Summary Statement:
Pursuant to the provisions of the Meyers-Millias-Brown Act, the representatives of the City of Petaluma
and the International Association of Firefighters, Local 1415, have met and conferred in good faith
regarding wages, hours and other ternis and conditions of employment and jointly present to the City
Council, of the City of Petaluma, as recommendations salary and employee benefit adjustments for the
period July 1, 2005 and ending June 30, 2009. Estimated cost of four-year agreement $1,406,070.
Recommendations for salary and benefit adjustments are summarized in Attachment A. The complete copy
of the 2005-2009 Memorandum of Understanding is available in the City Cleric's Office

RESOLUTION RATIFYING MEMORANDUM OF UNDERSTANDING EXECUTED BY THE DULY
AUTHORIZED REPRESENTATIVES OF THE CITY AND THE INTERNATIONAL ASSOCIATION
OF FIREFIGHTERS LOCAL 1415 FOR EMPLOYEES OF UNIT 7 (FIRE)
EXECUTIVE SUMMARY:
Pursuant to the provisions of the Meyers-Millias-Brown Act, the representatives of the City of Petaluma
and the International Association of Firefighters, Local 1415, have met and conferred in good faith
regarding wages, hours and other ternis and conditions of employment and jointly present to the City
Council, of the City of Petaluma, as recommendations salary and employee benefit adjustments for the
period July 1, 2005 and ending June 30, 2009. Estimated cost of four year agreement $1,406,070.
Recommendations for salary and benefit adjustments are summarized in Attachment A. The complete
copy of the 2005-2009 Memorandum of Understanding is available in the City Clerks Office
2. BACKGROUND:
International Association of Firefighters, Local 1415, Memorandum of Understanding for Unit 7 expired
on June 30, 2005. The City has met and conferred with union representatives and have reached
agreement with the Union over the terms and conditions of employment for the contract period July 1,
2005 through June 30, 2009.
3. ALTERNATIVES:
Not adopt resolution.
4. FINANCIAL IMPACTS:
The total cost to the City has been estimated to be $1,406,070.
CONCLUSION:
This Agreement meets the Council guidelines for the meet and confer process.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:
Implementation of Resolution.
RECONINFENDATION:
Approval of the resolution and authorization for the City Manager to amend the MOU with the changes
summarized in Attachment A and incorporated into the complete copy of the 2005-2009 Memorandum
of Understanding on file in the City Clerk's Office.

RESOLUTION RATIFYING MEMORANDUM OF UNDERSTANDING
EXECUTED BY THE DULY AUTHORIZED REPRESENTATIVES
OF THE CITY AND THE INTERNATIONAL ASSOCIATION OF FIREFIGHTERS
LOCAL 1415 FOR EMPLOYEES OF UNIT 7 (FIRE)
WHEREAS, the City, through its duly authorized representatives, and the International
Association of Firefighters, through its duly authorized representatives, have concluded their
mutual obligation to meet and confer in good faith with respect to terms and conditions of
employment for the employees in Unit 7, in accordance with the Meyers-Milias-Brown Act and
the City's Employer -Employee Relations, Rules, and Regulations (Resolution No. 5512 N.C.S.);
and,
WHEREAS, the duly authorized representatives of the City and the International
Association of Firefighters have executed a Memorandum of Understanding pursuant to Section
15, Resolution No. 5512 N.C.S. and recommend its approval by the City Council; and,
WHEREAS, the City Manager, pursuant to Section 28, City of Petaluma City Charter,
and as the City's Municipal Employees' Relations Officer (Resolution No. 5375 N.C.S.) is
required and empowered to make a recommendation to the City Council on matters related to
employees' compensation; and,
WHEREAS, the City Manager has reviewed and concurs with said Memorandum of
Understanding for Unit 7 and does recommend that the City Council ratify said Memorandum of
Understanding.
NOW, THEREFORE, BE IT RESOLVED that the Memorandum of Understanding,
being in the best interests of the City, is ratified and the terns and conditions of said
Memorandum of Understanding shall be effective July 1, 2005 through June 30, 2009.

H. Benefits
1. Employee Contribution to Health Benefits
Employees shall contribute the Ca1PERS Health Premium amount for Kaiser — Bay
Area/Sacramento less one hundred dollars ($100) times five percent (5 %) for the employee
and his or her family members.
2. Union — Union Bank of Time
The City will contribute 50 hours each fiscal year to the Union Bank of Time for union
business.
3. Uniform/Clothine Allowance
Effective January 2, 2006 the uniform/clothing allowance shall be 1.5% of the top step of
the Firefighter's annual salary from the current amount of $550 per fiscal year. Newly
hired employees shall receive a one time lump sum of $500 to purchase uniforms.
4. Fire Inspector — Call In for Holidays
A Fire Inspector called into work on a designated holiday shall receive a minimum of
four (4) hours of overtime.
