Resolution Accepting Completion of the Construction Contract with McCrary Construction for the
Construction of the Water Field Office
Summary Statement: The Water Field Office, constructed in 1961, has been replaced with a new two
story state of the art facility. The original 1,200 -square foot structure supported an O&M staff of 10 with
the sole responsibility of operating a water system that served less than 15,000 residents. Today an
Administrative, Engineering and O&M staff of 41 employees operates, maintains, repairs and performs
Capital Improvement Projects in support of a water recycling facility, water distribution system,
wastewater collection system and storm water system that serve over 56,000 residents. This project
involved removal of the existing building and structures, the construction of a new facility, and related site
work at 202 North McDowell Blvd.
Recommended Citv Council Action/Suggested Motion: City management recommends the City Council

RESOLUTION ACCEPTING COMPLETION OF CONSTRUCTION OF
THE WATER FIELD OFFICE

1. EXECUTIVE SUMMARY:
The original Water Field Office, constricted in 1961, has been replaced with a new two story
state of the art facility. The original 1,200 -square foot structure supported an O&M staff of 10
with the sole responsibility of operating a water system that served less than 15,000 residents.
Today an Administrative, Engineering and O&M staff of 41 employees operates, maintains,
repairs and performs Capital Improvement Projects in support of a water recycling facility, water
distribution system, wastewater collection system and storm water system that serve over 56,000
residents. This project involved removal of the existing building and structures, the construction
of a new facility, and related site work at 202 North McDowell Blvd.
City management recommends the City Council adopt the resolution accepting completion of the
contract with McCrary Construction, 1300 Elmer Street, Belmont, CA 94002-4011 for the
construction of the Water Field Office.
2. BACKGROUND:
For over 40 years, the Department of Water Resources and Conservation's water utilities
operations and maintenance personnel have been based at the Water Field Office at 202 North
McDowell Blvd. This facility provides storage of vehicles, construction equipment, spare parts
(pumps, meters, valves, hydrants, piping etc.), and the electronic and computer equipment that
supports the Department's Supervisory Control and Data Acquisition (SCADA) system for
monitoring and control of the water and flood alert systems. Meters, repair parts, equipment,
along with lockers, storehouse, and lunchroom were formerly located in a storage barn on the
site.
Prior to 2000, the Department had 19 employees responsible for operation and maintenance of
the water system only. After the Year 2000 reorganization of the City, including the Department
of Water Resources and Conservation, 10 more O&M employees were added to 202 North
McDowell. These added employees operate and maintain the City's storm water and wastewater
collection systems.
Cornerstone Structural Engineers, Inc. conducted a structural review of the Water Field Office
storage building located at 202 North McDowell Blvd. in April 2001. This building was a 100+-

year-old two-story wood barn with no foundation that had been cobbled together over the years
to serve as a warehouse for repair parts, meter storage, employee locker room, employee
lunchroom, employee bathroom, office area, file storage, and equipment storage. The report
determined the structure was unstable and should be abandoned and razed immediately. The City
demolished the barn in August 2001. The remaining structure was a 1,200 -square -foot office area
built in 1961 when there were 10 water operations and maintenance employees for a water
system that served less than 15,000 residents. This building was no longer adequate to support
the current and anticipated operations and maintenance needs of the Department. It was
determined that a new facility needed to be constructed.
The facility was constructed in two phases.
The first phase included construction of a sound wall. On February 3, 2003, the City Council
approved the plans and specifications and awarded the contract for the Water Field Office Sound
Wall Project. This work involved removal of existing fencing and construction of a precast
concrete sound wall. The City Council accepted completion of the sound wall on August 4, 2003.
The second phase included demolition of the existing building and structures, constriction of a
13,000 -square -foot facility including offices, machine shop, parts storage, meter test shop, and an
operations control room, and constriction of site work (including relocation of the above -ground
fuel storage tank to a safer location). Seven bids were received on November 13, 2003. Bids
submitted ranged from a high of $3,536,000.00 to a low of $2,998,000.00. The apparent low
bidder was McCrary Construction, 1300 Ebner Street, Belmont, CA 94002-4011. The Petaluma
City Council adopted Resolution 2004-004 N.C.S. on January 5, 2004, awarding a contract with
McCrary Constriction to build a new facility. During the course of the project nine change
orders were issued for a total added cost of $373,311.00. During the course of construction, the
Public Works Department was reorganized. It was determined that Public Works personnel
would be relocated to City Hall. To accommodate the new Public Works Department, the Water
Resources and Conservation Department's administration and engineering personnel were
relocated from their offices in the basement of City Hall to the Water Field Office. This change
order required additional demolition, construction of additional parking and landscaping, and had
a cost of $232,933.00.
The project schedule is illustrated in Table 1.

