Summary Statement:
Petaluma Boulevard North from Washington Street to Lakeville Street currently has the following lane
configuration: Two 9.5' wide lanes and one 6' wide parking lane in each direction except at the
intersections where some parking is omitted. Due to the lack of adequate street width, and the reasons
noted below, it is proposed that the lane configuration be changed to one 11' lane and one 8' parking lane
in each direction with a 12' two way left-tuni lane in the center. Changing to this proposed configuration
will result in the following: 1. The traffic signal at the intersection of Washington Street and Petaluma
Boulevard North will facilitate synchronized left turn movements instead of inefficient split phase
movements and will result in improved signal operation, efficiency, and through times at present and in the
future. 2. Wider travel and parking lanes will provide more vehicle buffer space and should result in fewer
collisions. 3. Crosswalks will become safer due to a decrease in the number of lanes necessary to cross. 4.
Access to businesses will be dramatically improved because patrons and employees will no longer be
forced to park with two wheels on the sidewalk in order to safely access their automobiles. 5. Bicycle
safety will be improved due to the increased width of the travel way and adjacent parking area. 6. Access
and egress from adjacent streets will be more efficient due to the presence of a two way left -turn lane.
The end result of this lane reconfiguration change will be a roadway and an intersection that flows more
smoothly and allows for more through volume now and in the future.

DISCUSSION AND ACTION APPROVING THE PROPOSED LANE RECONFIGURATION PLAN
FOR PETALUMA BOULEVARD NORTH FROM WASHINGTON STREET TO LAKEVILLE

1. EXECUTIVE SUMMARY:
Petaluma Boulevard North from Washington Street to Lakeville Street currently has the following lane
configuration: Two 9.5' wide lanes and one 6' wide parking lane in each direction except at the
intersections where some parking is omitted. Due to the lack of adequate street width, and the reasons
noted below, it is proposed that the lane configuration be changed to one 11' lane and one 8' parking
lane in each direction with a 12' double left -turn lane in the center. Changing to this proposed
configuration will result in the following:
1. The traffic signal at the intersection of Washington Street and Petaluma Boulevard North will
facilitate synchronized left turn movements instead of inefficient split phase movements and will result
in improved signal operation, efficiency, and through times at present and in the future. The re -phasing
of the signal at this intersection will allow for simultaneous protected left turns from Petaluma
Boulevard North onto Washington Street. A full right turn lane on Southbound Petaluma Boulevard
North at Washington Street will also be installed. Sufficient stacking room at the intersection will also
be maintained in order to take full advantage of the more efficient signal phasing.
2. Wider travel and parking lanes will provide more vehicle buffer space and should result in fewer
collisions. The majority of accidents reported on this stretch of roadway over the past five years have
been "sideswipe" accidents. This lane configuration will help minimize these and other types of
accidents.
3. Crosswalks will become safer due to a decrease in the number of lanes necessary to cross.
Vehicle/pedestrian conflicts have been reported on this stretch of roadway. The elimination of one
hazardous crosswalk at Kent Street and the presence of fewer through lanes will help minimize such
conflicts. Additionally, pedestrian enhancements can be incorporated into the design to reduce
pedestrian/vehicle conflicts.
4. Access to businesses will be dramatically improved because patrons and employees will no longer be
forced to park with two wheels on the sidewalk in order to safely access their automobiles. This will
allow for the placement of trees on this entire stretch which will, in turn, spur redevelopment.
5. Bicycle safety will be improved due to the increased width of the travel way and of adjacent parking.
6. Access and egress from adjacent streets will be more efficient due to the presence of a two way left -
turn lane. Some of the accidents reported on this stretch of roadway were "broadside" accidents. This
lane configuration will help minimize these and other types of accidents.
The end result of this lane configuration change will be a safer more efficient stretch of roadway and an
intersection that flows more smoothly and allows for more through volume now and in the future.

2. BACKGROUND:
The "Road/Streetscape Improvements - Petaluma Boulevard" Capital Improvement Project, as approved
in the FY 05/06 CIP, entails repaving Petaluma Boulevard North from Washington Street to Lakeville
Street. It also entails streetlight beautification, signal replacement, tree planting, and concrete sidewalk
upgrades over that same stretch. This plan adds signal modification and the lane configuration changes
outlined above.
ALTERNATIVES:
A. Accept this proposed lane configuration change.
B. Reject this plan and after paving, re -stripe with four I I' lanes and two 3' shoulders, and eliminate all
parking between Lakeville Street and Washington Street.
4. FINANCIAL IMPACTS:
The budget for the streetscape project has already been approved. All costs associated with the signal
modification and the lane configuration changes will fall within that budget. Please see Attachment D
for the incremental cost increases of these items.
5. CONCLUSION:
The end result of this lane configuration change will be a safer more efficient stretch of roadway and an
intersection that flows more smoothly and allows for more through volume now and in the future.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:
This project will be completed and accepted in FY 2005-06.
RECOMMENDATION:
Adopt the attached resolution, approving the lane and signal reconfiguration plan.

WHEREAS, the existing lane configuration on Petaluma Boulevard North from Washington Street to Lakeville
Street and the existing signal at Washington Street and Petaluma Boulevard North are inefficient; and
WHEREAS, Winzler and Kelly, a reputable engineering firm, has performed an intersection study and traffic
calculations finding that the circulation can be enhanced by implementing this lane reconfiguration plan; and
WHEREAS, the City Engineer, City Planning Department, and City Consultant Traffic Engineer fully support
the implementation of this proposed lane reconfiguration plan to improve intersection safety and through times.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma hereby:
1. Approves the proposed lane reconfiguration plan.
2. Directs staff to complete the final design including the proposed lane reconfiguration plan.
