Summary Statement:
The Water Resources and Conservation Department identified a need to purchase a new camera van. This

Petaluma in the amount of $108,626.68 plus tax. Specialty items, including cameras, computer equipment
and software, were added to the City of Fullerton's purchase order in the amount of $22,341.00. The total
purchase price of the vehicle and equipment with tax was $141,117.68. If approved, the City would
piggyback on the City of Fullerton's contract, and purchase the vehicle and additional items for the total
price quoted to the City of Fullerton in the amount of $141,117.68.

RESOLUTION AUTHORIZING THE PURCHASE OF ONE NEW CAMERA VAN FROM 3-T EQUIPMENT
COMPANY, PETALUMA, IN THE AMOUNT OF $1419117.68
EXECUTIVE SUMMARY:
The Water Resources and Conservation Department identified a need to purchase a new camera van.
This vehicle will replace a 1992, one -ton, sewer TV camera van used by the sewer collection
maintenance division to conduct television inspection of the City's wastewater collection system. Staff
recommends awarding the bid to the lowest bidder on a City of Fullerton camera truck invitation to bid,
which was awarded in July 2005. Two vendors responded to the City of Fullerton's request for bids.
These included 3-T Equipment Company, Petaluma, in the amount of $108,626.68 plus tax, and
Plumber's Depot, Gardena at $112,080.00 plus tax. The City of Fullerton awarded the bid to 3-T

2. BACKGROUND:
The Water Resources and Conservation Department's 1992, one -ton, sewer TV camera van is in need of
replacement. This vehicle has been used by the sewer collection maintenance division to conduct
television inspection of the City's wastewater collection system. It needs to be replaced with a heavier
chassis vehicle and the camera and computer systems replaced with current technology equipment. This
truck has reached the end of its useful life mechanically as well as technologically. The van has already
lost a transmission recently and will need engine work soon. The TV and electronic systems are older
technology and need to be updated to be compatible with the City's GIS system as well as the Integrated
Sewer Collection System Maintenance C1P needs.
3. ALTERNATIVES:
Council could reject this request and give staff direction.
4. FINANCIAL IMPACTS:
This will result in a Vehicle and Equipment Replacement Fund expenditure in the amount of
$141,117.68.
5. CONCLUSION:
Request City Council authorize the purchase of one new camera van from 3-T Equipment Company,
Petaluma, in the amount of $141,117.68.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTH+Y SUCCESS OR COMPLETION:
After Council approval, a purchase order will be issued to 3-T Equipment Company, Petaluma. The
Water Resources and Conservation Department will take delivery of the vehicle.
RECOMMENDATION:
Approve the resolution authorizing the purchase of one new camera van from 3-T Equipment Company,
Petaluma, in the amount of $141,117.68.

EQUIPMENT COMPANY, PETALUMA, IN THE AMOUNT OF $1419117.68
WHEREAS, as part of the 2005-2006 Vehicle Replacement Program, the Water Resources and
Conservation Department identified a need for a new camera van, and,
WHEREAS, the funding for the new camera van is available from the Vehicle and Equipment
Replacement Fund, and,
WHEREAS, staff developed specifications and bids were solicited from responsible vendors,
and,
WHEREAS, after reviewing the bids, staff recommended that Council accept the low bid from
3-T Equipment Company, Petaluma, in the amount of $141,117.68.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby authorizes the
purchase of one new camera van from 3-T Equipment Company, Petaluma, in the amount of
$141,117.68.

with a Ford E-450 cab and chassis, per the terms, specifications, and 'Vehicle Bid General
Provisions" included in this bid package.

The City reserves the right to award the bid to the vendor that submits the best overall bid
based upon price, terms, delivery time, and warranty. The City will award the bid for the
vehicle that, in the City's opinion, best serves the interest of the City of Fullerton. These
specifications are intended -to obtain the best vehicle suitable for the service demands of the
department requesting the vehicle. Vendor "after sale" service shall be a consideration.
The City specifically reserves the right to reject any and all bids, to waive any informality in
the bidding process, and to accept any bid, or portion thereof. The City shall not be required
to make a statement of the reason a bid is rejected.

VEHICLE BID GENERAL PROVISIONS
■ Unit prices quoted shall be net, including all trade discounts, and bidder shall not include Federal
excise tax or State retail sales tax in unit prices quoted.
■ Prices quoted shall be F.O.B., City of Fullerton, Equipment Maintenance Division, 116 S. Basque Ave.,
Fullerton, CA 92833-2794.
° Each bidder shall make accurate statements in their bid.
° A positive guarantee must be made by the successful bidder that a complete stock of parts will be
available in Southern California for immediate delivery, when needed.
■ The unit to be bid shall conform in all respects to the State of California Motor Vehicle Code, OSHA
standards, and/or the California Division of Industrial Safety Orders, where applicable.
' The City of Fullerton specifically reserves the right to accept or reject any and all bids, or portion
thereof, and to waive any informality in the bidding process. The City shall not be required to make
statements as to the reason a bid is rejected.
° The City of Fullerton reserves the right to select the appropriate vehicle for the City based upon any
combination of price, terms, delivery time A.R.O., design, utility, service, repair support, or other
features that are deemed to be in the best interest of the City. All factors will be considered in the bid

there may be more than one interpretation given to any portion of the specifications, the interpretation

