There are also vacancies for unexpired terms on some bodies. 2. BACKGROUND: Notices of vacancies were published in the Petaluma Argus-Courier on May 31 and June 7, 2006, and on the City's Web Site. The attached "Get Involved" flyer was distributed at City Hall and the Petaluma Community Center. Petaluma Community Access (PCA) ran an announcement of the openings as well. The deadline for applications was Friday, June 9, 2006 at 5:00 p.m. 3. ALTERNATIVES: Council could decline to make appointments at this time, direct staff to place additional advertisements seeking applicants, and reschedule the appointments for a later Council Meeting. 4. The Commission meets the first Thursday of each month at 7:00 p.m. in the City Council Chambers, City Hall. • Animal Services Advisory Committee: Three Vacancies The City Council will be accepting applications for three vacancies on the Animal Services Advisory Committee: two vacancies for three-year terms expiring June 30, 2009, and one vacancy to complete a three-year term expiring June 30, 2008. I have served on the Citizens' Advisory Committee on Street Improvements and the Technology and Telecommunications Advisory Committee and I believe I have a good awareness of development and planning issues in the community, both historically and what appears to be coming up on the horizon. I am an attorney and my background leads me to believe I will be able to familiarize myself quickly and efficiently with the City's General Plan and related ordinances, charter provisions and any other governing and advisory documents. I understand that there are always at least two sides, and sometimes more, to a story and I would always strive to be fair and impartial in hearing matters that come before the Commission. I also take great interest in history and greatly appreciate the history of Petaluma, which I think helps one have the long term perspective that is needed in the area of planning. What do you see as the best solutions, both long and short term, for economic development in Petaluma? Economic development in Petaluma will flourish first and foremost by maintaining and enhancing a business -friendly climate while always being mindful of Petaluma's family culture and its rich history. Property owners and developers should be encouraged and incentivized to put property to its highest and best use, and should always be treated fairly and efficiently in processing permit, variance and other requests. A proper balance of types of housing and stimulating positive infill development are key to Petaluma's economic future. Imagine yourself as a visitor to Petaluma. What do you see physically, economically, and environmentally as you walk around town? Visitors to Petaluma will see a wonderful downtown which is vibrant economically but which still has much potential to fulfill. They see a great mix of uses and different businesses within an attractive historic setting. They will see some underutilized areas and properties which hold great promise if developed wisely. Visitors will see the great asset that we have in the Petaluma River, the pedestrian -bicycle friendly enhancements that the city has implemented to date and the potential to make the River and adjacent areas an even better and more useable part of our city. They will see the railroad tracks, bridges and related facilities which could be utilized to the betterment of the city. Visitors will see some of our many parks which serve the city well but which would welcome the addition of new parks especially as our population and visitor numbers increase. The General Plan is the guiding document and vision for the City. How would you interpret the policies and goals articulated in the plan? How flexible would you be and would you feel comfortable not approving specific land uses allowed in the Plan? 37 Supplemental Questionnaire — Christopher Arras Page 2 I would interpret the Plan according to its spirit, first of all, but I also would not attempt to read into the Plan something that is not there. I would always give great weight to the recommendation of staff and to the precedent set by the City Council in its prior decisions. I would be flexible to be consistent with the Plan's spirit but not so flexible as to make the Plan's wording meaningless or to create an appearance of arbitrary or capricious decision -making. 1 would be comfortable evaluating proposed land uses allowed in the Plan on their individual merits and employing the discretion allowed in individual cases to vote against approval when appropriate and necessary. The growth management system has been an element of the development process in Petaluma since 1972, and an Urban Growth Boundary was adopted in 1998 to control the physical growth of Petaluma. With these two major policies in mind, and given the pressure for ongoing growth during the next decade or so, what two or three policies and programs would you promote to protect the historic, cultural, and physical aspects of Petaluma? This is a complex question and one not easily answered in a few sentences. Among the city government's policies and programs which are important to the historic and cultural essence of Petaluma are the guidance provided by SPARC in the exercise of its discretion as overseen by the Council; proper enforcement of the Central Specific plan; and full utilization of PCDC funds in a manner consistent with the history and architecture of Petaluma. The new General Plan should go a long way toward promoting these goals once