Since that time the consultant and in-house City team members have been working on amending the population, water demand, transportation, land absorption, fiscal, and related numbers to reflect the preferred land use plan. Updating traffic volumes from the base line numbers originally taken in 2001 is also underway. Running and analyzing the results of the various models is underway and the text of the two documents is being drafted. Attached is a Schedule for the completion of the General Plan, including the adoption process, as well as a chronological list of the tasks and progress to date. While the 2004 schedule anticipated the Draft Land Use Plan workshop process through the Planning Commission and City Council would take three months, in reality it took fourteen months (10 workshops with the Commission and 6 with the Council). With the adoption schedule we again are looking at a three month hearing schedule and hope to facilitate achieving adoption of the new Plan by June 2006. BACKGROUND: The Land Use and Mobility Alternatives Report was presented to the City Council in February 2004 and released to the public. Two public workshops were hosted (March and April 2004) to receive public comment. A Notice of Preparation (NOP) for the General Plan Draft Environmental Impact Report (DEIR) was published and a Scoping Session was held in August 2004 to allow early public input into the content of the Environmental Impact Report. The Planning Commission worked through and agreed upon General Plan Guiding Principles. Based on the Commission's discussions and feedback a Draft Preferred Land Use Plan was prepared. The Planning Commission also hosted a total of ten public workshops from June 2004 through January 2005 for consideration of the Draft Land Use Plan. The City Council hosted six workshops from February through June 2005, resulting in numerous comments and direction for inclusion in the Land Use Plan to be included in the Draft General Plan and discussed in the Draft EIR. As soon as the Draft GP and EIR documents are completed, anticipated in November, in-house team members will review the documents prior to presenting them to the City Council. Public workshops and hearings will be scheduled and notices published, mailed and posted throughout the community as soon as definitive document availability dates are known. 3. ALTERNATIVES: 1. Receive the GP adoption schedule update. 2. Offer continents on the draft schedule. 4. FINANCIAL IMPACTS: Implementation of the new General Plan will be analyzed and discussed within the Draft Economic Element to be included in the Draft General Plan 2025. 2. Note: This chronological list does not include additional meetings or discussions held specifically on General Plan related topics such as cross-town connectors or River projects. "111DM November (anticipated release of Draft General Plan 2025 and Draft Environmental Impact Report; public workshops and hearings will commence with adoption early 2006. July through November — General Plan Admin team works with contract teams to complete the draft General Plan and Enviromnental Impact Report documents. January — Summary report drafted to identify all comments received on Existing Conditions Report — appended to report for future use and reference (ECOC Addendum). Public workshop held January 11th. Senior Forum on General Plan related issues held January 17°'. Non-profit agencv General Plan workshop hosted. Work continues on preparation of alternatives. Council discussion of ECOC held on 1/27/03. General Plan interested citizen list contains approximately 1,100 citizens. 2002 December — Public outreach continues but work begins on identifying alternatives for public consideration. Workshop hosted with SPARC 12/12/02. November — Public outreach through distribution of Report, workshops and Committee/Commission meetings. Planning Commission workshop held November 12th, Council workshop on November 18th, Aimort Commission 11/07, Pedestrian. Bicvcle Advisory_ Committee 11/19, Recreation. Music and Parks Commission 11/20/02). October — Outreach begun with Existing Conditions, Opportunities ad Challenges Report ECOC). Distribution of 78 copies completed by October 18th, additional copies now being printed for distribution to regulatory and advisory agencies. Public outreach schedule to receive public comment is being drafted and public workshops and agendized for discussion with appointed Commissions and Committees being requested through various departments. January — Workshop summary reports presented to public and City Council. Preparation of the Existing Conditions, Opportunities and Constraints is underway. September — Second administrative draft completed, reviewed by City staff and final edits were undertaken to prepare the document for public distribution. Executive Summary Report prepared for easy reading and reference by elected and appointed officials and interested citizens (now totaling 938 citizens). August — Final Report on Community Survey was distributed. Work concluding on the completion of Technical Memoranda for the Water Resources three Master Plans. Second adnninistrative draft of Existing Conditions, Opportunities & Challenges Report being prepared. July — Surface Water Model software purchased and building of Petaluma model begun with Black & Veatch through the completion of the baseline field survey work Downtown Panting Survey completed and distributed. Draft community survey report was reviewed.