SPECIFICATIONS - BODY
Closed Camera System Color Camera, Rotating Head, Single Conductor, Installed in 16' High Cube Van
It is the intent of these specifications to describe the minimum requirements for a (CCTV) closed camera
TV system installed in a Ford E-450 van with 16' high -cube box. All parts not specifically mentioned
which are required for a complete unit shall conform .in design, strength, quality of material and
workmanship to the highest standard of engineering practice.
The (CCTV) equipment shall be manufacturer's standard. It shall be equipped with the manufacturer's
equipment and accessories which are included as standard in the advertised and published literature
for the unit. No such items of equipment or accessories shall be removed or omitted for reasons that
are not specified in the bid. Standard product items may be removed only where it is necessaryto install other
items in lieu thereof in order to comply with these specifications.
Equipment shall be capable of viewing lines from T up to and including 144' in diameter. A detailed component
list is required and is to be the basis on which the supplier's proposal is to be made. Camera and
transporter shall also be able to operate in a 6" line that has been slip lined or rehabilitated in another
manner, which brings the inside diameter to 514'.
Each responding bidder must be prepared to demonstrate the equipment herein within four
weeks after the published bid opening. The equipment supplied will be new and unused except for the
necessary testing, calibration and transportation. All units shall be in service for a minimum of 5 years.
LISTING REQUIREMENTS
OSHA NRTL APPROVAL
a. The sewer television system shall be delivered complete, ready for operation. ALL items and assemblies of
the system shall meet approval and must be labeled with the ETL system Approval Label. The system
must comply with the Fed OSHA Memorandum, (September 25, 2003), by John L Henshaw, Assistant
Secretary of Occupational Safety and Health, (OSHA) and be certified acceptable as defined by 29
CFR 1910.339 and as required by 29 CFR 1910.303(a). This label shall show the NRTL logo and the
primary UL Safety Standard applied.
b. The Test Standard shall be: Underwriters Laboratories Inc., UL 60950-1 Information Technology
Equipment - Safety - Part 1: General Requirements. This describes all safety requirements and testing
methodology for electro -mechanical devices. This UL Standard 60950-1 is more comprehensive than the
requirements of the Closed Circuit Television Equipment Standard UL 2044, 2nd edition. All aspects of the
complete system from power supplies and control units, including wiring, cabling and grounding, to the down-
hole components, shall meet established safety requirement based on accepted scientific principles. This
shall allow the NRTL to certify that the system as -designed, manufactured and maintained, is safe from
hazards presented by normal use and is acceptable for use in environments expected and encountered in
the inspection of underground pipelines. This review shall include potential for hazards such as electrical
shock, burns or mechanical injury in a fault scenario. CCTV systems that only include NRLT approval
of down -hole components or UL2044 shall be deemed unacceptable due to the limited testing of
components on the system level.

VAN INTERIOR SPECIFICATIONS
MODULAR CONTROL CENTER:
All CCTV control components shall be of an ergonomic modular design and available for mounting at
the operator's station in the control room. Organization of the control center components shall permit
maximum operating efficiency by a single operator. The mounted components shall permit fast and
easy inspection, adjustment, servicing, removal and replacement. Systems that use case mounted or
freestanding control units that are subject to damage during travel will not be acceptable.
1.00 TRUCK INTERIOR
The interior of the truck shall be divided into three compartments: driver compartment, control room,
and the equipment room. All Cabinets and Countertops shall be made from 7 -ply cabinet grade
plywood to ensure long life. Counter tops shall be minimum 1" thick and be covered with an
industrial grade "standard" laminate for durability. Cabinets shall be a minimum of 3/4" thick. Light
switches shall be provided to turn the interior lights on and off.
CONTROL ROOM
1.01 The control room shall be behind the driver's compartment. The control console shall be
positioned so the operator can see the equipment room through a minimum 30"X30" smoked Plexiglas
window in the bulkhead wall. The interior walls of the control room shall be paneled with
structoglass or equivalent lamination.
1.02 The interior shall include a roof -mounted air conditioner and installed heater to maintain inside
temperature range of 65-80 degrees, regardless of outside temperature, prolonging life of the
equipment. The electrical system shall be designed to fully sustain the complete electrical requirements
of all components of the television inspection system.
1.03 Standard fluorescent lighting, and electrical outlets will be supplied in both the operators
viewing and equipment rooms.
1.04 Provisions shall be made for disconnection of the generator power supply and connection to a
commercial 120 -volt "shore" power supply. A "shore" power cord will be famished.
1.05 All wiring shall be done in compliance with the national electric code. Bulkhead dividing walls,
built in conjunction with the Electronic Equipment Console, shall be constructed to divide the truck
into compartments and to rack mount the equipment in an ergonomically mounted position.

1.06 The viewing/equipment room shall have a passage door approximately 74" high, and 20"
wide with diamond plate aluminum "kick plate", 12" high on both sides. A finished -edge Formica
covered counter top shall be installed against the viewing bulkhead. The ceiling of the control
room shall be covered with insulation and white tile board. The floor of the control room shall be
3/8" plywood covered with seamless, commercial grade linoleum.
1.07 The electrical system shall be designed to fully sustain the complete electrical
requirements of all components of the television inspection system. Standard fluorescent lighting, and
electrical outlets will be supplied in both the viewing and equipment rooms. A two way intercom
shall be supplied from the operators room to the equipment room.
1.08 A wall cabinet shall be supplied with latched hinged doors. An adjustable chair with
wheels shall be supplied with a method of securing the chair during transportation.
EQUIPMENT ROOM
1.09 The equipment room located to the rear of the truck shall be outfitted with brackets and tie -
downs for equipment storage. Cabinets and doors will be installed for ease of accessibility to the rear
section of the control center. The viewing room walls shall be insulated and covered with
structoglass or similar durable lamination.
1.10 A workbench with a plywood work top covered with an industrial grade laminate or
equivalent will be located on the passenger side of the equipment room. A wall -mounted cabinet will
be mounted above the workbench on the passenger side of the equipment room.
1.11 A 5 -drawer lockable tool chest will be mounted in the equipment room. Storage space
shall be provided for down -hole equipment.
1.12 Durable, easy to maintain, Aluminum Diamond plate flooring shall be installed in the
equipment room. The Aluminum Diamond plate shall have industrial sealant in all areas into
which water might penetrate to the sub -floor
CAMERA
2.00 CAMERA SPECIFICATION PERFORMANCE:
2.01 The rotating head, color inspection camera, shall be environmentally designed to withstand the
surroundings of sanitary and storm sewers while operating on up to 2500 feet of double -armored single
conductor cable (2,000' supplied). Camera shall be interchangeable with all mainline
transporters.
2.02 Cameras using separate conductors for the camera, light power and video, therefore requiring
heavy cable that is difficult and time-consuming to re -terminate in the field, will not be acceptable.
2.03 The directional camera head shall be capable of 330 -degree axial rotation and 279 degree lateral
swing or any combination of the two, enabling the 360 -degree viewing of laterals
perpendicular to the direction of camera travel. Lighting adequate for 6 inch to 24 -inch pipe shall be built into
the camera head. Minimum sensor sensitivity shall be 0.5 lux.

