Summary Statement:
Keller Street, from the Keller Street parking garage to Washington Street, is currently a one-way roadway
with traffic flowing towards the parking garage from Washington Street. Both parallel and angle parking
stalls are present along this portion of the roadway. Two-way traffic along Keller Street is provided along
the remaining portion of this block, towards Western Avenue, and on adjacent block segments. This
particular circulation pattern is somewhat limiting to the downtown street system as a whole, as all vehicles
exiting the parking garage or ad�acent private parking lots must re -circulate through the downtown core
area. Vehicles traveling along 51 Street to Keller Street, exiting the downtown to Washington Street, must
also divert their path and re -circulate to exit the downtown core area. Due to this adverse impact on the
downtown street system it is proposed that Keller Street be returned to a two-way street.
The resulting roadway section would include one travel lane in each direction and parallel parking on both
sides of the street. Traffic movements exiting Keller Street at Washington Street would be limited to right -
turn only, as to accommodate improved circulation without negatively impacting the intersection operation.
By replacing angle with parallel parking, approximately 11 parking spaces would need to be absorbed by
the adjacent parking garage. Recent parking occupancy counts for the garage indicate a surplus of parking
adequate enough for this exchange of on -street parking.
By incorporating this proposal into the Downtown Improvements, the improvements would have a
negligible project cost. Cost is directly associated with existing striping removal, new striping installation,
and signage.
Recommended ON Council Action/Suegested Motion:
Adopt the attached resolution, as described, approving two-way traffic on Keller Street.

DISCUSSION AND ACTION APPROVING THE PROVISION FOR TWO-WAY TRAFFIC ON FELLER
STREET, BETWEEN WASHINGTON STREET AND THE KELLER STREET PARKING GARAGE.
1. ExECUTIVE SUMMARY
Keller Street, from the Keller Street parking garage to Washington Street, is currently a one-way

2. BACKGROUND
During the internal review of the "Petaluma Downtown Improvements Phase 11" project, Staff was
asked to review an option to return Keller Street to two-way traffic flow. Review of this option started
with an investigation into the current configuration and showed that the current one-way traffic flow
dates back to the construction of the Keller Street parking garage in 1985. The parking garage was built
on the site of an existing surface parking lot. While the parking garage was being constructed, angle
parking with one-way traffic flow was established on both Keller and Kentucky Streets to mitigate the
temporary loss of the existing surface lot. It is believed that this was intended to be a temporary
measure, but has been retained after the parking garage was completed.
Additionally, it was determined that a portion of the existing parking spaces on Keller Street are
substandard. As part of the "Petaluma Downtown Improvements Phase 11" project these spaces would
be brought to current standards. With proposed two-way traffic and parallel parking, approximately 11
on -street parking spaces would need to be shifted back to the adjacent parking garage. Parking
occupancy counts for the garage indicate a surplus of parking in excess of the 11 spaces needed.

Due to the existing roadway width (46 feet), it is not feasible to retain the angle parking with two-way
traffic. Per parking standards, an additional 2 feet of roadway is needed to provide parallel parking,
two-way traffic flow, and angle parking. Improvements to the curb, gutter, and sidewalk are not planned
with this project and would potentially be prohibitive for the circulation improvement.
It should be noted that staff has been working with Marie McCusker of the Petaluma Downtown
Association, and directly with the merchants affected by this proposal. Notification of the meeting and
information on the agenda item was hand delivered the week of February 20`h.
3. ALTERNATIVES
a. Accept this proposal to provide two-way traffic on Keller Street.
b. Reject this plan and retain one-way traffic on Keller Street.
4. FINANCIAL IMPACTS
This scope of work was not contemplated in the original Downtown Improvements Project. However,
sufficient budget remains after completion of the current project to perform this work.
5. CONCLUSION
The result of this proposal will be improved circulation and reduced impact to the downtown street
system.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESSOR COMPLETION:
The proposed changes would be completed this spring as a stand-alone project within the Downtown
Improvements capital project.
7. RECOMMENDATION:
Adopt the attached resolution, as described, approving the two-way traffic on Keller Street.

WHEREAS, vehicles traveling along 51h Street to Keller Street must also divert their path and
recirculate to exit the Downtown core area; and
WHEREAS, it is proposed that Keller Street be returned to a two-way street to relieve this
adverse impact on the downtown street system; and
WHEREAS, the resulting roadway section would include one travel lane in each direction and
parallel parking on both sides of the street; and
WHEREAS, traffic movements exiting Keller Street at Washington Street would be limited to
right -turn only; and
WHEREAS, the City Traffic Division Manager, City Engineer, and City Consultant Traffic
Engineer fully support the implementation of this proposed two-way traffic flow plan to improve
downtown circulation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma
hereby:
1. Approves the proposed Keller Street two-way traffic flow.
2. Directs staff to prepare the final design and implement the plan.

the Keller Street Parking Garage in 1985. The Parking Garage was built on the site of an existing surface parking lot. While the Parking
Garage was being constructed, angle parking with one-way traffic flow was established on both Keller and Kentucky Streets to mitigate the
temporary loss of the existing surface lot. It is believed that this was intended to be a temporary measure, but was retained after the Parking
Garage was completed.

that the reintroduction of two-way traffic on Keller Street would help to relieve unnecessary traffic within the downtown.
