Last year, 58 groups and agencies were surveyed regarding their interest in creating an alliance among organizations undertaking various economic and workforce development efforts. An ad hoc committee was then created to develop the mission and activities for the Economic Development Collaboration Council (EDCC). Attached to this agenda bill is the adopted agreement and list of specific activities that the ad hoc committee decided would best address the economic and workforce development issues in Sonoma County over the next year. The agreement does not obligate any party to provide financial support, in-kind or other support, for the EDCC's programs and operations. Last spring, the Sonoma County Economic Development Board (EDB) surveyed 58 groups and agencies about the interest in creating an alliance amongst organizations undertaking various economic and workforce development efforts. The EDB received a very positive response from the survey. An ad hoc steering committee consisting of 13 organizations from across Sonoma County was created to develop the mission and activities for the EDCC. The steering committee recommended the formation of the Economic Development Collaboration Council of Sonoma County (EDCC) , and, as an important first step, elected to ask all organizations with the goals of a healthy economy to adopt a resolution agreeing to support collaborative efforts in this regard. Attached is a summary cover sheet, followed by the adopted agreement and then a list of the specific activities that the ad hoc steering committee decided would best address the economic and workforce development issues in Sonoma County over the next year. The attached sheet of signatories shows the eight groups that have already signed on to the effort; several more groups have indicated they will soon be signing as well. Your organization is invited to sign the Agreement and return it by March 31, 2006. To submit the Agreement: Please have your Board Chair/Chief Elected Official sign the Agreement signatory page. Jerry Dunn S:\ED13\PR0JECTS\EDCC 06-07\EDCC Strategic AllianceFinal with Letterhead includes signatories.doc Purpose Statement Economic Development Collaboration Council (EDCC) of Sonoma County Recognizing that unified, collective efforts to promote the economic and societal health of Sonoma County promise great rewards, representatives from a cross section of over 40 community groups have joined together to fashion a proposal for an ongoing forum. This proposed council would exist primarily to pool intellectual resources and, where practical and desirable, help coordinate efforts to achieve goals shared jointly by its participants. The Economic Development Collaboration Council (EDCC) of Sonoma County is based in part on successful efforts undertaken in other areas, particularly Dane County, Wisconsin, and Fresno, California. As a first step, participants are being asked to sign an agreement affirming their desire to work cooperatively for the betterment of the county. No funds from participants are sought, nor are they necessary to implement initial goals as outlined. The goals identified by the steering committee as a starting point include the following: 1. An ongoing forum to explore ways to support the economy through supporting entrepreneurship and the creation, expansion, and retention of businesses in Sonoma County. 2. Creating a shared resource of current economic development activities. 3. Providing input on efforts by the Tourism Bureau and others to create a strong brand identification for Sonoma County. 4. Pursuing education and workforce development initiatives. In creating this proposal, the steering committee included representatives of chambers of commerce, education, cities, trade groups, and workforce and employment development agencies from across Sonoma County. Signing the Agreement commits the signatories only to supporting the goals of cooperative efforts for the betterment of the county and where practical, supporting the sharing of information and ideas to help achieve those goals. S:\EDB\PROJECTS\EDCC 06-07\EDCC Strategic AllianceFinal with Letterhead includes signatorics.doc 2 Agreement Economic Development Collaboration Council of Sonoma County This Agreement of the Economic Development Collaboration Council (EDCC) of Sonoma County is made and entered into by and among the Economic Development Board, chambers, agencies, organizations, educational institutions, and units of government in Sonoma County who agree to help ensure that economic and employment development programs, services, and associated activities throughout Sonoma County are effectively coordinated and executed. WHEREAS, the parties recognize that the use of our individual economic and employment development resources can be enhanced through the collaboration and coordination of unique and different services and programs associated with economic vitality; and WHEREAS, the parties agree that such services and programs are in the public interest. NOW, THEREFORE, the parties, in an effort to maximize limited resources for economic and employment development, agree to collaborate in the areas listed in Exhibit "A" attached hereto to promote the economic and workforce development of Sonoma County. BE IT FURTHER AGREED that the parties pledge to meet on an annual basis to review progress, discuss plans, and seek new ways to collaborate to improve Sonoma County's economic vitality and workforce development; and BE IT FURTHER AGREED that new parties may join and existing parties may leave the Council at any time by giving notice in writing to the Executive Director of the Sonoma County Economic Development Board (EDB); and BE IT FURTHER AGREED that signing this agreement does not bind any party, individual or group, to participate in or endorse all the activities listed in this document, but allows each individual or group to participate to the greatest extent possible in accordance with its resources and goals; and BE IT FURTHER AGREED signing this agreement does not obligate any party to provide financial support, in- kind or other support, for the EDCC's programs and operations S:\EDB\PROJECTS\EDCC 06-07\EDCC Strategic AllianceFinal with Letterhead includes signatories.doc 5 EXHIBIT A 2006 Initiatives Economic Development Collaboration Council of Sonoma County We believe we must cooperate and collaborate to help solve the county's existing problems and to create future opportunities. In support of common solutions and shared plans, we resolve to coordinate our time, resources, and thoughts so we may improve the region. Our immediate initiatives include: 1. Starting a regional economic development policy forum focused on nurturing entrepreneurship; and assisting the start-up, expansion, and retention of businesses. 2. Creating a shared resource of the current Economic and Employment Development activities of the Economic Development Collaboration Council of Sonoma County signatories to identify, the activities that will advance cooperation to benefit local businesses, governments, and residents while establishing an infrastructure to share knowledge and foster cooperation and collaboration. 3. Supporting a strong brand for Sonoma County that captures and reinforces what makes this a great place to live, work, own a business and raise a family. This effort is to be conducted in cooperation with the hospitality, tourism, agriculture and other sectors as appropriate. 4. Pursuing Workforce and Education development initiatives, including coordination among educational institutions, training/retraining programs, internships, and efforts to develop the local labor force. NOW, THEREFORE, BE IT RESOLVED, that the Petaluma City Council authorizes the Mayor to sign the agreement allowing the City of Petaluma to join the EDCC as part of a collaborative countywide effort to improve and enhance the Sonoma County economy.