2.04 The camera shall be capable of operating under a minimum scene illumination of .5 lux to
produce an NTSG color video -picture with a horizontal resolution of 470 lines. A 6mm, f11.8 lens shall
provide a 70 -degree diagonal field of view. Lamp intensity, lens focus, and iris aperture, and camera head
rotation and swing shall all be remotely controlled and adjustable from the viewing station. The camera
shall be able to be transported through the line via skids or tractor transportation, each of which shall be
quickly and easily installed and removed in the field.
2.05 The camera shall be capable of 1 OX optical zoom.
2.06 Once the 1 OX Optical Zoom is achieve, the camera shall automatically switch to 4X Digital Zoom
and increase zoom capabilities to 40X.
2.07 The camera shall be equipped with an automatic focus feature that shall be remotely controlled from
the Auxiliary control box and can be disabled with the touch of a button.
2.08 The camera shall be equipped with an automatic iris feature that shall be remotely controlled from the
Auxiliary control box, and can be disabled with the touch of a button.
2.09 Freeze Frame reduction shall produce the equivalent of .2 lux in ultra-low light conditions.
3.00 PHYSICAL DESCRIPTION:
3.01 The camera housing shall be fabricated from stainless steel AND high strength aluminum, with a
minimum thickness of 0.125 inches, and aircraft black hard anodized per MIL -A -8625D to resist scratching
and corrosion. The directional head shall have three distortion -free optical sapphire glass windows.
Behind the directional head is located the camera lens and the two integrated lights. The separation of the
lens window and light windows shall prevent reflected lamp light from entering the lens and washing out
the image. Lamps shall be replaceable in the field.
3.02 Maximum diameter of the camera body shall be oval in shape, 2.6" x 3.4".
3.03 The diameter of the directional head shall be less than 4.5 inches, allowing full swing and
rotation of the head in 4.5 -inch pipe. No part of the camera shall protrude more than 0.25 inches from
the camera body. Overall camera length shall not exceed 17 inches. A single sealed bulkhead connector
in the back of the camera shall provide conduction of power to the camera and conduction of the video
signal from the camera.
3.04 Cameras having more than one electrical feed -through shall be considered at high risk for
leakage and corrosion and difficult to re -terminate, and will not be accepted.
3.05 The rotating head shall be mechanically driven with a gear train and precision DC motors. Cameras with
rotating heads, driven with belts that can wear out, will be considered high maintenance and will not be

VAN INTERIOR SPECIFICATIONS
MODULAR CONTROL CENTER:
All CCN control components shall be of an ergonomic modular design and available for mounting at
the operator's station in the control room. Organization of the control center components shall permit
maximum operating efficiency by a single operator. The mounted components shall permit fast and
easy inspection, adjustment, servicing, removal and replacement. Systems that use case mounted or
freestanding control units that are subject to damage during travel will not be acceptable.
1.00 TRUCK INTERIOR
The interior of the truck shall be divided into three compartments: driver compartment, control room,
and the equipment room. All Cabinets and Countertops shall be made from 7 -ply cabinet grade
plywood to ensure long life. Counter tops shall be minimum 1" thick and be covered with an
industrial grade "standard" laminate for durability. Cabinets shall be a minimum of 314" thick. Light
switches shall be provided to turn the interior lights on and off.
CONTROL ROOM
1.01 The control room shall be behind the driver's compartment. The control console shall be
positioned so the operator can see the equipment room through a minimum 30"X30" smoked Plexiglas
window in the bulkhead wall. The interior walls of the control room shall be paneled with
structoglass or equivalent lamination.
1.02 The interior shall include a roof -mounted air conditioner and installed heater to maintain inside
temperature range of 65-80 degrees, regardless of outside temperature, prolonging life of the
equipment. The electrical system shall be designed to fully sustain the complete electrical requirements
of all components of the television inspection system.
1.03 Standard fluorescent lighting, and electrical outlets will be supplied in both the operators
viewing and equipment rooms.
1.04 Provisions shall be made for disconnection of the generator power supply and connection to a
commercial 120 -volt "shore" power supply. A "shore" power cord will be furnished.
1.05 All wiring shall be done in compliance with the national electric code. Bulkhead dividing walls,
built in conjunction with the Electronic Equipment Console, shall be constructed to divide the truck
into compartments and to rack mount the equipment in an ergonomically mounted position.

1.06 The viewing/equipment room shall have a passage door approximately 74" high, and 20"
wide with diamond plate aluminum "kick plate", 12" high on both sides. A finished -edge Formica
covered counter top shall be installed against the viewing bulkhead. The ceiling of the control
room shall be covered with insulation and white tile board. The floor of the control room shall be
3/8" plywood covered with seamless, commercial grade linoleum.
1.07 The electrical system shall be designed to fully sustain the complete electrical
requirements of all components of the television inspection system. Standard fluorescent lighting, and
electrical outlets will be supplied in both the viewing and equipment rooms. A two way intercom
shall be supplied from the operators room to the equipment room.
1.08 A wall cabinet shall be supplied with latched hinged doors. An adjustable chair with
wheels shall be supplied with a method of securing the chair during transportation.
EQUIPMENT ROOM
1.09 The equipment room located to the rear of the truck shall be outfitted with brackets and tie -
downs for equipment storage. Cabinets and doors will be installed for ease of accessibility to the rear
section of the control center. The viewing room walls shall be insulated and covered with
structoglass or similar durable lamination.
1.10 A workbench with a plywood work top covered with an industrial grade laminate or
equivalent will be located on the passenger side of the equipment room. A wall -mounted cabinet will
be mounted above the workbench on the passenger side of the equipment room.
1.11 A 5 -drawer lockable tool chest will be mounted in the equipment room. Storage space
shall be provided for down -hole equipment.
1.12 Durable, easy to maintain, Aluminum Diamond plate flooring shall be installed in the
equipment room. The Aluminum Diamond plate shall have industrial sealant in all areas into
which water might penetrate to the sub -floor
CAMERA
2.00 CAMERA SPECIFICATION PERFORMANCE:
2.01 The rotating head, color inspection camera, shall be environmentally designed to withstand the
surroundings of sanitary and storm sewers while operating on up to 2500 feet of double -armored single
conductor cable (2,000' supplied). Camera shall be interchangeable with all mainline
transporters.
2.02 Cameras using separate conductors for the camera, light power and video, therefore requiring
heavy cable that is difficult and time-consuming to re -terminate in the field, will not be acceptable.
2.03 The directional camera head shall be capable of 330 -degree axial rotation and 279 degree lateral
swing or any combination of the two, enabling the 360 -degree viewing of laterals
perpendicular to the direction of camera travel. Lighting adequate for 6 inch to 24 -inch pipe shall be built into
the camera head. Minimum sensor sensitivity shall be 0.5 lux.

