Summary Statement: The Underground Utility District in the vicinity of Water Street, between
Washington Street and Western Avenue, was established by Resolution N. 2002-158 N.C.S. on September
17, 2002. Phase I construction completed the conversion of power and telephone from overhead wire feeds
to underground facilities. The project also included upgrading of sewer mains and laterals, water mains and
service connections and storm drains. Due to construction in the historic downtown, many unforeseen
conditions were encountered during excavation and construction of the sewer, water, storm drain and joint
trench. In addition, hazardous soil was excavated and transported to Kettleman City for disposal. The
work in this contract was done at night to reduce the impact on the downtown businesses.
Recommended PCDC Action/Sueeested Motion:
Adopt a resolution accepting the completion of Water Street/Turning Basin Improvements Phase I- Under
grounding of Utilities Project #3300-54151-C200403 and file a Notice of Completion with Sonoma County
Recorder and direct the Administrative Services Department to release the 10% retention to the contractor
45 days after the recordation of the Notice of Completion and approve the final project budget.

DISCUSSION AND ACTION ADOPTING A RESOLUTION ACCEPTING COMPLETION OF THE
NORTH BAY CONSTRUCTION, INC. CONTRACT AND APPROVING FINAL PROJECT BUDGET.

1, EXFCUTIVF, SUMMARY:
A goal of the PCDC is to design and constrict projects that will facilitate and enhance the vitality of the
Central Business District environment. The Water Street J River walk Improvements Phase I - Utility
Under grounding is the first phase of construction for Water Street which completed the conversion of
power and telephone from overhead wire feeds to underground facilities. The project also included
upgrading of sewer mains and laterals, water mains and service connections and storm drains. Due to
construction in the historic downtown, many unforeseen conditions were encountered during excavation
and construction of the sewer, water, storm drain and joint trench. In addition, hazardous soil was
excavated and transported to Kettleman City for disposal. The work in this contract was done at night to
reduce the impact on the downtown businesses. In this phase, new historic streetlights were installed
and activated and the existing utility poles, with "cobra head" lights were removed.
This construction package, prepared by CSW 1 Stuber-Stroeh Engineering Group, Inc. is a portion of the
planned improvements and provides the base infrastructure to compete the approved redevelopment of
Water Street. Phase I construction of underground facilities prepares the site for the final project
components of the streetscape, the street and sidewalk resurfacing in brick, cobble and concrete
overlays, landscaping and furnishings.
2. BACKGROUND:
Petaluma has a long history and tradition as a working river town. Its Victorian iron -front buildings
have seen the transition from an agricultural center to boutique destination. The redevelopment of Water
Street enhances the district's historic character while promoting new uses of the street to stimulate the
local economy.
3. ALTERNATIVES:
Accept the Completion of Water Street/Turning Basin Improvements Phase I- Under grounding of
utilities and approve the final project budget.
4. FINANCIAL IMPACTS:
Table 1 identifies the project budget appropriated by the PCDC for the Petaluma Water Street & Turning
Basin River Walk Improvements Project #C200403. The design contracts for this project were initiated
in FY 02/03 with any funds not expended in 02103 encumbered in the 03/04 FY, providing $3,151,449
total authorized budget for this project. North Bay Construction's final construction cost is $1,917,145.

5. CONCLUSION:
Following acceptance of the of Water Street/Turning Basin Improvements Phase I- Undergrounding of
Utilities Project #3300-54151-C200403, the City Clerk will file a Notice of Completion with Sonoma
County Recorder and the Administrative Services Department will release the 10% retention to the
contractor 45 days after the recordation of the Notice of Completion and approve the final project
budget.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:

PETALUMA COMMUNITY DEVELOPMENT COMMISSION
ACCEPTING COMPLETION OF THE WATER STREET/TURNING BASIN IMPROVEMENTS
PHASE I- UNDER GROUNDING OF UTILITIES PROJECT #3300-54151-C200403 OF THE NORTH
BAY CONSTRUCTION, INC. CONTRACT AND APPROVING FINAL PROJECT BUDGET.
WHEREAS, the Petaluma Community Development Commission (PCDC) awarded the contract for the Water
Street/Turning Basin Improvements Phase I- Under grounding of Utilities Project #3300-54151-C200403, to
North Bay Construction, Inc. on February 26, 2004; and
WHEREAS, North Bay Construction, Inc. has completed all the work at a total value of $1,917,145 to the
satisfaction of the Director of Economic Development and Redevelopment and the Redevelopment inspection
team;
NOW, THEREFORE, BE IT RESOLVED by the Petaluma Community Development Commission that the
final project budget of $3,136,682 is approved and that the City Clerk/Recording Secretary is hereby authorized
to sign the Notice of Completion.
BE IT FURTHER RESOLVED that the Administrative Services Department is hereby authorized to release
the ten (10%) retention to North Bay Construction, Inc, forty five (45) days after the recordation of the Notice
of Completion.
