Summary Statement:
The Petaluma River/Trail Enhancement Project C200503 consists of a pedestrian/bicycle trail along the top
of the bank on both sides of the Petaluma River between Washington and Lakeville Streets in downtown
Petaluma. The project includes construction of a flood wall, connecting a pedestrian/bicycle bridge across
the River at the north end of the segment, and connection to the existing pathway at Lakeville Street. The
project design has been completed, but lacks sufficient funding to proceed with construction. This project
is eligible for grant funding from the California River Parkways Grant Program under the Water Security,
Clean Drinking Water, Coastal and Beach Protection Act of 2002. The PCDC will be requesting
$2,538,000 in grant funding. The total project construction (including construction management,
inspection, testing, and contingency) has been estimated to be $2,875,000. Measure M would contribute
$200,000, and the remaining $137,000 will need to be authorized by PCDC.
Recommended PCDC Action/Suggested Motion:

RESOLUTION APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE CALIFORNIA RIVER PARKWAYS
GRANT PROGRAM UNDER THE WATER SECURITY, CLEAN DRINKING WATER, COASTAL AND BEACH
PROTECTION ACT OF 2002 FOR THE PETALUMA RIVER/TRAILS ENHANCEMENT PROJECT 0200503
1. EXECUTIVE SUMMARY:
The Petaluma River/Trail Enhancement Project C200503 consists of a pedestrian/bicycle trail along the
top of the bank on both sides of the Petaluma River between Washington and Lakeville Streets in
downtown Petaluma. The project includes construction of a flood wall, connecting a pedestrian/bicycle
bridge across the River at the north end of the segment, and connection to the existing pathway at

2. BACKGROUND:
This Project would be an implementation of the Petaluma River Access and Enhancement Plan, adopted
May, 1996. The design has been completed by CSW Stuber-Stroeh and all permits have been obtained
to construct the remaining portions of the River Trail to connect the Eastside trail system to Downtown.
3. ALTERNATIVES:
a. Do not authorize grant application and seek funding for the project through other sources.
b. Delay grant application until later funding cycle.
4. FINANCIAL IMPACTS:
The attached table identifies the cost spent to -date and funding required to complete the project.

5. CONCLUSION:
Staff will submit a formal request to the California River Parkways Grant Program under the Water
Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002 for action.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:
The request for grant funding will be approved by the California River Parkways Grant Program under
the Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002 and the project
will proceed to construction.
7. RECOMMENDATION:
PCDC to approve application for grant funds from the California River Parkways Grant Program under
the Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002 for the Petaluma
River/Trails Enhancement Project C200503.

APPROVING THE APPLICATION FOR GRANT FUNDS FOR
THE CALIFORNIA RIVER PARKWAYS GRANT PROGRAM UNDER THE WATER
SECURITY, CLEAN DRINKING WATER, COASTAL AND BEACH PROTECTION
ACT OF 2002 (Proposition 50)
FOR PETALUMA RIVER/TRAILS ENHANCEMENT PROJECT C200503
WHEREAS, the Legislature and Governor of the State of California have provided Funds for the
program shown above; and
WHEREAS, the Resources Agency has been delegated the responsibility for the administration
of this grant program, establishing necessary procedures; and
WHEREAS, said procedures established by the State Resources Agency require a resolution
certifying the approval of application(s) by the Applicant's governing board before submission of
said application(s) to the State; and
WHEREAS, the Applicant, if selected, will enter into an agreement with the State of California
to carry out the Project
NOW, THE, BE IT RESOLVED that the City of Petaluma
1. Approves the filing of an application for the Petaluma River/Trails Enhancement Project
C200503;
2. Certifies that Applicant understands the assurances and certification in the application,
and
3. Certifies that Applicant or title holder will have sufficient funds to operate and maintain
the Project(s) consistent with the land tenure requirements; or will secure the resources to
do so, and
4. Certifies that it will comply with the provisions of Section 1771.8 of the State Labor Code
regarding payment of prevailing wages on Projects awarded Proposition 50 Funds, and
5. If applicable, certifies that the Project will comply with any laws and regulations
including, but not limited to, legal requirements for building codes, health and safety
codes, disabled access laws, and, that prior to commencement of construction, all
applicable permits will have been obtained, and
6. Appoints the City Manager, or designee, as agent to conduct all negotiations, execute and
submit all documents including, but not limited to applications, agreements, payment
requests and so on, which may be necessary for the completion of the aforementioned
Project(s).