2.04 The camera shall be capable of operating under a minimum scene illumination of .5 lux to
produce an NTSC color video -picture with a horizontal resolution of 470 lines. A 6mm, f11.8 lens shall
provide a 70 -degree diagonal field of view. Lamp intensity, lens focus, and iris aperture, and camera head
rotation and swing shall all be remotely controlled and adjustable from the viewing station. The camera
shall be able to be transported through the line via skids or tractor transportation, each of which shall be
quickly and easily installed and removed in the field.
2.05 The camera shall be capable of 1 OX optical zoom.
2.06 Once the 1 OX Optical Zoom is achieve, the camera shall automatically switch to 4X Digital Zoom
and increase zoom capabilities to 40X.
2.07 The camera shall be equipped with an automatic focus feature that shall be remotely controlled from
the Auxiliary control box and can be disabled with the touch of a button.
2.08 The camera shall be equipped with an automatic iris feature that shall be remotely controlled from the
Auxiliary control box, and can be disabled with the touch of a button.
2.09 Freeze Frame reduction shall produce the equivalent of .2 lux in ultra-low light conditions
3.00 PHYSICAL DESCRIPTION
3.01 The camera housing shall be fabricated from stainless steel AND high strength aluminum, with a
minimum thickness of 0.125 inches, and aircraft black hard anodized per MIL -A -8625D to resist scratching
and corrosion. The directional head shall have three distortion -free optical sapphire glass windows.
Behind the directional head is located the camera lens and the two integrated lights. The separation of the
lens window and light windows shall prevent reflected lamp light from entering the lens and washing out
the image. Lamps shall be replaceable in the field.
3.02 Maximum diameter of the camera body shall be oval in shape, 2.6" x 3.4".
3.03 The diameter of the directional head shall be less than 4.5 inches, allowing full swing and
rotation of the head in 4.5 -inch pipe. No part of the camera shall protrude more than 0.25 inches from
the camera body. Overall camera length shall not exceed 17 inches. A single sealed bulkhead connector
in the back of the camera shall provide conduction of power to the camera and conduction of the video
signal from the camera.
3.04 Cameras having more than one electrical feed -through shall be considered at high risk for
leakage and corrosion and difficult to re -terminate, and will not be accepted.
3.05 The rotating head shall be mechanically driven with a gear train and precision DC motors. Cameras with
rotating heads, driven with belts that can wear out, will be considered high maintenance and will not be
accepted. All drive components will be sealed to protect parts from water and grit.

3.06 The camera shall have an operating temperature range of zero to fifty degrees centigrade, and
shall be sealed to withstand external pressures up to 100 PSI without leaking. A self-sealing pressure
test port shall be provided in the camera back to check the leak resistance of the camera. The camera
shall be designed to withstand the shocks and vibrations normally sustained while traveling through a
pipe.
4.00 ELECTRONICS:
4.01 Circuitry shall be all solid state. The solid state CCD image sensor shall have at least 379,000
pixels. A sharp true color image shall be transmitted on video bandwidths only, and produce a low -volt
video signal at the monitor after transmission through 2,500 feet of single conductor cable. The signal-to-
noise ratio shall be at least 46 dB. There shall be no geometric distortion of the image. Picture
transmission subject to local transmitter interference shall not be acceptable.
4.02 Lighting adequate for illumination in 6 inch to 36 inch pipes shall be provided by two 20
watt, 14 volt halogen bulbs built into the camera head. Lamp and camera power shall be
derived from the single conductor input by a power supply within the camera.
4.03 The camera power supply shall limit power to each lamp regardless of controller voltage. setting, to
provide a 200 -hour bulb life expectancy and a two-year bulb warranty. An automatic onscreen video
indicator shall indicate excessive voltage at the camera regardless of cable length or other loading. A
color bar generator shall be located in the camera shall be capable of activation from the viewing
station, enabling the user to check or adjust the color retention and contrast on the monitoring equipment.
5.00 MAINTENANCE KIT:
5.01 A camera maintenance kit with one set of replacement parts which includes, but is not limited to
spare bulbs, spare connectors and miscellaneous hardware shall be included.
5.02 Tools for general camera maintenance shall include: Box end wrenches, needle nose pliers, soldering tools,
Oman meter, Heat gun, assorted screwdrivers, Allen wrench set, and any other tools need for general or in the
field service and repair.

6.00 AUXILIARY CONTROLLERS:
6.01 An Auxiliary Controller unit that plugs directly into the faceplate of the mainline controller will also be
supplied. This desktop, unit shall have all head movement features, iris control, focus control, as well as an
automatic home position function.
6.02 A Hand-held Auxiliary Controller unit shall also be supplied, which plugs directly into the faceplate of
the mainline controller in the Operators' station, or into a receptacle in the mainline cable -reel.

6.03 The Hand -Held Auxiliary Controller unit shall be blue -powder coated with easily readable blue and white
push buttons, to reduce wear.
6.04 The Hand -Held Auxiliary Controller Unit shall have all of the same dual control functions as the
stand-alone desktop Auxiliary Controller unit.
7.00 SYSTEM CONTROLLER SINGLE CONDUCTOR
7.01 The system control unit shall provide all the necessary power and controls to operate and
monitor the television inspection system. The system control unit is divided into three sections. The power
section is devoted to the stop, start, and monitoring of the generator unit. It has bar graph displays to
indicate the voltage and frequency delivered by the generator. An hour -time meter is included to display
operating time. This is customarily required to perform the maintenance schedule of the generator.
7.02 The camera control section provides DC power and video processing and control circuits for camera
system functions. Bar graph voltage and current conditions are displayed. The third section of the system
control unit provides the necessary controls for the cable reel and power winch operation.
All circuits shall be of solid-state design, assembled in a rack -mounted chassis for installation in the
modular control center. The faceplate shall be a minimum of 10mil hardened Lexan over heavy gauge
aluminum and shall have permanent labels designating the function or purpose of the various switches,
meters, and controls. The controller shall have a back plate for all cable connectors, each separately
indexed and locking, and labeled as to purpose.
8.00 TECHNICAL REQUIREMENTS - CAMERA CONTROL:
8.01 The color system controller shall operate from a power source of 120 VAC, 60Hz. The input power
source shall be fully isolated from the camera system DC power supply. This provides operator
protection from electrical shock hazards. The variable voltage DC camera power supply shall designed
to operate any compatible mainline camera, and its accessories, through 2000' of armored single
conductor cable, i.e.: tractor transporter, auxiliary lighting, reinstatement cutters, etc.
8.02 An internal solid-state circuit interrupter shall be provided to allow instantaneous shut-off of
camera power when an overload occurs. This feature prevents risk of equipment damage. The
interrupter shall have an LED indicator that lights when the electronic shutdown circuit is tripped.
Switching off the controller for approximately 10 seconds can reset the interrupter. LED indicators shall
be provided to display camera signal level and a switch selected LED bar graph meter shall provide
voltage and current readings.
8.03 The camera controller shall also contain a compatible video processing circuit to provide a
controlled NTSC color signal at the video output connector. The controller shall be capable of generating
basic control signals for camera and transport operation. A control input jack is provided for injection of
analog control signals to operate dual tone cameras, tractor transporters, tap cutter controls,
etc.

