Summary Statement:
The Magnolia Place Subdivision is under construction and part of the project is the building of a city park.
As part of the conditions of approval, city staff is to work with Architect Steve Arago of CSW Stuber —
Stroeh to design the park. When the conceptual design is approved by the Recreation, Music and Parks
Commission, the developer is required to construct the park per the approved design. Public meeting have
been held and the park design has been developed, with the Commission recommending a park design to
the City Council for approval.

Approval of the Conceptual Design for Mannion Knoll Park
9 1. EXECUTIVE SUMMARY:
10 As part of the Magnolia Place Subdivision, an 8.74 acre park and 2.21 acre open space are to be
I 1 constructed by the project developer. Public meetings have been held to design the proposed park
12 and the Recreation, Music and Parks Commission is recommending a conceptual design to the City
13 Council for approval.

15 2, BACKGROUND:
16 With the approval of the Magnolia Place subdivision, an 8.74 acre public park and a 2.21 acre
17 private open space will be developed. Per the conditions of approval, the park named Mannion Knoll
18 Park was to be designed by Steve Arago of CSW Stuber-Stoeh, with the developer donating the land
19 and paying initial design costs. Once the park plan has been approved, the developer will build the
20 park as part of the subdivision. The developer will receive a credit of $178,830 towards Park
21 Development Impact Fees in constructing the park. As part of the subdivision construction, the entire
22 area will be cleaned up of Eucalyptus debris and reforested with 150 trees (native species). The
23 developer will provide a 5 -year warrantee on all new trees.

25 The Recreation, Music and Parks Commission held two public meetings regarding the design of the
26 park. Notices were sent out to residences within 1000' of the proposed park site. During the two
27 public meetings, input was received from both the public and commissioners. At there May 18`x'
28 meeting, the Recreation, Music and Parks Commission, with the support of local residents, passed a
29 motion recommending a conceptual design of Mannion Knoll Park for City Council consideration.
30 Features of the park include: 6' wide quarry fines ADA accessible paths, with access at three points:
31 the bottom of Elm Drive, through the EVA access point at mid block, and at the top of the hill; paths
32 around the wetland area with a proposed board walk bridge; fencing and interpretive signage around
33 the wetlands; parking at the bottom trail access point and at the top of the hill; picnic area at mid
34 point of the park; 8' climbing wall; playground area at the top of the knoll with drinking fountain
35 and benches; Fitness stations (10) along the path.

37 Once the City Council approves the design, staff will work with the developer regarding the
38 maximum number of features that can be incorporated into the park construction, The Recreation,
39 Music and Parks Commission is recommending that as many features as possible be incorporated as
40 part of the park construction, even if it should require additional park fees from the City. Since the
41 construction of the park is part of the conditions of approval for the project, an agreement will be
42 developed with the O'Brien Group who are the developers of the project, regarding any itemized
43 costs above and beyond the credit amount of $178,830.

45 In addition to the construction of the park, the developer is providing a $175,000 annuity, to be used
46 towards the maintenance of the passive, natural vegetative park.
47 At their meeting of May 18, 2005, the Recreation, Music and Parks Commission, with the support of
48 local residences to the new park, passed a motion recommending the proposed design of Mannion
49 Knoll Park. Local neighbors also complimented the designer Steve Arago of CSW Stuber-Stroeh for
I his ability to include all the comments made by Commissioners and the public, and Eric Keller of the
2 O'Brien Group for their willingness to work with the community.
4 3, ALTERNATIVES
5 a. Approve the proposed conceptual design of Mannion Knoll Park as recommended by the
6 Recreation, Music and Parks Commission.
7 b. Not approve the proposed park design and direct staff regarding the re -design of Mannion Knoll
8 Park.
9 c. Not approve the park design at this time.

12 4. FINANCIAL IMPACTS:
13 None at this time. The proposed park will be constructed by the subdivision developer, with the
14 developer receiving credit towards park fees. If during park construction the development costs
15 should be more than the park fee credit, additional Park Development fees would be required. The
16 additional amount required would be known before park construction and agreed to through a
17 construction agreement.

19 5. CONCLUSION:
20 Per the Conditions of Approval, a conceptual design for Mannion Knoll Park has been developed
21 and recommended to the City Council for approval. The proposed features of the park include
22 amenities desired by the neighborhood. The Magnolia Place developer is required build the park as
23 part of the subdivision. The Recreation, Music and Parks Commission is recommending a
24 conceptual design that they have developed with the help of neighbors to the new park site.
25 The Commission is recommending that the park be built per the design, with as many features as
26 possible included in the construction, even if additional park development fees may be required.

COMPLETION:
The subdivision developer will work with City staff regarding the construction of the park, which
will start immediately. Construction is required to be completed prior to the issuance of A Certificate
of Occupancy for the last house on the Magnolia Ave side of the project (Lots 1-27).
T RECOMMENDATION:
The Recreation, Music and Parks Commission recommends approval of the conceptual plan for
Mannion Knoll Park and for the inclusion of as many park features as feasible when the park is
constructed by the Magnolia Place developer.

MANNION KNOLL PARK SITE PLANNING
The Petaluma Recreation, Music and Parks Commission, as part of their regularly
scheduled meeting on Wednesday, May 18, 2005, will be reviewing the proposed
conceptual design for the 8.74 acre Mannion Knoll Park. The meeting is held at the
Petaluma Community Center, 320 North McDowell Blvd., and will start at 7:00 PM.
The public park portion of the Magnolia Park Subdivision is comprised of 8.74
acres. The Subdivision developer is to clean the proposed park site including
removing eucalyptus tree debris and reforest with approximately 15b trees. The
conceptual park design created by architect Steve Arago of CSW/Stuber- Stroeh
includes a passive park with walking trails around the perimeter with benches, a
playground with a drinking fountain, and a rock climbing wall.

12 WHEREAS, the Magnolia Place Subdivision is under construction by the
13 O'Brien Group; and

15 WHEREAS, as part of the Conditions of Approval for the Magnolia Place
16 Subdivision, the Developer is to pay for the conceptual design and
17 construction of Mannion knoll Park, which is part of the project, and
18
19 WHEREAS, the Recreation, Music and Parks Commission has held public
20 hearings and in concert with local residents has developed and
21 approved a conceptual design for Mannion knoll Park; and

24 WHEREAS, the Recreation, Music and Parks Commission is recommending the
25 Proposed Conceptual Design for Mannion Knoll Park to the City
26 Council for approval, with the recommendation to include as many
27 features of the park design as financially feasible, in the final
28 construction.

3o NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
31 Petaluma that the conceptual design of Mannion Knoll Park is
32 approved and that Developer, the O'Brien Group is authorized to
33 construct the park under the direction of City staff and per the
34 Conditions of Approval for the Magnolia Place Subdivision.
