Summary Statement: The Underground Utility District in the vicinity of Water Street, between Washington Street and Western Avenue, was established by Resolution N. 2002-158 N.C.S. on September 17, 2002. Phase I construction completed the conversion of power and telephone from overhead wire feeds to underground facilities.
