Summary Statement:
Pursuant to the provisions of the Meyers-Millias-Brown Act, the representatives of the City of Petaluma
and the American Federation of State, County, and Municipal Employees (AFSCME), Local 675, for
employees of Units 1, 2 and 3, have met and conferred in good faith regarding wages, hours and other
terms and conditions of employment and jointly present to the City Council, of the City of Petaluma, and
does recommend, salary and employee benefit adjustments for the period July 1, 2005, through June 30,
2007. Estimated cost of the two-year agreement is $569,758.
Recommendations for salary and benefit adjustments are summarized in `Exhibit A." The complete copy
of the 2005-2007 Memorandum of Understanding for Units 1, 2 and 3 are available in the City Clerk's
Office.

EXECUTIVE SUMMARY:
Pursuant to the provisions of the Meyers-Milhas-Brown Act, the representatives of the City of Petaluma

BACKGROUND:
The MOU for Units 1, 2 and 3 expired on June 30, 2005. The City has met and conferred with Union
representatives and have reached agreement with the Union over the terms and conditions of
employment for the contract period July 1, 2005, through June 30, 2007,
ALTERNATIVES:
Not adopt resolution.
FINANCIAL IMPACTS:
The total cost to the City has been estimated to be $569,758.
CONCLUSION:
The agreements meet the Council guidelines for the meet and confer process.
OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:
Implementation of Resolution.
RECOMMENDATION:
Approval of the resolution and authorization for the City Manager to amend the MOU with the changes
summarized in "Exhibit A" and incorporated into the complete copy of the 2005-2007 MOU for
Employees of Units 1, 2, and 3, on file in the City Clerk's Office.

RESOLUTION RATIFYING MEMORANDUM OF UNDERSTANDING
EXECUTED BY THE DULY AUTHORIZED REPRESENTATIVES
OF THE CITY AND THE AMERICAN FEDERATION OF
STATE, COUNTY, AND MUNICIPAL EMPLOYEES,
LOCAL 675, FOR EMPLOYEES OF
UNIT I (CONFIDENTIAL), UNIT 2 (MAINTENANCE),
AND UNIT 3 (CLERICALITECHNICAL)
WHEREAS, the City, through its duly authorized representatives, and the American
Federation of State, County, and Municipal Employees (AFSCME), Local 675, through its duly
authorized representatives, have concluded their mutual obligation to meet and confer in good
faitli with respect to terms and conditions of employment for the employees of Units 1, 2, and 3,
in accordance with the Meyers-Milias-Brown Act and the City's Employer -Employee Relations,
Rules, and Regulations (Resolution No. 5512 N.C.S.); and,
WHEREAS, the duly authorized representatives of the City and AFSCME, Local 675,
have executed a Memorandum of Understanding pursuant to Section 15, Resolution No. 5512
N.C.S. and recommend its approval by the City Council; and,
WHEREAS, the City Manager, pursuant to Section 28, City of Petaluma City Charter,
and as the City's Municipal Employees' Relations Officer (Resolution No. 5375 N.C.S.) is
required and empowered to make a recommendation to the City Council on matters related to
employees' compensation; and,
WHEREAS, the City Manager has reviewed and concurs with said Memorandum of
Understanding for Units 1, 2, and 3 and does recommend that the City Council ratify said
Memorandum of Understanding.
NOIV, THEREFORE, BE IT RESOLVED that the Memorandum of Understanding,
being in the best interests of the City, is ratified and the terms and conditions of said
Memorandum of Understanding (as attached) shall, be effective July 1, 2005, through June 30,
2007.

EXHIBIT A
Summary of Changes to the Memorandum of Understanding
Between The City of Petaluma and the
American Federation of State, County, and Municipal Employees, Local 675, for Employees of Unit 1
(Confidential), Unit 2 (Maintenance), and Unit 3 (Clerical/Technical)
A complete copy of the 2005-2007 Memorandum of Understanding (MOU) for Units 1, 2, and 3 is on
file in the City Clerk's office.
1. 1. Salaries:
Effective July 4, 2005 2% increase
Effective January 2, 2006 2% increase
Effective July 3, 2006 3% increase
Eauitv Studv and Eouity Adiustments:
The City has agreed to commence a salary study of all classifications in Units 1, 2, and 3. In
some cases classifications will be benchmarked; however, all will be evaluated. The City intends
to have the study complete and recommendations for equity adjustments, if any, in place by May
1, 2006. Recommended adjustments would be effective the first full pay period in July, 2006.
The City has agreed to commence a classification and compensation study for the positions of
Information System Technician and Information System Analyst and will complete its study and
findings by September 30, 2006.
The City has agreed to undertake a classification and compensation study for the position of
Electrical Maintenance Worker II and will complete its study and findings by June 30, 2007.
IL 1. Benefits — Health Plan Contribution
The City will make a health plan contribution in the dollar amount of CalPERS Health Premium
amount for Kaiser -Bay Area/Sacramento less the City's one -hundred dollar ($100) Public
Employees' Medical and Hospital Care Act (PEMHCA) contribution times ninety-five percent
(95%) for each employee and his/her family members.
Employees shall contribute to his/her CalPERS Health Premium in the amounts less the City's one -
hundred dollar ($100) PEMHCA contribution and less the benefit dollar amount in effect and paid by
the City.
2. Health Benefit — One -Time Pavment
On or before May 1, 2006, the City shall make a one-time payment to all employees employed
by the City on the date the City Council approves the 2005-07 MOU, and who are enrolled in
the CaIPERS health benefit program, for the employees and his/her family members as follows:
