Cooper As you know, the Sonoma County Library is a Joint Powers Agency created through an agreement between the County of Sonoma and the Cities of Cloverdale, Cotati, Healdsburg, Petaluma, Rohnert Park, Santa Rosa, Sebastopol, Sonoma, and Windsor. A copy of a fact sheet on the JPA is enclosed, and the full document is available on the library's web site at: http:// w Ntin.sonomalibrary.oMljpa.htrnl Under the terms of that agreement, the City of Petaluma appoints one member of the seven- member Library Commission. Tim May has served as Petaluma's representative on the Commission for the past four years, and his term expires on February 28, 2011. Tim has indicated that he wishes to be reappointed, and he has served the City and the Library well. The Library Commission has full responsibility for the library's governance and operation. The County Board of Supervisors only provides oversight of the budget. This means that the Library Commission's role in overseeing the effective management of the library is very important —the Library has a budget of over $15 million, operates 11 library facilities and two rural stations, and has a staff of nearly 200 people. For your information, under the JPA, each library also has an advisory board. Those Boards have responsibility for advising the Library Commission and Library Director on the library needs of their community. The Petaluma Library Advisory Board helps expand the City of Petaluma's participation in the Library's planning, governance, and service. The Library Commission appoints, members of the advisory boards. Please feel free to let me know if you have any questions. We hope that the reappointinent can be made prior to February 28. Sonoma County Library FACT SHEET ON THE JOINT POWERS AUTHORITY Joint Powers Authority Under California law, if authorized by their legislative or other governing bodies, two or more public agencies by agreement may jointly exercise any power common to the contracting parties. The Joint Powers Agency is an agency or entity that is separate from the parties to the agreement and is responsible for the administration of the Joint Powers Agreement (JPA). The JPA states that the Library Commission "...shall have exclusive jurisdiction over the maintenance and operation of the library. " Furthermore, the Library Commission "...shall have the supervision, care and custody of all property for the Library, including rooms or buildings constructed, leased or set apart therefor. " Other Library Commission powers are: ■ To make and enter into contracts ■ To employ agents and employees ® To acquire, construct, manage, maintain or operate any buildings, works or improvements ■ To acquire, hold or dispose of property ■ To incur debts, liabilities, or obligations of any of the parties to the joint powers agreement ■ To issue revenue bonds or revenue -type bonds to the fullest extent not prohibited by law ■ To sue and be sued ■ To adopt policies, rules and regulations for personnel relations, employment, and administration Sonoma County Library FACT SHEET ON THE JOINT POWERS AUTHORITY p. 2 Library Director The Library Commission appoints the Library Director, who functions as the County Librarian. "The library director shall, subject to the general rules adopted by the Commission, build up and manage, according to accepted principles of library management, a library for the use of the people of the County, and shall, subject to budgetary limitations, determine what books and other library equipment shall be purchased. " The whole is greater than the sum of its parts In 1975, the Sonoma County Library JPA members created a countywide public library system in order to mitigate disparate tax rates, achieve efficiency, and provide a uniformly excellent level of public library service to the residents of Sonoma County. This could very likely never have been attained individually. Delivering uniformly excellent levels of public library service does not rest as much on distributing resources equally or uniformly throughout the county, as it does on centrally managing and distributing resources effectively. What makes the Sonoma County Library really effective in the delivery of services is not the buildings or collections in the various communities, as much as the tools for sharing and delivering resources throughout the county. The most obvious resource sharing and delivering tool is the automated integrated library system. It is used to register borrowers, track loans, locate materials, place holds, generate reports and notices, and account for book funds. Closely related is the management of the Internet server and the Library's website. The intra- system van delivery service is critical to fast and efficient resource sharing throughout the county. The economies of scale of a large organization permit a much higher degree of specialization and division of labor that would be most difficult to achieve in a smaller organization. Computer technicians, graphic artists, and reference librarians with many specialties (such as local history, genealogy, business, law, and wine industry) would all be difficult to field in a small or stand -alone library.
