The Community Development Department is requesting that the City Council adopt a resolution of intent
to establish a precise plan line for Water Street North (Poultry Street) between Washington Street and
Lakeville Street and set a public hearing date for June 20, 2005.
Section 13.20.090 of the municipal code requires the City Council to adopt a resolution of intent to
establish a precise plan line and set a public hearing date.
The Planning Commission conducted a public hearing on May 24, 2005 and recommended approval of the
Water Street North precise plan line to the City Council.

RESOLUTION OF INTENT TO ESTABLISH A PRECISE PLAN LINE FOR WATER STREET
NORTH BETWEEN WASHINGTON STREET AND LAKEVILLE STREET
EXECUTIVE SUMMARY:
The Community Development Department is requesting that the City Council adopt a resolution of
intent to establish a precise plan line for Water Street North (Poultry Street) between Washington Street
and Lakeville Street and set a public hearing date for June 20, 2005.
2. BACKGROUND:
Section 13.20.090 of the municipal code requires the City Council to adopt a resolution of intent to
establish a precise plan line and set a public hearing date. Section 13.20.130 of the municipal code
describes the timing of the publication, posting and public hearing. The section states the hearing shall
not be less than fifteen days nor more than thirty days from the adoption of the resolution of intent (June
6, 2005). June 20, 2005 is actually 14 day from June 6th and due to the 4`h of July holiday the next City
Council meeting would be July 11 th, which is 35 days from June 6th. Staff acknowledges this dilemma
and still recommends that the City Council set the hearing date of June 20th, which closer to the time
range than the July 111h date. The timing for publication and posting will meet the requirements of the
municipal code.
The Planning Commission conducted a public hearing on May 24, 2005 and recommended approval of
the Water Street North precise plan line to the City Council.
Attached are the Planning Commission memo dated May 13, 2005 and an exhibit showing the proposed
alignment superimposed on an aerial photo.

Set different hearing date or postpone.

5. CONCLUSION:
The Community Development Department concludes that, following the procedures set forth in
municipal code Chapter 13.20, the City Council should proceed to set a public hearing date.

10 WHEREAS, the Planning Commission has recommended approval of a precise plan line
11 for the reservation of a future right of way for Water Street North and,
12
13 WHEREAS, the City Council agrees to hear the matter of the precise plan line and that
14 no building permits shall be issued for the construction of any structure between the
15 proposed precise plan lines;

17 THEREFORE, the City Council herby declares its intention to establish a precise plan
18 line for Water Street North between Washington Street and Lakeville Street and also
19 schedules a public hearing on June 20, 2005 in the Council Chambers at City Hall, 11
20 English Street. Persons having any objection may file a written protest with the City
21 Clerk prior to the hearing.

SUBJECT: Establishing a Precise Plan Line for the future rigbt-of-way of Water Street North
(Poultry Street) between Washington Street and Lakeville Street
BACKGROUND AND SUMMARY
A recent development application has created the need to establish a Precise Plan Line for a future right-
of-way. The proposed development and Precise Plan Line are located behind the existing buildings on
Petaluma Boulevard North, adjacent to the Petaluma River and between Washington Street and Lakeville
Street.
The subject Precise Plan Line defines the future right-of-way alignment and width of Water Street North.
Right-of-way alignment and width is based on the Central Petaluma Specific Plan thoroughfare standards,
typical sections and required lane and parking geometry. The alignment also generally follows the
existing railroad easements in the area.
A neighborhood meeting was held on April 21, 2005 to discuss the Central Petaluma Specific Plan, the
related Water Street North Condominium Development and the Precise Plan Process. Approximately 20
people attended to listen to the presentation and participate in a question and answer session.
A legal description and plat have been prepared and the attached exhibit reflects the alignment over an
aerial photo of the proposed plan line location.

According to chapter 13.20.070 of the Petaluma Municipal Code, the matter shall be referred to the
Planning Commission for a recommendation prior to any action taken by the City Council. Upon review
and completion of this hearing, the Planning Commission shall submit its recommendation to the City
Council.
Staff has reviewed the lane geometry, parking, alignment and legal description and has found them to be
adequate and consistent with the intent of the Central Petaluma Specific Plan and future development.
The Community Development Department recommends the Planning Commission find that the proposed
future right-of-way provides for the orderly development and efficient traffic circulation of the
surrounding area and approves the subject Precise Plan Line.