00 REMOTE CAMERA ADJUSTMENT:
9.01 The Color System Controller will be equipped with the following minimum remote camera
adjustments:
1. Focus Control - The camera shall be capable of automatically focusing the module. This feature
can be turned on and off.
2. When auto -focus is off, a two -pole switch spring loaded to "oft" permits the operator to adjust
the camera focus for changes in pipe diameter or different views of defect conditions. In the center
position, the camera focus will be electronically locked.
3. Iris Control - A two -pole switch spring loaded to "off permits the operator to adjust the automatic

10.00 TECHNICAL SPECS - CABLE REEL AND WINCH CONTROL:
10.01 The reel control shall contain an on/off switch, LED bar graph load amperage indicator, a speed
control knob to vary the cable rate, and a gear speed selector switch to select high speed, neutral, or
low speed ratios. A directional switch allows the operator to choose the direction the cable travels. A light
on the face of the controller indicates to the operator that the reel power is on. The reel can be controlled from
either the operators' position, or from local controls on the cable reel. Reel control is transferable from
the operators' station to local control and the reverse, by pressing the on switch from either location.
11.00 TRANSMISSION CABLE SPECIFICATIONS
11.01 A TV transmission, double steel armored towing cable shall be furnished in a continuous length of
not less than 2,000'. The complete cable shall be torque balanced to prevent unraveling or stretching of the
steel wire wraps. The cable shall have minimum break strength of 5,400 Ib., and shall not be more than
1/4" in diameter.
38.03 A cable grip, with a tested pulling strength of 2,000# shall be supplied to transfer the cable
towing strength to the camera skid runners.
11.02 A removable, reusable bullet connector allowing simple termination shall be provided.
11.03 The removable bullet connector shall be constructed of durable stainless steel. It shall have
twist-on/off connections at the transporter end, and ferrule and nut assemblies at the cable end, allowing
rapid re -termination in the field.
11.04 The re -termination kit for the cable shall consist of the following tools: Re -chargeable dermal tool ,
standard screwdriver, pliers, Allen wrench set, and electrical tape.

11.05 Any system requiring Scotchcast or solder requiring cure time or soldering time, which is non-
productive, shall be deemed unacceptable,
2.00 FOOTAGE DISPLAY
12.01 A footage counter shall be supplied to accurately record the length of cable in or out.
12.02 It shall display the accurate cable footage on screen, and allow on-screen overlay capability.
12.03 It shall be mounted consistent with the mounting of the controller.
12.04 It shall provide on-screen footage and title which can be removed from the monitor at the
discretion of the operator.
13.00 MAINLINE TV CABLE REEL SPECIFICATIONS
13.01 The complete TV Cable Reel shall include a cable drum capable of storing 2000 feet of double
armored, single conductor, coaxial cable, a 3/4 horsepower variable speed motor, a chain driven multi -
ratio transmission, a mercury wetted slip ring assembly, automatic level wind with mounted footage meter,
and conveniently located controls.
13.02 The TV Cable Reel shall be constructed of aluminum plate, powder coated for lasting corrosion
protection. The aluminum cable drum shall be supported by self -aligning, heavy-duty pillow block
bearings with grease fittings. To conserve space, the TV Cable Reel dimensions may not exceed 36" length,
26" width, and 19" height.
13.03 A permanently sealed, mercury wetted slip ring assembly shall be used to provide for noisefree video
transmission and maintenance free operation. Systems that use disc -type continuous contact, rotary slip
rings, which are subject to wear and contamination, are not acceptable.
14.00 VARIABLE SPEED MOTOR AND DUAL GEAR RATIOS:
14.01 The cable drum will use a 3/4 horsepower variable speed motor with a drive chain and a two -
speed transmission. Low gear ratio; high gear ratio or neutral shall be electronically
selectable. A switch shall allow the cable drum to be disengaged from the drive assembly so that the cable
may be unreeled with minimum drag. Cable reels not allowing for freewheeling payout will not be
acceptable.
14.02 An automatic level wind shall be installed in the cable reel frame with heavy-duty, selfaligning ball
bearings in cast iron bearing blocks with grease fittings. A chain drive shall connect the level wind shaft to
the cable drum shaft for proper timing of the rewind. A footage counter wheel shall be attached to level
wind follower to guide the cable and measure cable travel.

14.03 The footage counter wheel shall be machined from aircraft grade 6061-T6 aluminum plate, and
have a 2 -foot circumference for accuracy and to minimize the effects of wear. The cable measurement
accuracy shall be +/-1/10 of 1 %.
5.00 CABLE TRAVEL MEASUREMENT:
15.01 A mechanical counting meter that will accurately indicate cable travel in feet and tenths of feet
shall be mounted on the level wind shaft of the TV Cable Reel and shall be driven by the footage
counter wheel.
15.02 The footage counter wheel shall also drive an electronic sensor that will provide cable travel information
compatible with the data display system at the operators station.
6.00 CABLE REEL CONTROL:
16.01 The TV cable reel shall be capable of operation from either the front panel of the cable reel or from the
system controller at the operator's station. Controls shall include an on/off switch, gear selector switch,
in/out camera direction switch, and speed control.
16.02 The front panel of the cable reel shall also have a twist lock outlet for an optional power remote
winch. The cable reel controls shall also be capable of operating the power remote winch,
allowing the cable to be unreeled by the power remote winch or retrieved by the cable reel. Micro
switches shall automatically control all clutch and transmission functions.
17.00 ARTICULATING CABLE GUIDE
17.01 One Articulating Cable Guide to be securely attached to the Mainline Cable Reel, which will
guide the cable, to allow entry of the equipment, into the manhole from a distance.
18.00 MANHOLE CABLE GUIDE SYSTEM
18.01 The necessary pulley assemblies shall be furnished to protect the TV cable and Wnch cable from damage
during operation in pipe sections. They shall be constructed of aluminum to minimize weight and be equipped
with corrosion resistant pulleys. The minimum bend radius of the TV cable pulley assembly shall be 6
inches.
18.02 Push button extension poles shall be supplied to connect to the pulley assemblies. The poles shall be
constructed of 1" chrome molly tube with a specially designed quick lock assembly consisting of a push
button disconnect assembly. The number of 5' long poles required for both the remote and local manhole
set-up will be shown on the component list. Manhole adapter hooks shall be supplied to secure the extended
pulley and pole assembly at the manhole ring. A manhole top roller assembly shall be furnished to guide the
cables into the manhole. The top roller shall consist of welded steel angle iron frame with the necessary pulleys.

