EXECUTIVE SUMMARY: By action of the City Council on September 13, 2004, the City of Petaluma accepted a gift of real property located at 307 Petaluma Boulevard South — formerly known as the Casa Grande Motel. City Council also designated the property as the future site of the proposed new Fire Station 1 / Fire Headquarters Building. The building has been inspected for lead paint and asbestos and any identified products have been abated by state licensed contractors. The motel structure now poses a possible safety hazard and its demolition is the next natural course of action to move the project forward. 2. BACKGROUND: The current Fire Station I / Fire Headquarters building is housed in a building that is 67 years old. The building has numerous deficiencies including seismic safety issues, lack of clean storage space, garage space that is too small for modern fire apparatus, and suitable facilities for a diverse work force. In April 2004, the Fire Department hosted a neighborhood meeting to inform the neighbors of the city's intent to relocate the Fire Department Headquarters to 307 Petaluma Boulevard South. The former motel has been vacated and most of the furnishings have been donated to local non-profit organizations. Abatement of asbestos products identified in the motel property has been completed. This abatement process opens up walls, floors, and ceilings, within the structure. The property has experienced several forced entries by party/ies unknown. There has been smoking in the rooms that have been entered. With all of the pre-existing openings available in this structure and more now due to the abatement process, there is easy access for vermin to enter and establish colonies. On the heels of local development in the neighborhood, the City received an excellent bid to demolish the structure down to mineral earth and remove all of the resultant debris. Demolition of the former Casa Grande Motel is the next step toward the relocation of the Fire Headquarters building. It is best that we remove the structure under controlled circumstances before a fire or potential health/safety issue arises. 3. ALTERNATIVES: Delay demolition and allow the existing structure to deteriorate further, creating a heath and safety issue, and an aesthetic eyesore for the immediate neighbors. 4. FINANCIAL IMPACTS: Funded as part of the Fire Suppression Impact fees, initiated for fire station relocation and modernization. 5. RECOMMENDATION: That City Council approve the Resolution Authorizing the Demolition of the Casa Grande Motel, located at 307 Petaluma Boulevard South by Pacific Structural Corporation. g1forms/2003 agenda bill i/i clt!'IN 7 P 2 PACIFIC STRUCTURAL CORPORATION DEMOLITION AND ALTERATIONS CONT.
