EYECUTIVE SUMMARY: Classifications allocated to the City's Water Resources and Conservation Utility Operations have been revised to comply with the State of California Department of Health Service's certification requirements. The position of Lead Water Service Representative is newly created. It is planned that new position would be filled from an in-house promotional examination from the three existing incumbents in the position of Water Service Representative. Thereafter, the anticipated vacant position of Water Service Representative would be either eliminated or not filled. The classification of Utility Technician replaces the classification of Water Utility Technician (same salary range); Utility System Operator replaces the classification of Water System Operator (sante salary range) and Assistant Utility System Operator replaces the classification of Water Service Worker. 2. BACKGROUND: The State of California Department of Health Service establishes certification requirements for classifications assigned to a treatment facility and water distribution system. Based upon this requirement and a study conducted of all the classifications Human Resources have made revisions to its classification and compensation plan. Primary changes were made to classification certification requirements. Also Human Resources used this opportunity to update, revise, and abolish other classifications in the City's Water Resources and Conservation Utility Operations. 3. ALTERNATIVES: Not adopt resolution. 4. FINANCIAL IMPACTS: None 5. CONCLUSION: Adoption of this resolution establishes the classifications of Lead Water Service Representative, Utility Technician, Utility System Operator and Assistant Utility System Operator in the City's Classification and Compensation Plan, enabling the City to keep its program updated and current. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Implementation of Resolution. 7. RECOMMENDATION: Approval of the Resolution and amendment of the City's Classification and Compensation Plan. (as attached hereto and marked Attachment E - 3); and WHEREAS, the revised classifications as listed above, are hereby recommended, with the adoption of this Resolution; and WHEREAS, the City Manager/Personnel Officer has detennined that the classifications of Water System Supervisor, Water System Superintendent, Water Utility Technician, Water System Operator, Water Service Worker are no longer appropriate and recommends the classifications be abolished. CLASS CHARACTERISTICS The Utility Supervisor provides supervision; responsibilities include the indirect supervision of maintenance and operations staff. This class is distinguished from the Water Service Representative by the on-going lead duties assigned to incumbents within the classification. This class is distinguished from the next higher level of Utility Supervisor in that the latter class has full supervisory responsibilities over several crews and functions. CLASS CHARACTERISTICS The Utility Supervisor provides supervision; responsibilities include the indirect supervision of maintenance and operations staff. The Utility Technician is a skilled class requiring a thorough knowledge of utility system operation and hydraulics, and specific technical knowledge of such programs as backflow prevention. This class is distinguished from other water utility maintenance or operations classes by the specialized program administrative and field nature of the work. Meet with local plumbers to explain the backflow program and to inform them of the proper methods used in the selection and installation of devices. CLASS CHARACTERISTICS The Utility Supervisor provides supervision; responsibilities include the indirect supervision of maintenance and operations staff. This is journey level class, fully skilled and competent to perforni the full range of water production facility inspection, operation, and maintenance activities. This class is distinguished from the Assistant Utility System Operator in that the latter serves as an operator on a relief basis only. The Utility System Operator is distinguished from Utility Supervisor in that the latter is a first level direct supervisory class with responsibility for supervising the staff and operations of an assigned section. Inspect wells, reservoirs, pumping stations and filter plants, following an established route; inspect pumps, motors, chemical feeders, valves and similar equipment at such sites; perform cleaning and maintenance as required. Operate reservoirs and associated water distribution facilities; regulate gates, and operate booster pumps to adjust flows and water levels. Perform preventive maintenance and repair on pumps, motors, chemical feeders, minor electrical systems troubleshooting, and similar equipment; notify supervisor of the need for major repairs; install and replace varied equipment at production sites. Read charts and gauges and maintain logs of water and chemical flows, rainfall, temperature and other data. Perform duties as shift operator; make decisions addressing the operation of pumps and related flow and pressure control and storage facilities manually or by using a system control and data acquisition system (SCADA), to maintain and/or adjust system flow and pressure requirements; control flows to meet consumer demands including fire flow demands and minimum pressure requirements. Make decisions addressing operational activities to determine and control proper chemical dosage rates for wellhead disinfection and distribution residual maintenance; investigate water quality problems in the distribution system; take samples and perform standardized tests or transport samples to the laboratory. Lead and provide direction regarding landscape installation and maintenance around reservoirs, wells, and similar sites; maintain sites in a clean and orderly condition, including painting facilities and equipment on a regular basis. Disassemble and remove pumps, motors and similar equipment for major contract maintenance; reinstall as necessary. Drive various vehicles and use hand and power tools and equipment related to the trade. Observe proper safety precautions, particularly in dealing with hazardous chemicals such as chlorine; maintain a safe work environment. Read drawings and blueprints; maintain records of work performed. Perform operational activities such as: install, tap, re -line, disinfects, test, and connect water mains and appurtenances; shutdown, repair, disinfect and test broken water mains; oversee the flushing, cleaning, and pigging of existing water mains; pull, reset, rehabilitate, disinfect and test domestic water wells; standby emergency response duties for after hours distribution system operational emergencies; and drain, clean, disinfect, and maintain distribution reservoirs.
