Draft letter of support Summary Statement: Fran Pavley, California State Assemblymember, along with Assembly Speaker Fabian Nunez, are authoring AB 32, which will establish targets and require reporting of greenhouse gas emissions from major sources in California. The Bill would also complement and put into statute the Governor's executive order on climate change signed last year. Petaluma has recognized the importance of global warming and climate protection, and is one of nine Sonoma County cities who have taken a leadership role by pledging to reduce both greenhouse gas and air pollution emissions throughout the community. Greater awareness on energy efficiency provides multiple local benefits by improving air quality as well as saving money for local government, its businesses and its residents. Council's support of AB 32 will further government efforts to reduce greenhouse gas emissions statewide, provide a framework for state agency coordination and enforcement, and ensure that regulatory action is taken using an open, public process. Your suppodwould be consistent with your support for prior groundbreaking legislation that required a 30% reduction of greenhouse gas ,emissions for automobiles and light-duty trucks by 2016. Nine other states will adopt Califarnia's Clean Car standards. l Tlienced-for this' legislation is clear and urgent. Global warming is arguably the most pressing enviratimei%tal problem facing humankind today. The potential impacts of global warming on the global and state environment and economy are far-reaching, including rises in sea level, exacerbated demands for water, increased forest fires, droughts, floods, frosts, species extinction, disease, and pest outbreaks. I am pleased to announce that Assembly Speaker Fabian Nunez will -be a joint author with me, on this important bill. Printed on Recycled Paper AB 32 f Pavleyh Summarv- February 1, 2006 Key Provisions (in development): • Institute a statutory cap on greenhouse gas emissions in California to provide certainty in achieving emission reductions and to increase investment in clean fuels and energy, energy efficiency, and new technology, in order to secure. a leadership role in the world's emerging clean energy market. • Institute a mandatory and enforceable tracking and reporting system for greenhouse gas emissions. • Provide clear authorities and a framework for state agency coordination and enforcement to ensure uniform planning and regulatory action to achieve greenhouse gas reductions. • Ensure that regulatory action is taken using an open, public process. • Protect entities that have purposefully reduced their greenhouse gases prior to regulatory mandates. • Ensure that reductions do not result in direct, indirect, or cumulative increases in pollutants generally or: in local::.. „ communities. • Minimize "leakage" of emissions. • To the extent feasible, allow for coordination with other states and countries to reduce greenhouse gas emissions. It is vital that the State take action to cap greenhouse gases and require mandatory reporting of such gases to ensure that reductions are occurring. Potential impacts to California from climate change include rising sea levels that could damage coastal communities and coastal wetlands; degradation in air quality resulting in an increase in respiratory illness; increased death from heat and insect -borne diseases; loss of Sierra snow pack resulting in potentially drastic water supply problems; and a dramatic increase in state energy needs, among other problems.
