CITY OF PETALUMA, CALIFORNIA
FEBRUARY 27, 2006
AGENDA REPORT
FOR AN
ORDINANCE TO ESTABLISH RADAR ENFORCABLE SPEED LIMITS ON CERTAIN
STREETS WITHIN THE CITY OF PETALUMA
1. EXECUTIVE SUMMARY:
Per California State Vehicle Code 22357, 22358, and 22358.3, speed studies must be
conducted prior to establishing and posting radar enforceable speed limits on roadways
where development adjacent to the street, major road improvement, or changes in traffic
conditions have occurred, and radar enforcement is prudent.
2. BACKGROUND:
Traffic speed studies are required prior to establishing speeds limits on an existing street.
Conditions may change as a result of street improvements, development, or changes in
traffic and/or pedestrian use, which necessitate establishing radar enforceable speed limits
for the safety of the traveling public and pedestrians. Existing speed zones not changed
remain unchanged. The various speed zones Citywide are illustrated in the attached
Speed Zone Map.
Listed in the following table are the speed zone changes proposed. In some cases the
speed limit does not change, however the limits of the zone are changed. As well, there
are several clerical corrections from previous Speed Ordinances. The following table
summarizes the various speed zones being changed.

a. Do not establish radar enforceable speed limits, which will render them
unenforceable by the Police Department.
4. FINANCIAL IMPACTS:
Loss of revenue, due to inability to issue citations for vehicular speeding in an
unenforceable speed zone through the City.
3
5. CONCLUSION:
Staff believes that the studies indicate the establishment of speed zones is required to
meet the existing conditions in these sections of the City's street system and provide for
the safety of the traveling public.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Speed limits will be enforceable, thus reducing the possible safety liability of not having
speed control in an urban setting.
RECOMMENDATION:
Approve the ordinance, establishing radar enforceable speed zones on various City of
Petaluma streets, as outlined in Exhibit B.

Calc. Collision Rate = 1.74 collisions per million vehicle -miles
Street Width (ft): 64 ft Configuration: 4 Lane + TWLT Terrain: Level
Parking Conditions: Permittee Sidewalk: Bath Sides
Other Considerations: This portion of McDowell Blvd is within a residential area with McDowell Elementary School at
McGregor Avenue. The high Skew value suggests that a few motorists skew the result from that which would be
expected of a typical bell curve. The collision rate is within excepted limits. Based upon the high skew a lower limit is
appropriate for these conditions.
RECOMMENDATION
On the basis of an engineering and traffic investigation, as reported above, and in accordance with the provisions Sections
627, 22357, 22358 and 40802 of die California Vehicle Code, a speed limit of 3535 mnh is hereby determined to be
`reasonable and appropriate for the above street segment.

ANALYSIS INFORINIATION
Segment Length (mi): 0.93 ADT: 12,120 Count Date: 2001
Number of collisions: 42 Time period: 5 years
Cale. Collision Rate = 2.04 collisions per million vehicle -miles
Street Width (ft): 64 Configuration: 4 -Lane + TWLT Terrain: Level
Parking Conditions: None Sidewalk: Intermittent Both Sides
Other Considerations: This segment of McDowell Blvd has adjacent retail, office and light industrial uses- There are
significant sections where sidewalks are missing. The high skew value suggests that many motorists are traveling below
the 85 -percentile that would be typical of a normal bell curve. High volume of slaw moving trucks can also be a factor.
Therefore, as reduction of 5mnh is justified.
RECOMMENDATION
On the basis of an engineering and traffic investigation, as reported above, and in accordance with the provisions Sections
1,627, 22357, 22358 and 40802 of the California Vehicle Code, a speed limit of 49in t is hereby determined to be
reasonable and appropriate for the above street segment.

ANALYSIS INFORMATIGN
Segment Length (mi): 037 ADT: 23,700 Count Date: 2001
Number of collisions: 8 Time period: 5 years
Cale. Collision Rate = 0_50 collisions per million vehicle -miles
(Street Width (ft): 60 Configuration: 4 -Lanes Terrain: Level
ITarking Conditions: None Sidewalk: Both Sides
Other Considerations: This segment is transitional from industrial to shopping center commercial. Hospital and medical
,oces are located near Lynch Creek and Professional Drive. The collision rate is below the expected collision rate of
'ffi,2.40 C/MVM. Although the 85 -percentile speed is 45 mph the data suggests that a few motorists traveling at higher
speeds skew the results as indeeated by the Skew and an expected 85 -percentile would be below 45 mph based upon a
hrll rnrvn - .
RECOMMENDATION
(On the basis of an engineering and traffic investigation, as reported above, and in accordance with the provisions Sections
627, 22357, 22358 and 40802 of the California Vehicle Code, a speed limit of 40 mph is hereby determined to be

ANALYSIS INFORMATION 1
(Segment Length (mi): 0.15 ADT: 19,400 . Count Date: 2001
Number of collisions: 14 Time period: 5 years
Cale. Collision Rare = 2.64 collisions per million vehicle -miles
`Street Width (ft): 80-100 ft Configuration: 4 Lane Divided Terrain: Level
Panting Conditions: Varies Sidewalk: None
Other Considerations: This segment is a multi -lane divided roadway. The intersection of Petaluma Blvd No. at Stony
Point -Industrial is signalized. The high Skew value suggest that motorists traveling a higher rates of speed skew the data
and a typical bell curve would be lower that indicated. The collision rate is within expected limits. Based upon the high
Skew a lower speed limit is appronnate.

Other Considerations: Adjecenct land uses transition from rural industrial to urban residentiat/commercial. The low
percentage of motorists driving with the pace and the high Skew value suggest that two patterns may exist which can be seen
in the chart of observed speeds. Based upon the probability of two curves the lower limit is considered appropriate.