4. FINANCIAL IMPACTS:
The cost for construction was $3,371,311, for a unit cost of $259/square foot. This unit cost
compares favorably with other similar projects, including City of Orinda Administrative offices
($441/square foot), Oakdale Fire Station ($355/square foot), Alameda Main Library ($441/square
foot), Shasta College Library Annex ($443/square foot), Rocklin Fire Station ($343/square foot),
and Reno Animal Control Shelter ($274/square foot).
The total cost of the project, including construction, design, construction management, facilities
and equipment, General Fund overhead, and demolition, is illustrated in Table 2.

Following the acceptance of the project, the City Cleric will file the Notice of Completion with
the Sonoma County Recorder and Finance Department will release the retention money to the
contractor 60 days after acceptance of the project.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESSOR

City management recommends the City Council adopt the resolution accepting completion of the

RESOLUTION
ACCEPTING COMPLETION OF THE MCCRARY CONSTRUCTION CONTRACT
FOR CONSTRUCTION OF THE WATER FIELD OFFICE PROJECT NO. C501200
WHEREAS, in accordance with Section 68 of Article X of the City of Petaluma Charter,
Section 20162 of the California Public Contract Code and other applicable law, the City of
Petaluma solicited bids for the Water Field Office Site Improvements Project ("Project"); and
WHEREAS, bids for the Project were opened on November 13, 2003 in accordance with
California Public Contract Code Section 4105.5 and other applicable law; and
WHEREAS, the apparent low bid for the Project was the bid of McCrary Construction
Company in the amount of $2,998,000.00; and
WHEREAS, by Resolution No. 2004-004 N.C.S. adopted January 5, 2004 the City Council of
the City of Petaluma found the bid of $2,998,000.00 for the Project to be the lowest responsive
bid and awarded the Project to McCrary Construction Company in the amount of $2,998,000.00
conditioned on said company's timely executing the Project contract and submitting all required
documents and authorized and directed the City Manager to sign the Project contract on behalf of
the City upon such timely submission; and

WHEREAS, the final contract amount as amended including all change orders is $3,371,311.00;
and

WHEREAS, City staff have inspected the Project and determined that it has been completed in
accordance with the contract requirements subject to the Contractor's continuing warranty and
other obligations pursuant to the contract; and
WHEREAS, based on the foregoing, staff recommends acceptance of the Project on behalf of
the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as
follows:
1. The contract entitled Water Field Office Site Improvements, Project No. C501200,
with a final contract amount of $3,371,311.00 is accepted as complete subject to the
Contractor's continuing warranty and other obligations pursuant to the contract.
2. The City Clerk/Recording Secretary is hereby authorized and directed to file a Notice
of Completion concerning the Project with the Sonoma County Clerk's Office within
ten (10) days of the date of this Resolution.
Staff are hereby authorized and directed to release all undisputed retention not subject
to pending change orders within sixty (60) days of the date of this Resolution and in
accordance with the terms of the Project contract, California Public Contract Code
Section 7107 and applicable law.