it is adopted and used as the governing planning document for the city. How would you address current and future flooding issues for Petaluma? This is another question not susceptible of a brief answer. Flooding issues must be studied thoroughly to assure that everything is being done which can be done in an economically feasible manner to divert, absorb and otherwise control excessive water flow during the rainy season. Property usage and construction in the flood plain should be considered carefully, both from a systemic standpoint and, assuming some types of construction are allowed, from the unique problems and issue presented by each proposed usage. How would you address current and future traffic congestion in Petaluma? There is no question that additional traffic congestion relief is needed, with the principal issues being which locations and methods of roadway expansion should be used and how should those various options be prioritized. At the same time, making Petaluma as pedestrian, bicycle and small vehicle friendly as possible is extremely important, both to alleviate congestion and to improve the quality of life. Mixed use development is important to help minimize the need for motor vehicle use within the city. Any future major developments should be carefully analyzed as to traffic impacts, and mitigations should be implemented which not only absorb the additional traffic created but which improve the status quo, whenever possible. The Urban Growth Boundary is a very important part of Petaluma's vision for how it will evolve and grow. Infill should be strongly encouraged to create a good balance of housing and commercial development, including mixed use projects when they make sense. Types of housing need to be carefully balanced and to the maximum extent possible should be consistent with Petaluma's rich history and its family culture. ARRAS TECHNOLOGY AND TELECOMMUNICATIONS COMMITTEE What Special Interests/Skills/Talents would you bring to this Committee? I have developed a strong interest in the development and availability of advanced telecommunications technologies, both wired and wireless. In particular, during the past few years, I have through my own personal experience and studies as a consumer acquired a significant amount of knowledge about cable technology, both video and data, and the competitive alternatives. The current cable franchise with Comeast presents unique challenges and opportunities, all of which will make the negotiation of a new franchise a major undertaking; it is not too soon to begin preparation for that negotiation, and my knowledge and perspectives could be very helpful to the Committee when it begins to consider malting recommendations to the Council. I have kept abreast of developing technologies which could be utilized both by the new cable franchisee(s), as well as the competitors in the video and data industry, to provide the best possible cable and telecommunications services in the City of Petaluma. Additionally, although my practice is not specifically in the area of technology law or telecommunications law, I believe my perspective as an attorney will be very helpful to the committee in understanding contractual and other legal issues pertaining to current and future franchise agreements as well as other legal questions that my come up regarding technology implementation. (1993) Please state reasons why you want to become a member of this Committee, including what specific objectives you would be working toward as a member of this advisory body: I believe that the Committee has a unique opportunity to help the City Council create the best possible technological opportunities for Petaluma residents and businesses. Studying and advising the Council regarding any outstanding issues as to the City's current cable franchise will be a primary objective. Inevitably connected to the current franchise issues will be setting the table for any future cable franchise. As the Council knows from its experience with the garbage and recycling contract process, it is never too soon to prepare for and begin negotiations for future contracts as well as to identify and attract potential competitors in order to maximize the City's leverage. I believe the Committee can be instrumental in advising the Council regarding specific objectives and strategies, both by studying the history of the current franchise and by educating itself regarding positive (and negative) results obtained in other franchising jurisdictions both in and out of California. The advent of affordable consumer wireless technology brings further opportunities for the Committee to provide constrictive input for the City. The establishment of WiFi service in downtown Petaluma pursuant to the Council's authorization is exciting and the Committee should closely follow its progress and advise the Council regarding possible modifications to or expansion of that service once sufficient time has elapsed to understand how it is actually being used. The Committee also can provide valuable information and recommendations regarding the City's provision of information and services via the internet and specifically the City website. Here, the Committee can also serve a valuable role in helping this resource become more user friendly and better used by the public, which in turn should lead to more efficient use of City resources (including freeing up more time for City staff from the providing of information and services over the telephone or in person).
