Resolution adopting the Technology & Telecommunications Advisory Committee Summary Statement: On March 14, 2005, the Council reviewed a proposal for the establishment of a Citizens' Telecommunication &Technology Advisory Committee, the purpose being to assist the City in making efficient, economical and productive use of technology and telecommunications. This item is being brought back before Council for formal adoption of the Conunittee so that the City Clerk may begin the process of soliciting applications for appointments. The Committee would be established as follows: Name of Committee: Telecommunication & Technology Advisory Committee Membership: Nine members Representation: To be determined by the Council; recommendations include members from the City's telecommunication industries, citizens -at -large, and local schools, etc. Terms: Five members would serve two year terms; four members would serve one year terms, beginning July 1, 2005. Meeting Location: City Hall, or another location by consensus of the Committee Meeting Time: To meet once a month, at a time to be determined by the Comnuttee Staff Liaison: I.T. Reviewed by Finance Director: Reviewed by City Attornev: AnnrVve�ortv Manaeer: Date: Date: Date: Todav's Date: Revision 9 and Date Revised: File Code: 1.A March 14, 2005 Citizens' Telecommunication and Technology Advisory Committee Mission Statement To assist the City of Petaluma in making efficient, economical, and productive use of technology and telecommunications, the Telecommunications and Technology Advisory Committee will study local issues and submit recommendations to the Petaluma City Council. Purposes • To ensure that the citizens of Petaluma benefit from the opportunities that today's Information and Communication Age technology has to offer. To promote access to electronic information and community resources for all, protecting individual privacy and supporting free expression. Establishment of the Committee Membership: The Telecommunications and Technology Committee shall consist of nine members, appointed by the Mayor and the City Council. The application process, appointments, and terms of service will be consistent with the City's existing policies pertaining to City Boards, Committees, and Commissions. (A separatefourpagedocunuent.) Meetings: The Committee shall meet at least once a month. The City's IT Director shall attend Committee meetings. Other department heads shall attend Committee meetings upon request. Citizen participation will be encouraged and solicited, when appropriate. Potential Areas of Concern In addition to the current list of General Responsibilities of Boards, Committees, and Commissions far the City of Petaluma, the following areas of municipal telecommunications and technology (as identified by other cities that have created a similar committee) may be appropriate for inclusion in their deliberations: • Cable TV Access • Broadband deployment • Public safety and security • New Franchise Agreements • Equal access for all citizens • New technology deployment • Regulatory issues regarding wire and wireless communication systems • Evaluation of current Telecommunications and Technology policies and programs Potential Communitv Grouns to Be Represented • Community at Large • Petaluma School District • Petaluma Visitors Program • Petaluma Community Access • Petaluma CyberCity Roundtable • Petaluma Chamber of Commerce • City of Petaluma - IT Department • Telecom Valley - Network Systems • Telecom Valley - Software Specialist • Telecom Valley - Hardware Specialist • SRJC — Petaluma Campus — Tech Academy RESOLUTION ADOPTING THE CREATION OF THE TELECOMMUNICATION & TECHNOLOGY ADVISORY COMMITTEE WHEREAS, great interest has been expressed by members of the community and City Council regarding the formation of a committee that would assist the City of Petaluma in malting efficient, economical, and productive use of computer technology and telecommunications; and WHEREAS, the Committee would help promote access to electronic information and community resources for all citizens while protecting individual privacy and free expression; and WHEREAS, members of the Committee would study local issues and submit recommendations to the City Council. NOW, THEREFORE, BE IT RESOLVED THAT the Petaluma City Council does hereby approve the formation of the Telecommunication & Technology Advisory Committee wider the following guidelines: Membership: Nine members Representation: To be determined by the Council Terms: Five members would serve two year terms; four members would serve one year terms.