18.03 The complete down -hole equipment assembly shall be designed for quick solid installation in various sizes
of pipe and depths of manhole from above ground. Down -hole equipment systems requiring manhole entry
for installation shall not be acceptable.

POWER SUPPLIES
19.00 GASOLINE GENERATOR - 7000 WATT SPECIFICATIONS
19.01 The power source for the system shall be a 7000 -Watt, alternating current, gasoline powered generator.
The generator shall be capable of continuously producing 7000 Watts of power (33.3 amps) at 120 volts
AC, while rotating at 1800 rpm without undue heating, wear or vibration.
19.02 The engine shall be an air-cooled 4-cycle/2-cylinder unit developing at least 10 BHP. It shall be designed
to operate the generator at 60 cycles + or - 2 CPS and shall be governor controlled to maintain these cycles
under varying load conditions.
19.03 There shall be a 12 V battery charging circuit rated at 40 amps. The engine shall be equipped with
a low oil pressure shut down system, vibration isolators and a heavy-duty industrial muffler to assure
quiet operation.
19.04 Fuel for the generator shall be supplied from the vehicle tank and shall cut off with vehicle

20.03 The second option for installation shall be a hanger -type mount secured underneath the floor of the
vehicle. With this option, a lockable door shall secure and cover the access side of underbody. The
generator shall be mounted on heavy-duty ball bearing sliders for pullout serviceability. This install is
preferred when the space within the body is at a premium and the vehicle has adequate clearance
underbody.
WHEELED TRANSPORTERS
>--1.00 STANDARD TRACTOR TRANSPORT VEHICLE:
21.01 The inspection transport vehicle (tractor) shall be capable of transporting a standard or
rotating head camera through water mains, sanitary sewers or storm sewers from 6 to 24 inches in
diameter. The tractor shall receive power and control signals on the same single conductor cable that
drives the camera.
21.02 Traction drives shall provide sufficient traction to inspect pipelines up to 1200 feet from the
entry point (depending on pipe condition) while operating on double armored single conductor
cable. Wheel tracking width shall be adjustable for line sizes 6 inches through 24 inches with axle
screw-in axle extensions. The tractor shall be capable of negotiating 5/8 -inch offsets and clearing 5/8 inch
protruding laterals in 6 -inch lines. Tractors unable to negotiate these obstacles in 6 -inch lines will not
be accepted.
21.03 Tractor Transporter shall be six- (6) wheel drive.
21.04 The tractor shall free wheel for easy extraction.
21.05 The Tractor Transport Vehicle shall have a minimum of three forward speeds, as well as a
stop function, reverse and a freewheeling function for easy retrieval. The tractor will not stop when
the camera is being paned, tilted, or rotated either clockwise or counter clockwise, The tractor shall be
controllable from a modular, desktop unit that plugs into the camera controller at the viewing station.
The controller shall be easily disconnected and stored when not in use.
21.06 The tractor, loaded with a 13 -pound camera shall be capable of speeds to 45 feet per
minute.
Under heavy loading, controls within the tractor shall automatically increase the torque of the
transporter motor.
21.07 The motor housing shall be fabricated from aluminum and stainless steel, and be
waterproof.
The motor shall have hardened steel reduction gears in a sealed housing. Power shall be
transferred to the wheels through a low maintenance gear assembly enclosed in a sealed
housing. Tractors with drive systems that are subject to fouling with debris and grit shall not be
acceptable. The motor and wheel drive assembly shall be no longer than 25 inches.
21.08 The tractor body shall be machined from solid brass plates that are fastened together to
foram a strong, U -channel body. The center channel is used to house the gear drive transmission.
Three 1/2" driven axles will be constructed of high-strength stainless steel. Each axle delivers torque
to one pair of wheels. Each axle is supported with individual bearings, and sealed with Buna
annular seals pressed into the body to form a watertight barrier.

21.09 A solid brass machined block at the front of the tractor provides a hinge/pivot for camera cradle
attachment, and allows the camera to move approximately 2" laterally, to assist in insertion into the
pipe. The rear of the tractor body has 4 -machined recessed sockets to secure the tractor motor drive
assembly.
21.10 The tractor motor assembly output shaft contains a uni-directional clutch assembly. The clutch is
machined from stainless steel and engages the main drive shaft of the tractor body. The tractor
motor assembly contains the control electronics and gear reduction drive motor that provides
torque to drive the tractor body and wheels.
21.11 The tractor motor assembly is housed in a hermetically sealed stainless steel tube, and has a
hard -anodized rear cover. The rear cover contains connectors for Sincon inlet cable
connection, and a camera interface connector. The housing is further protected by attached
stainless steel The Motor Assembly contains the electronic circuit boards which provide the current
and voltage control to the tractor drive motor.
21.12 The electrical current to the motor is established from an internal digital circuit that
receives its signals from the same Sincon cable. An internal switching power supply provides a
current boost capability that permits the drive motor to produce increased torque as high load
requirements are imposed.
21.13 Electronic components shall be all solid state. A power supply built into the tractor shall
extract control signals and power from the single conductor cable. The power supply shall also limit
current and increase motor torque when the load on the motor causes supply current to approach 1
ampere.

22.02 The inspection transport crawler shall be capable of transporting a standard or rotating head
mainline camera through water mains, sanitary sewers or storm sewers from 8"- 18" in diameter. It
shall include a camera mounting plate and extension spacers to ensure center of pipe camera travel.
Crawler weight shall be adjustable by the addition or removal of a brass ballast plate. The crawler
shall receive power and control signals on the same single conductor cable that powers the
camera. Traction drives shall provide sufficient traction to inspect main lines up to 1,500' from
.the entry point (depending on pipe condition) while operating on double armored, single conductor
cable. The double riveted tread drive shall be adjustable for line sizes 8"- 18",' with extensions. The
crawler shall be capable of negotiating 5/8" offsets and clearing 5/8" protruding laterals in 8" lines.
Crawlers unable to negotiate obstacles in 8" lines shall not be acceptable.
22.03 The crawler shall have a minimum of three forward speeds, reverse, a stop function and a
freewheeling mode for easy retrieval and extraction. It shall be controllable from a modular
desktop unit that plugs into a system controller at the viewing station. The controller shall be
disconnected easily and be storable when not in use. The crawler, when loaded with a 15 -pound
camera, shall be capable of speeds up to 55' per minute. Under heavy loading conditions,
controls within the crawler shall automatically increase the motor torque.
22.04 The motor housing shall be fabricated from aluminum and stainless steel and be
waterproof. The motor shall have hardened steel reduction gears in a sealed housing. The
motor/gearbox shall be a combination of a high torque, permanent magnet, 1/4 hp motor and a
right angle, 18 1/2: 1 ratio, low maintenance gearbox. Power to the crawler shall be transferred
through the gear assembly. The motor/gearbox shall be protected by three 3/4" x 1/8" stainless
steel rails. A hard, anodized ring shall protect the motor/gearbox power connector. The crawler
tread drive #35 chain shall be fabricated from stainless steel. Crawler dimensions shall be 27" L x 4 3/4" W x 4
1/2" H. Crawler weight shall be 25 lbs.

