Downtown River Apts Landscape
1. Resolution Accepting the Completion of the Riverwalk and Streetscape Improvements at the
Downtown River Apartments Project.
Summary Statement: North Bay Construction, Inc. completed the Riverwalk and Streetscape
Improvements at the Downtown River Apartments Project on August 12. This project was constructed
pursuant to receiving funding from the Metropolitan Transportation Commission's Housing Incentive
Program (HIP) for the purpose of completing the riverwalk and streetscape improvements adjacent to the
Downtown River Apartments. The project received two separate allocations of funding, totaling $625,000.
The grants required the City to provide 12% of the total budget in local matching funds.
The Completed improvements include all riverwalk landscaping and hardscape improvements (including
walkways, benches, and furnishings); street trees along Grey and E. Washington Streets; frontage
improvements including a new lighted pedestrian crossing; improved sidewalk along E.Washington with
access for the disability community, and six new historic streetlights. New paving in front of the complex
was included as part of a separate City contract with NBC.
Recommended PCDC Action/Sueeested Motion: Adopt a Resolution Accepting Completion of the

Resolution Accepting Completion of the Riverwalk and Streetscape improvements At the

EXECUTIVE SUMMARY:
North Bay Construction, hnc. completed the Riverwalk and Streetscape Improvements at the Downtown
River Apartments Project on August 12, 2005. This project was constructed pursuant to receiving

2. BACKGROUND:
In partnership with the City of Petaluma, Eden Housing has completed the Downtown River
Apartments, an 80 unit development of new rental housing for working class families, which includes
5,500 square feet of ground floor commercial space. The goal of MTC's Housing Incentive Program is
to reward communities which encourage this kind of high density, infill, transit friendly development
with capital funds to enhance the pedestrian friendly aspects of the community.

Accept the completion of the project.
4. FINANCIAL IMPACTS/BUDGET: The total project budget, including actual construction, project and City
administration costs, and contingency was $849,000. The final cost for the entire project was $816,215.
This project is being financed using the following revenues:

Housing Incentive Program (funded through CalTrans) $267,000
Surface Transportation Program (funded through MTC) $358,000
Eden Housing, Inc. (match of 12%) $ 73,210
City's Housing Fund $118,005

CONCLUSION:
Following the acceptance of the project, the City Clerk will file a notice of completion with Sonoma
County Recorder and the Finance Department will release the 10% retention to the contractor within 45
days after the recordation of the notice of completion.
OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:
The project as described will be enjoyed by both the public and the tenants of the Downtown River
Apartments complex; reimbursements will have been received from the funding agencies.

RESOLUTION NO. 2005 -
Resolution Accepting Completion of the Riverwalk and Streetscape improvements At the
Downtown River Apartments project Located at 35 E. Washington Street.( Total Project
Cost: $816,215. Funded by Caltrans, MTC, Eden Housing and City Housing Funds)
WHEREAS, the Petaluma City Council awarded the contract for the Streetscape and Landscape Improvements
at 35 E. Washington Street to North Bay Construction, Inc. on January 3, 2005; and
WHEREAS, North Bay Construction Inc. has completed all the work at a total value of $620,000 to the
satisfaction of the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council that the City Clerk is hereby authorized to
sign the Notice of Completion.
BE IT FURTHER RESOLVED that the Finance Department is hereby authorized to release the retention to
North Bay Construction, Inc. within forty five (45) days after file recordation of the Notice of Completion
provided that all stop notices have been released.
