EXECUTIVE SUMMARY: Work perfornled in the Traffic Division of the Public Works Department has been evaluated by Director Marengo. Based upon that evaluation, it is determined that the position and classification of Traffic Manager should be allocated and recruitment commenced. 2. BACKGROUND: Based upon an evaluation of work and organizational needs, it is recommended that the City create a new class specification of Traffic Manager. ALTERNATIVES: Not adopt resolution. 4. FINANCIAL IMPACTS: Total financial impact is $126,732 there is $91,020 currently allocated in the budget 5. CONCLUSION: Adoption of this resolution establishes the classification of Traffic Manager in the City's Classification and Compensation Plan, enabling the City to keep its program updated and current. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Implementation of Resolution. RECOMMENDATION: Approval of the Resolution and amendment of the City's Classification and Compensation Plan. Page 3 of 7 Resolution No. 2005 -XX N.C.S. of the City of Petaluma, California RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION PLAN BY ESTABLISHING THE NEW CLASSIFICATION, PAY RANGE AND UNIT ASSIGNMENT OF TRAFFIC MANAGE WHEREAS, the City wishes to keep current its Classification and Compensation Plan; and amendments and or revisions to the CIassification and Compensation Plan are effective upon approval by the City Council; and WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and responsibilities are appropriately allocated to the classification of Traffic Manager (as attached hereto and marked Attachment A); and WHEREAS, the pay ranges and unit assignments for the classifications as listed below, are hereby recommended, effective with the adoption of this Resolution; and Classification Title Pay Range Per Month Unit Assignment Traffic Manager 1 $7,158.70-$7,515.94-$7,891.88-$8,288.12-$8,699.95 Unit #9—Mid-management NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve the amendments to the Classification and Compensation Plan as written in this Resolution including the amendment in the Competitive Service of the Personnel System; and BE IT FURTHER RESOLVED, that this action is taken pursuant to Personnel Code 3.04.020 and Personnel Rules and Regulations (Rule IV- Classification and Rule V — Compensation) and, that the notice of this action has been properly posted. Page 4 of 7 City of Petaluma, CA Classification Description Classification Title: Traffic Manager Department: Public Works FLSA Status: Exempt Last Revision Date: Established: 07/18/05 Resolution Number: Approved by: Human Resources Authority: City Council SUMMARY Plans, organizes, directs and supervises the activities, programs, and operations of the Traffic Division, including development, review coordination, traffic planning, traffic safety, and traffic operations; participates in the development and implementation of goals, objectives, policies, and procedures. CLASS CHARACTERISTICS The Public Works Director provides direction; supervision of Traffic Division persormel. responsibilities include the direct and indirect ESSENTIAL DUTIES, SKILLS, AND DEMANDS OF THE POSITION The duties, skills, and demands described here are representative of those that must be stet by an employee to successjidly per form the essential fnnnctions of this job. Duties: Participates in the development review process for the department in the review of traffic studies, reports, plans and maps submitted by engineers and developers for conformity with laws, ordinances, City imposed requirements, and accepted professional standards with the goal of protecting the health, safety and welfare of the community; interprets specifications and City policy and makes change orders. Supervises and participates in the design and preparation of plans and specifications for a wide variety of traffic, transportation and public works projects including traffic channelization, traffic signals, signs and other traffic control devices, along with parking lots and other public facilities; prepares and approves cost estimates and construction plans; administers contracts; researches project design requirements, checks computations and specified materials for accuracy and conformance with regulations. Directs and performs the investigation of complaints and field problems affecting the public, property owners, contractors, maintenance staff and traffic operations; assigns the collection of data to technical personnel; may inspect project sites to assist in solution of difficult problems; initiates and processes traffic work orders. Participates in the supervision of engineers for the development of plans, specifications, studies and reports; supervises and prepares advanced traffic transportation planning studies and reviews recommendations regarding future traffic management and public infrastructure needs. Provides administrative and traffic engineering assistance to developers, contractors, consultants, other agencies, and the general public to resolve complaints and problems and ensure successful Page 5 of 7 project completion; evaluates and makes recommendations regarding environmental documents, traffic studies and project traffic impacts on congestion, safety and operational feasibility. Develops revised design and construction standards for traffic, transportation and other public facilities. Researches publications and industry information sources and attends conferences and continuing education courses to keep abreast of new developments and legislation in the field of traffic and public works engineering. Plans and performs transportation activities, such as preparing and reviewing plan lines; grant applications for State and Federal funding; street improvement programs; freeway project studies; environmental impact reports; general plan transportation elements for streets, pedestrians and bicycles; developers' street fee obligations and assessments; and transportation system management programs. Represents the Department and provides presentations and advice to citizen groups, the Traffic Advisory Committee, the Planning Con -m ission, the City Council, the Sonoma County Transportation Authority, Caltrans and other local, State and regional agencies. Prepares written recommendations, correspondence and reports on assigned projects and programs; coordinates and manages neighborhood traffic studies with the Police Department, schools, Caltrans and other related entities. Maintains and utilizes advanced technology and state-of-the-art computer programs to evaluate and implement traffic safety, planning and operations improvement alternatives. Skills/Abilities: Manage a variety of engineering and management functions, such as the preparation of traffic reports, plans and specifications. Coordinate and monitor the flow and processing of private development projects; review of consultant designs, contract administration, and traffic engineering studies Make complex engineering computations and check, design and supervise the construction of a wide variety of public and private facilities. Make sound decisions regarding complex traffic issues; supervise others in the completion of projects. Utilize personal computers for traffic analysis, modeling, word processing, creating spreadsheets and other specialized functions. Analyze engineering data and prepare complete and comprehensive reports. Communicate effectively, both verbally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Phvsical Demands and Work Environment: While performing the duties of this job, the employee is frequently required to sit for extended periods of time to read, write reports, and talk or listen. The employee is occasionally required to conduct field investigations and will be exposed to weather elements and traffic when conducting such investigations; employee will frequently operate standard office equipment such as blueprints, copiers, or computer terminals. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. The noise level in the work environment is usually moderate. Page 6 of 7 QUALIFICATIONS Knowledee of: Traffic Engineering principles, practices and methods of planning design, and construction of traffic, transportation and public works projects Traffic planning and operations techniques. Environmental report processes, including California Environmental Quality Act (CEQA); land use laws and regulations. Effective contract administration methods and procedures. Traffic, transportation, and civil engineering as related to public works projects. Effective report writing requirements and techniques. Current applicable traffic and design manuals; computers and computer modeling software. Principles and practices of effective supervision. Education and Experience Any combination equivalent to the education and experience likely to provide the rewired hmowledge and abilities would be qualifying. A typical ivay of gaining such knowledge and abilities would be: Education: Equivalent to a Bachelor's degree with major course work in traffic, transportation, civil engineering or a closely related field. Experience: Four years of progressively responsible professional engineering experience in traffic, transporation or civil engineering. Licenses/Certifications: Possession of a valid California Registration as a Professional Traffic Engineer OR Possession of a valid California Registration as a Civil Engineer (dual registration is highly desirable). Possession of a valid California Class C driver's license with a satisfactory driving record. Other Requirements: Must be willing to work outside normal worldng hours when necessary. Page 7 of 7