23.00 EQUIPMENT WASH DOWN SYSTEM
23.01 A truck wash down system, designed to supply clean water at 40 PSI pressure to the rear of
the, truck shall be provided. A 30 -gallon poly water tank shall be supplied for mounting in or under
the truck.
23.02 The system shall have a 12 volt 40 PSI pump that shall supply water to the rear of the
truck through 1/2" ID clear tubing:
23.03 A 10' auto retractable hose reel shall be supplied with a spray nozzle, to facilitate washing of
all equipment used, while still positioned over the manhole.

24.01. Two. strobe beacons will be mounted on the roof of the unit, for safety. Controls for both
beacons will be mounted in the driver area in a manner so they can be turned on while vehicle is
moving. Both beacons will be functional Without starting the generator.
24.02 Two rear floodlights will be mounted to the rear of the unit for nighttime operation. A control
switch will be mounted near the rear of the unit. Unit generator will supply power to the rear
floodlights
24.03 Two sequential arrow boards shall be installed on the front and rear of the vehicle, for
safety. Control shall be mounted within easy reach of the driver, to facilitate their use, when
vehicle is positioned in work area. One controller shall be bi-directional and able to control both
front and rear arrow boards
24.04 One battery charger will be installed. Charger will have minimum of 12 volts and 45 amps.

25.01 A 14,000, BTU air conditioner will be mounted to the ceiling of the unit in the operators
viewing room. Air conditioner will be capable of cooling the operator's room to 68 degrees, and
maintaining that temperature, to maintain a comfortable level, and prevent overheating of electronic
components.
25.02 A wall -mounted heater, installed in the operator's room will be capable of heating room to 80
degrees.
COMPUTER HARDWARE AND SOFTWARE
6_00 COMPUTER HARDWARE
26.01 All computer hardware and operating system software shall be compatible with video inspection
and reporting software.
26.02 The basic system shall consist of a rack mounted computer unit. The system shall provide an
x86 based Intel Pentium 4 processor with a minimum speed of 2 GHz and 512 megabytes of
DDRAM. The hard drive storage shall be at least 80 gigabytes with space adequate to hold
MPEG videos, JPEG pictures and inspection data. In addition, a USB 2 driven portable external 80
gigabyte hard drive shall also be supplied.

26.03 An internal CD/DVD-RW drive shall be included in the basic computer unit to allow
recording/ transfer of video data, MPEGS, JPEGs, database files and reports, as well as program
installation. An optical mouse shall be included to allow pointing device accuracy in all conditions and
on all surfaces. The system shall also include a 104 key, PS2 keyboard, an HP 6000 series ink jet
printer (or equal) and a 670 -watt uninterruptible power supply.
26.04 A minimum 64 -megabyte, ATI AGP or PCI All in Wonder video -capture and display card or
equivalent shall be used to provide real time video clips and image capture. Win TV PVR
hardware MPEG capture card or equivalent shall be used to offload MPEG video compression
from the computers CPU. The device shall ensure proper frame rate and quality of the captured
video. An audio recording microphone and a gooseneck mount shall be provided to allow verbal
comments to be recorded during inspections. Alternate video hardware may be substituted for
compatibility with installed software package. All MPEG1 video shall be captured at 1.5 mbs
using a 360 x 240 frame size.
OVERLAY DEVICE
To provide data for MPEG data capture, a text overlay shall be placed over the video at all times. The
overlay shall display, at a minimum, manhole numbers, footage, date, time, street name, faults
and other pertinent data typically used in sewer and storm drain inspections.
26.05 The overlay unit shall provide a minimum of 17 lines of clear text over NTSC 3.58 video with a
minimum pixel height of nine pixels. The overlay unit shall be controlled via a serial port meeting
the RS232C EIA standard. The overlay unit shall be compatible with the installed computer, with
adequate memory and processors via a standard RS232C EIA port. Direction of the counter shall be
reversible by the data processing unit. Video levels shall be maintained from input to output when unit
is powered.
SECONDARY DVD RECORDER
In additional to the internal DVD/RW, a portable dual DVD Recorder/player shall be provided to
record (burn) on DVD disk information from the inspection camera and Video Data Display
system.
26.06 Recorder shall be DVD format, 120VAC, rack mounted in standard 19" panel with front insertion
and removal of disk without removing recorder from panel.
26.07 A remote control unit shall be supplied with the following functions: record, fast forward, pause,
frame advance, slow motion, search, stop, and rewind buttons.

26.08 A 17" color, high resolution, LDC video monitor shall be provided for viewing of the video
inspection from inside the control room. The monitor shall be mounted to the control room counter
for easy viewing.

26.09 A 17" color, high resolution, LCD video monitor with speaker, shall be provided for viewing of the video
inspection from inside or outside the equipment room. The monitor shall be bracket mounted on the bulkhead

39.01 A bathroom can be added to CCTV vans 16' long or greater. The bathroom option would be
located in between the driver's compartment and the control room. Bulkhead walls with sliding

enclosed and include a locking door. It shall include a white porcelain toilet that shall be supplied

