped
with internal high pressure debris box flush system. There
shall also be a "blaster" valve to clear decant valve and
screen.

There shall be a 3 inch hydraulic sludge pump system
mounted on the debris body door- The pump shall be
plumbed so water and sludge can be pumped to a valve
located on the front bumper through 3" clear hose. The
pump shall be rated at 500 gpm @ 20' head.

The debris body shall have an internal tank flushing system
designed to operate at the maximum output of the jetter
PUMP. See Pump performance rating below.
4.8
The debris body shall have a steel splash shield to protect
rear components during debris body dumping and clean out.
5.0
Water oumn
5.1
Water pump shall be a triplex plunger type, smooth flow
design and be driven hydrostatically. Pump output shall be
fully adjustable without changing engine RPM and shall
operate independent from the vacuum system. Minimum
output of 80 gpm @ 2000 psi with full flow adjustable
pressure regulator.
5.2
Water pump shall be located in a position to allow positive
feed from water tanks. The pump shall be easily accessible
and not need to be removed from truck for service or
repacking. Shall be able to run dry with no damage to pump.
5.3
A water strainer and shutoff valve shall be installed in the
suction line to the pump. A "Y" strainer shall be installed in
the water tank fill line.

7.5 The hose reel shall tilt forward to allow access to the truck
engine. The tilt function shall occur via hydraulic cylinder
powered by electric hydraulic power unit- Hose reel tilt
must be able to operate whether truck engine is running or
not_ The hose reel tilt platform shall be secured by over
center latches and pins. A hydraulic outrigger leg shall
support the hose reel if needed.
8.0 Onerator's control station
8.1 The operator's station shall include the following:
tachometer with engine hour meter, vacuum gauge, of I
dampened water pressure gauge with quick disconnects,
electronic throttle control, "back to idle" panic button, water
pump control switch, hose reel direction and speed control,
single joystick to control all boom functions, reel tilt control
switch, reel articulation air brake switch, work light
switches, low water light, vacuum valve switch and
operator's panel work light.
9.0 Accessories
9.1 An adjustable hand gun with quick disconnect fittings and a
self winding hose reel shall be mounted on street side near
mid -ship. Hose reel to be equipped with 50' x 1/2" high
pressure hose. A 15' x 1/2" high pressure hose shall be
provided with quick disconnects and an additional quick
connect fitting to be plumbed to front of truck.
9.2 Tube rack capable of carrying 3 - 8" aluminum vacuum
tubes
9.3 Additional tube rack on debris body door to carry two
additional 8" tubes
9.4 Water pump and blower hour meters mounted in cab
9.5 Back up alarm, fire extinguisher and triangle reflector kit
9.6 Halogen work lights shall be located on boom, debris body
door and on each side of truck behind the cab. An
adjustable work light shall also be installed on the under
side of the level wind mechanism. Boom lights and level
wind light shall have switches located on the hose reel
control panel. The switches for the side and rear shall be
located in the cab.

10.0 Options: Following items are optional items. Please
provide pricing for these items in Section C (Bid)above
under item 5
9.16 Painted body components shall match the color of the cab
and be painted with Dupont Emron enamel paint.

9.17 The unit will have a minimum one year warranty against
defects in material and workmanship. This warranty shall
cover both parts and labor. All other warranties that exceed
one year shall still apply.
9.15 There shall be a pre -delivery inspection of completed unit at
the manufacturer's facility. This inspection shall
be performed by one City of Petaluma Department of Water
Resources employee. The dealer/vendor shall bear all costs
for travel, lodging and meals for the inspection trip.
10.0 Options: Following items are optional items. Please

11.1 No decals, painted signs or dealer logos of any kind will be
allowed anywhere on the equipment. Only the standard
manufacturer's logo or other markings are acceptable on any
part of the cab, chassis or excavator body.
11.2 Upon delivery the successful bidder shall be required to
provide a complete set of replacement filters and belts
where needed for all special equipment including hydraulic
circuits, excluding cab and chassis drive line.
11.3 Legal renuirements: Equipment shall meet or exceed all
local, State and Federal legal requirements regulations and
to include the following:
o Lighting
• Full rear fenders, heavy-duty 3116" smooth

11.4
Training: Vendor must provide a training program that
covers safe operator's instructions and routine maintenance
procedures. Training to be conducted by a factory
representative or a factory -trained representative, for a
minimum of one (1) day at the time of delivery, with follow. -
up training of up to three (3) additional days, to be included.
Training classes to be arranged by the Department of Water
Resources & Conservation.
11.5
Kevs: Key locks for both cab doors. Provide three (3) sets
of keys for ignition and doors.
11.6
Illustrative And Technical Data: Bidder shall submit with
his bid complete and current illustrative and technical data on
the proposed equipmenUtnaterial. Failure to provide this
information may be sufficient to declare the bid non-
responsive.
11.7
California Use(Reuistration: Vehicle must be designed and
manufactured for use in California. Vehicle shall be in
compliance with all provisions of the latest Califomia Vehicle
Code, the State of California Division of Tndustrial Safety, and the
Federal Motor Vehicle Standards. Note: There shall be no
exception to these requirements.
11.8
Option Sa.:Variable flow, hydraulic tool circuit. Provide
connection points at both the front and passenger side. Flow
range to be between 4 and 16 gallons per minute.
