Summary Statement: Pursuant to the provisions of the Meyers-Millias-Brown Act, the representatives of the City of Petaluma and The Peace Officers' Association of Petaluma for the employees of Unit 6, have met and conferred in good faith regarding wages, hours and other terms and conditions of employment and jointly present to the City Council, of the City of Petaluma, and does recommend, salary and employee benefit adjustments for the period July 1, 2005 and ending June 30, 2008. Estimated cost of three-year agreement $2,245,111. Recommendations for salary and benefit adjustments are summarized in Exhibit A. BACKGROUND: Peace Officers Association of Petaluma, Memorandum of Understanding for Unit 6 expired on June 30, 2005. The City has met and conferred with union representatives and have reached agreement with the Union over the terms and conditions of employment for the contract period July 1, 2005 through June 30, 2008. ALTERNATIVES: Not adopt resolution. 4. FINANCIAL IMPACTS: The total cost to the City has been estimated to be $2,245,111. CONCLUSION: This Agreement meets the Council guidelines for the meet and confer process. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Implementation of Resolution. RECOMMENDATION: Approval of the resolution and authorization for the City Manager to amend the MOU with the changes summarized in Exhibit A and incorporated into the complete copy of the 2005-2008 Memorandum of Understanding on file in the City Cleric's Office. Pi Resolution No. 2005 -XX N.C.S. of the City of Petaluma, California RESOLUTION RATIFYING MEMORANDUM OF UNDERSTANDING EXECUTED BY THE DULY AUTHORIZED REPRESENTATIVES OF THE CITY AND THE PEACE OFFICERS' ASSOCIATION OF PETALUMA FOR EMPLOYEES OF UNIT 6 (POLICE) WHEREAS, the City, through its duly authorized representatives, and the Peace Officers' Association of Petaluma, through its duly authorized representatives, have concluded their mutual obligation to meet and confer in good faith with respect to terms and conditions of employment for the employees in Unit 6, in accordance with the Meyers-Milias-Brown Act and the City's Employer -Employee Relations, Rules, and Regulations (Resolution No. 5512 N.C.S.); and, WHEREAS, the duly authorized representatives of the City and the Peace Officers' Association of Petaluma have executed a Memorandum of Understanding pursuant to Section 15, Resolution No. 5512 N.C.S. and recommend its approval by the City Council; and, WHEREAS, the City Manager, pursuant to Section 28, City of Petaluma City Charter, and as the City's Municipal Employees' Relations Officer (Resolution No. 5375 N.C.S.) is required and empowered to make a recommendation to the City Council on matters related to employees' compensation; and, WHEREAS, the City Manager has reviewed and concurs with said Memorandum of Understanding for Unit 6 and does recommend that the City Council ratify said Memorandum of Understanding. NOW, THEREFORE, BE IT RESOLVED that the Memorandum of Understanding, being in the best interests of the City, is ratified and the terns and conditions of said Memorandum of Understanding shall be effective July 1, 2005 through June 30, 2008. 3 Sunniary of Changes to the Memorandum of Understanding Between The City of Petaluma and the Peace Officers Association of Petaluma — Unit 6 A complete copy of the 2005-2008 Memorandum of Understanding for Unit 6 is on file in the City Clerk's office. Benefits 1. Emplovee Contribution to Health Benefits Employees shall contribute the CalPERS Health Premium amount for Kaiser — Bay Area/Sacramento less one hundred dollars ($100) times five percent (5 %) for the employee and his or her family members. 2. Special COmpensation — Higher Classification Provided certain amounts when assigned higher classification of work. 3. Special Conmensation — Prior Service Provided five (5) years credit for prior service for longevity pay. 4. Standbv Pav Established standby pay at $3.25 for each hour that the employee stands by. 5. Shift Differential Compensation Provided swing shift differential at 3%, graveyard shift differential at 5%. 6. Uniform Allowance Required uniforms for Public Safety Dispatchers and provided them with an allowance. Sick Leave Pavout Unon Retirement Increased sick leave payout to one amount of 700 hours from 480 hours for regular retirement and 600 hours for disability retirement.
