Summary Statement: Resolution 2004-209 N.C.S. allows that members of the Animal Advisory Committee who fail to attend at least three consecutive meetings of that body may be removed from that body by vote of the City Council, and Council may then appoint a qualified citizen to complete the term. Desiree Neilsen, a member of the Animal Services Advisory Committee, has failed to attend at least three consecutive meetings of that body. Notices of this anticipated vacancy were placed in the Argus -Courier March 8 edition, posted on the City's website and on counters and bulletin boards in City Hall and the Community Center, and distributed via the City's E -Agenda Listserv. Applications were accepted until 5:00 p.m. on Monday, March 13. BACKGROUND: Desiree Neilsen, a member of the Animal Services Advisory Committee, has failed to attend at least three consecutive meetings of that body. ALTERNATIVES: Council could decline to Remove Desiree Neilsen as a non -participating member of the Animal Services Advisory Committee, decline to declare a vacancy on said committee to complete a three-year term expiring June 30, 2008, and therefore, not appoint a replacement member. 4. FINANCIAL IMPACTS: N/A RECOMMENDATION: Remove Desiree Neilsen as a non -participating member of the Animal Services Advisory Committee, and declare a vacancy on said committee for an unexpired three-year term expiring June 30, 2008. Appoint an individual to complete the three-year term expiring June 30, 2008. Resolution No.2004-209 N.C.S. of the City of Petaluma, California SETTING GUIDELINES FOR ATTENDANCE FOR MEMBERS OF THE ANIMAL SERVICES ADVISORY COMMITTEE WHEREAS, the City Council created an Animal Services Advisory Committee on June 22, 1998 by approving Resolution 98-126 N.C.S.; and, WHEREAS, the Animal Services Advisory Committee desires to set standards for attendance by those members appointed to the Committee. NOW, THEREFORE, BE IT RESOLVED that the City Council requests that guidelines regarding vacancies on the Animal Services Advisory Committee conform with other boards, committees and commissions in the City, which shall be the following: VACANCIES: Upon the death, resignation, disability that results in the inability of a member to perform the duties of a, member of the Animal Services Advisory Committee, the loss of permanent residency from the City, or status of special designation declared upon appointment, or upon failure to attend any meetings of the committee for three consecutive regular meetings, the Council shall review, and if found to be appropriate, declare the office of such member vacant and thereupon appoint some qualified person to fill such vacancy for the unexpired term of such member. None have been excused absences. I have left numerous telephone messages asking her to call me. Ms. Nielsen has not returned any of my calls. For this reason, I am requesting that the City Council approve her removal from the Committee and open the position. Thank you.