LATERAL LAUNCHER
41.00 LATERAL LAUNCHER
41.01 The lateral inspection system shall enable a closed circuit television system operator to
simultaneously perform mainline and lateral inspections from a single, fully integrated unit. The
system shall utilize a picture -in -picture format enabling the operator to view mainlines and also launch
and inspect adjacent lateral lines. The system shall display mainline footage as well as lateral
footage on the viewing screen for use with data collectionlinspection software. The system shall inspect main
lines from 6"- 30" and lateral lines from 4"- 8". The lateral camera shall launch and extend and retract at a
maximum speed of 30' per minute. The unit shall incorporate two high-resolution color cameras
and be self-propelled via a tread drive transporter. The system shall allow lateral inspections of
80'minimum, at distances of up to 1,000'from a manhole. A single, auxiliary control box shall operate
both cameras and the transport unit. The overall dimensions of the lateral inspection system shall be
36" L x 6 " W x 5 " H. Overall weight of the system shall 55 pounds.
41.02 The front mounted camera shall be dedicated to main line viewing. It shall be a rotating
head, zoom color inspection camera and be environmentally designed to withstand the
surroundings of sanitary and storm sewers while operating on up to 2,500' of double -armored, single
conductor cable. The directional camera head shall be capable of 330 -degree axial rotation and 279 -
degree lateral swing or any combination of the two, enabling the 360 -degree
a -d
viewing of laterals perpendicular to the direction of camera travel. Lighting, adequate for 6"- 30" pipe
shall be built into the camera head. Minimum sensor sensitivity shall be 0.5 lux. The camera
shall be capable of operating under a minimum scene illumination of 3 lux to produce an NTSC color video
picture with a horizontal resolution of 460 lines. An f11.4 lens shall provide a 70 -degree diagonal
field of view. Lamp intensity, lens focus, iris aperture, camera head rotation and swing all shall be
remotely controlled and adjustable from the viewing station.
41.03 The camera housing shall be fabricated from stainless steel and high strength aluminum,
with a minimum thickness of 0.125" and black hard anodized per MIL -A -8625D to resist
scratching and corrosion. The directional head shall have three, distortion -free, optical sapphire
glass windows behind which are located the camera lens and two integrated lights. The
separation of the lens window and light windows shall prevent reflected lamp light from entering the
lens and washing out the image. Heat from the lamps shall warm the view port and lens,
preventing any possible fogging in cold environments. Lamps shall be replaceable in the field.
Maximum diameter of the camera body shall be 3". The rotational diameter of the directional
head shall be less than 4.5", allowing full swing and rotation of the head in 5" pipe. No part of the camera
shall protrude more than 0.25" from the camera body. Overall camera length shall not exceed
17". A single, sealed bulkhead connector at the back of the camera shall provide conduction of
power to the camera and conduction of the video signal from the camera. Cameras having more than one
electrical feed through shall be considered at high risk for leakage and corrosion and shall not be
acceptable.
41.04 The rotating head shall be driven mechanically with a gear train and precision DC motors.
Cameras with rotating heads driven with belts, that are subject to premature wear, shall be
considered_ high maintenance and not be acceptable. All drive components shall be sealed to
protect parts from water and grit.
41.05 The camera shall have an operating temperature range of 0 - 50 degrees centigrade and
shall be sealed to withstand external pressures up to 50 psi without leaking. A self-sealing
pressure test port shall be provided at the camera back to check camera leak resistance. The
camera shall be designed to withstand the shocks and vibrations normally sustained while
traveling through a pipe.
41.06 Circuitry shall be all solid state with an electrical rating of 70 - 130 volts dc. The solid state CCD
image sensor shall have at least 379,000 pixels and 460 lines of horizontal resolution. A sharp
true color image shall be transmitted on video bandwidths only and produce a low volt video
signal at the monitor after transmission through up to 2,500' of single conductor cable. The signal-to-noise
ratio shall be at least >50 dB. There shall be no geometric distortion of the image. Picture transmission,
subject to local transmitter interference, shall not be acceptable. Lens shall be 1 OX zoom f1.8 - f2.9:
4X zoom beyond the 1 OX optical for a total zoom capability of 40X. Lens shall also incorporate manual or
continuous automatic focus, manual or continuous automatic iris, freeze frame, white balance selection,
back lighting and frame speed reduction to achieve the equivalent of .2 lux in ultra low light
conditions. Lighting, adequate for illumination in 6" to 30" pipes, shall be provided by two 20 watt,
14 volt halogen bulbs built into the camera head. Lamp and camera power shall be derived from a
doubled armored, single conductor input by a power supply within the camera. The power
supply shall limit power to each lamp regardless of controller voltage setting to provide a 200 -hour
bulb life expectancy and a two-year bulb warranty. An automatic on-screen video display shall indicate
excessive voltage at the camera regardless

of cable length or other electrical loading. A color bar generator shall be located in the camera and
shall be capable of activation from the viewing station, enabling the user to check or adjust color
retention and contrast on the monitoring equipment.
41.07 A desktop auxiliary controller shall be supplied. The controller shall incorporate all camera
head movement features, iris control, focus control, as well as a home position function. The
controller shall also incorporate all functions of the lateral camera and the lateral inspection
crawler.
41.08 The second camera shall be dedicated to the inspection of intersecting lateral lines and be
designed specifically for that function. It shall operate on up to 100' of integrated, single
conductor push rod. Cameras designed for operation on multi -conductor cable or modified studio, surveillance
or underwater cameras shall not be acceptable. Minimum sensor sensitivity shall be .05 lux. The
camera shall be capable of operating under a minimum scene illumination of 3 lux and producing
an NTSC color video picture with a horizontal resolution of 350 lines. Camera shall incorporate a
wide angle, 3.05 mm lens set at F2.0 fixed focus level for extended, in focus range and an 88 -
degree diagonal field of view. The camera shall also be provided with a mechanical, automatic
up righting feature.
41.09 The camera protective housing shall be fabricated from stainless steel with an outside
diameter no greater than 1.31 "and a length no greater than 2.5". A sealed stainless steel holder and
a distortion free, optical sapphire window shall protect the lens from the environment. The lens
assembly shall be recessed into the head. Eight, high intensity light emitting diodes shall be recessed
into the camera head, each protected from the environment by a sealed glass window. The LED's
shall be adjusted at such an angle as to provide maximum illumination, while at the same time,
reducing reflected glare. The camera head shall be tapered to facilitate negotiation past offsets and
through elbows. A single armored coaxial cable tail connector, sealed into the camera body, shall
provide conduction of power to the camera and transmission of the video signal from the camera.
The camera shall have an operating temperature range of 0 - 50 degrees centigrade and be sealed
to withstand external pressures up to 20 psi without leakage.

47.02 The Agency assumes the responsibility for any repairs required to the loaner camera,
while it is their possession.
47.03 Freight of the loaner equipment shall be paid by the camera factory to the Agency, and by the Agency when
the loaner equipment is returned to the factory.
18.00 TRAINING:
48.01 Equipment training will be for a total of Two (2) days. One and one half days in the field
showing the cameras operation and 1/2 day in a classroom teaching proper procedures for
servicing and equipment repair and maintenance.
48.02 Data Collection System training shall be for a total of Two (2) days. 48.03
