Summary Statement: North Bay Construction, Inc. completed Phase 2 of the Petaluma Downtown Improvements Phase 2 for a final cost of $1,152,514. Work under Phase 2 consisted of infrastructure improvements such as installation of storm drain, sanitary sewer, water, gas, electrical, fire line, railroad signal interconnect conduit, and lighting. Work also included planting trees, AC paving, curb and gutter, concrete pathways and sidewalks, and some decomposed granite sidewalks. Recommended PCDC Action/Sueeested Motion: Adopt a resolution accepting the completion of Petaluma Railroad Depot Renovation — Phase 2, Project No. C200303 and file a Notice of Completion with Sonoma County Recorder. The Administrative Services Department will release the 10% retention to the contractor 45 days after the recordation of the Notice of Completion. CONSTRUCTION PETALUMA RAILROAD DEPOT RENOVATION PHASE 2 CONTRACT, PROJECT NO. 3300-54151-C200303 AND APPROVING THE FINAL PROJECT BUDGET 1. EXECUTIVE SUMMARY: North Bay Construction, Inc. completed Phase 2 of the Petaluma Railroad Depot Renovation — Phase 2 for a final cost of $1,152,514. Work under Phase 2 consisted of infrastructure improvements such as installation of storm drain, sanitary sewer, water, gas, electrical, fire line, railroad signal interconnect conduit, and lighting. Work also included planting trees, AC paving, curb and gutter, concrete pathways and sidewalks, and some decomposed granite sidewalks. In addition, the PCDC implemented material and scope of work changes requested by the Fire Department. 2. BACKGROUND: The Petaluma Railroad Depot complex, which consists of three buildings, the Main Depot, the Baggage Building and the Freight Building, were badly deteriorated and renovation was needed to preserve the historic value of the buildings. Discussions to preserve the buildings and use them for City functions began several years ago. The first step was the securing of a lease of the three buildings from the NWPRA. A 25 -year lease between the City and NWPRA became effective on July 14, 2003. Phase 1 of construction involved the renovation of the exterior of the buildings. Phase 2 of construction consisted of the renovation of the landscaping of the site and infrastructure improvements. Phase 3 involves the renovation of the interior of the Depot and Baggage buildings and installation of Trash Enclosure. Phase 4 will involve the renovation of the Freight building interior. The NWPRA and SMART have been informed of each step of the historic renovation and appreciate that the PCDC will continue with the renovations, as required by the lease. During the course of construction, the Fire Department expressed interest in adding a fire line to the buildings to provide for fire sprinkler system thereby modifying the scope of work. The contractor has completed the work for a final construction cost of $1,152,514. The 10% retention payment is due and payable 45 days after the City Clerk records the Notice of Completion. 3. ALTERNATIVES: Accept the completion of the project. Pap 2 4. FINANCIAL ImpAcrs: The PCDC appropriated $1,525,397 for the Petaluma Railroad Depot Renovation Project, Phase 2, including the work in this package plus purchasing trees and street furniture, as well as design, construction management, administration and general overhead. CONCLUSION: Following the acceptance of the project, the City Clerk will file a notice of completion with Sonoma County Recorder and the Finance Department will release the 10% retention to the contractor 45 days after the recordation of the notice of completion. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS TIIAT WILL IDENTIFY SUCCESS OR COMPLETION:, Completion of the Petaluma Railroad Depot Renovation — Phase 2, Project # C200303. 7. RECOMMENDATION: Adopt the resolution approving the completion of the Petaluma Railroad Depot Renovation — Phase 2, Project # C200303, approving the final project budget, and authorizing the release of the 10% retention to the contractor 45 days after the recordation of the Notice of Completion. CONSTRUCTION PETALUMA RAILROAD DEPOT RENOVATION - PHASE 2 CONTRACT Page 5 RESOLUTION NO.2005- PETALUMA COMMUNITY DEVELOPMENT COMMISSION ACCEPTING COMPLETION OF THE NORTH BAY CONSTRUCTION, INC. CONSTRUCTION PETALUMA RAILROAD DEPOT RENOVATION — PHASE 2 CONTRACT, PROJECT NO. 3300-54151-C200303 AND APPROVING THE FINAL PROJECT BUDGET WHEREAS, the Petaluma Community Development Commission (PCDC) awarded the contract for the Petaluma Railroad Depot Renovation — Phase 2, to North Bay Construction, Inc. on August 16, 2004; and WHEREAS, North Bay Construction, Inc. has completed all the work at a total value of $1,152,514 to the satisfaction of the Director of Economic Development and Redevelopment and the Redevelopment inspection team; NOW, THEREFORE, BE IT RESOLVED by the Petaluma Community Development Commission that the final total project budget of $1,472,078 is approved and that the City Clerk/Recording Secretary is hereby authorized to sign the Notice of Completion. BE IT FURTHER RESOLVED that the Finance Department is hereby authorized to release the ten (10°l0) to North Bay Construction, Inc. forty five (45) days after the recordation of the Notice of Completion provided that all stop notices have been released.
