BACKGROUND: Notices of these vacancies were placed in the Argus -Courier February 8 and February 15 editions, posted on the City's website and on counters and bulletin boards in City Hall and the Community Center, and distributed via the City's E -Agenda Listserv. Applications were accepted until 5:00 p.m. on Friday, February 17. 3. ARRAS TECHNOLOGY AND TELECOMMUNICATIONS COMMITTEE What Special Interests/Skills/Talents would you bring to this Committee? I have developed a strong interest in the development and availability of advanced telecommunications technologies, both wired and wireless. In particular, during the past few years, I have through my own personal experience and studies as a consumer acquired a significant amount of knowledge about cable technology, both video and data, and the competitive alternatives. The current cable franchise with Comcast presents unique challenges and opportunities, all of which will make the negotiation of a new franchise a major undertaking; it is not too soon to begin preparation for that negotiation, and my knowledge and perspectives could be very helpful to the Committee when it begins to consider making reconunendations to the Council. 1 have kept abreast of developing technologies which could be utilized both by the now cable franchisce(s), as well as the competitors in the video and data industry, to provide the best possible cable and telecommunications services in the City of Petaluma. Additionally, although my practice is not specifically in the area of technology law or telecommunications law, I believe my perspective as an attorney will be very helpful to the committee in understanding contractual and other legal issues pertaining to current and future franchise agreements as well as other legal questions that my come up regarding technology implementation. (1993) Please state reasons why you want to become a member of this Committee, including what specific objectives you would be working toward as a member of this advisory body: I believe that the Committee has a unique opportunity to help the City Council create the best possible technological opportunities for Petaluma residents and businesses. Studying and advising the Council regarding any outstanding issues as to the City's current cable franchise will be a primary objective. Inevitably connected to the current franchise issues will be setting the table for any future cable franchise. As the Council knows from its experience with the garbage and recycling contract process, it is never too soon to prepare for and begin negotiations for future contracts as well as to identify and attract potential competitors in order to maximize the City's leverage. I believe the Committee can be instrumental in advising the Council regarding specific objectives and strategies, both iq by studying the history of the current franchise and by educating itself regarding positive (and negative) results obtained in other franchising jurisdictions both in and out of California. The advent of affordable consumer wireless technology brings further opportunities for the Committee to provide constructive input for the City. The establishment of WiFi service in downtown Petaluma pursuant to the Council's authorization is exciting and the Committee should closely follow its progress and advise the Council regarding possible modifications to or expansion of that service once sufficient time has elapsed to understand how it is actually being used. The Committee also can provide valuable information and recommendations regarding the City's provision of information and services via the internet and specifically the City website. Here, the Committee can also serve a valuable role in helping this resource become more user friendly and better used by the public, which in turn should lead to more efficient use of City resources (including freeing up more time for City staff from the providing of information and services over the telephone or in person). It was my responsibility to make sure all the pieces fell into place correctly. My knowledge of computers and technology, and my ability to coordinate and facilitate such a large and diverse group of people (management and labor), demonstrates that 1 have a special ability that I will continue to use if appointed to the Committee. 2: 1 have been working with computers since my Apple II years, many years ago. I was one of the first citizens of Petaluma to have a private webpage linked to Petaluma websites. I now run/maintain numerous webpages for various organizations, on a volunteer basis. 3: 1 was trained, and held leadership positions, in the USPS Employee Involvement Process, which was a consensus building program used in the Postal Service. 4: 1 have always been the "tech" person in my neighborhood and among family and friends who you can turn to for answers and assistance. Because of my retirement from the USPS in late 2004, 1 am able to spend whatever time will be needed to best represent the citizens of Petaluma. I feel that having the time to really study all the issues and to listen carefully to all those effected gives me an advantage over many others in our community. I would never feel "rushed" because I had to get up early the next day for work, or frustrated because I didn't have the time to review all the various paperwork before or after a meeting.
