Summary Statement:
Utilizing PCDC funding, this CIP project reconstructed most of the streets within the PCDC area_ The
work was divided into two construction contracts, one for the residential streets and one for the. arterial
streets. The residential street work was performed by North Bay Construction, Inc., who completed the
Street Rehabilitation Project Redevelopment Area Local/Residential Streets for a final cost of
$4,072,592.27.
North Bay Construction's original bid amount was $2,894,980.74. The original contingency balance for
construction was $290,000.00. Contract Change Orders amounted to $1,177,611.53, which represents a
28% increase over the original contract plus contingency. Funding for these change orders came from
PCDC and the Street Reconstruction Fund as represented in the Total Project Cost Summary table shown
on page three. Change order items included paving and leveling of additional streets, slurry sealing of
additional streets, and traffic signal modifications. This work was added in order to facilitate schedule and
take advantage of economies of scale.
Recommended PCDC Action/Suggested Motion:
Adopt a resolution accepting the completion of the Street Rehabilitation Project Redevelopment Area
Local/Residential Streets, Project No. C201104-1, and approving the project budget. This will allow the
City/Recording Secretary to file a Notice of Completion with Sonoma County Recorder. Administrative
Services will release the 10% retention to the contractor within 45 days after the recordation of the Notice
of Completion as noted in the contract documents.

DISCUSSION AND ACTION ADOPTING A RESOLUTION ACCEPTING COMPLETION OF THE
NORTH BAY CONSTRUCTION, INC. STREET REHABILITATION PROJECT REDEVELOPMENT
AREA LOCAL/RESIDENTIAL STREETS, PROJECT NO. C201104-1 AND APPROVING THE
PROJECT BUDGET
1. EXECUTIvE SUMMARY:
Utilizing PCDC funding, this CIP project reconstructed most of the streets within the PCDC area. The
work was divided into two construction contracts, one for the residential streets and one for the arterial
streets. The residential street work was performed by North Bay Construction, Inc., who completed the
Street Rehabilitation Project Redevelopment Area Local/Residential Streets for a final cost of
$4,072,592.27.
North Bay Construction's original bid amount was $2,894,980.74. The original contingency balance for
construction was $290,000.00. Contract Change Orders amounted to $1,177,611.53, which represents a

2. BACKGROUND:
Council directed staff to solicit bids to improve residential streets within the Redevelopment area,
following along the recommendations of the Citizens Advisory Committee. This area was
approximately bordered by Petaluma Boulevard to the west and McDowell Boulevard to the east. All
work was within the PCDC geographic boundary.
This project spanned three fiscal years (03/04, 04/05, & 05/06). Work was coordinated with Water
Resources and the former Public Facilities & Services, who added items of work affected by the paving.
This project, therefore, consisted of digout reconstruction, paving, striping, installing water services, and
installing traffic loops and their related systems. Also included was work on Edith Court installing
concrete sidewalk, curb, gutter and widening for parking.
Because of the significant deterioration of these roadways, reconstruction by performing digouts and
paving was necessary to help raise the City's Pavement Condition Index from 49 to over 71. This
resulted in the MTC recognizing the City with their Most Improved Roads Award.
The contractor has satisfactorily completed the work for a final construction cost of $4,072,592.27. The
10% retention is due and payable within 45 days after the City Clerk/Recording Secretary records the
Notice of Completion as noted in the contract documents.

3. ALTERNATIVES:
Accept the completion of the project and the project budget.
4. FINANCIAL IMPACTS:
The PCDC originally appropriated $7,000,000 for the Residential and Arterials Paving Projects in the
FY 04/05 budget and $1,398,000 in FY 04/05 midyear. Water Resources and Public Facilities &
Services committed funds to the project during the FY 05/06 FY.

5. CONCLUSION:
Following the acceptance of the project, the City Clerk/Recording Secretary will file a notice of
completion with Sonoma County Recorder and the Finance Department will release the 10% retention to
the contractor within 45 days after the recordation of the notice of completion as noted in the contract
documents.
OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:
Nearly all residential streets within the PCDC area are resurfaced and at a 70 pavement condition index
or greater. With adequate maintenance, these streets have a 10 to 15 year life as a result.
7. RECOMMENDATION:
Adopt a resolution accepting the completion of the Street Rehabilitation Project Redevelopment Area
Local/Residential Streets, Project No. C201104-1, and approving the project budget. This will allow the
City/Recording Secretary to file a Notice of Completion with Sonoma County Recorder. Administrative
Services will release the 10% retention to the contractor within 45 days after the recordation of the
Notice of Completion as noted in the contract documents.

ACCEPTING COMPLETION OF THE NORTH BAY CONSTRUCTION, INC. STREET
REHABILITATION PROJECT REDEVELOPMENT AREA LOCAL/RESIDENTIAL STREETS,
PROJECT NO. C201104-1, AND APPROVING THE PROJECT BUDGET
WHEREAS, the Petaluma Community Development Commission (PCDC) awarded the contract for the
Street Rehabilitation Project Redevelopment Area Local/Residential Streets to North Bay Construction, Inc. on
June 21, 2004; and
WHEREAS, North Bay Construction, Inc. has completed all the work at a total value of $4,072,592.27
to the satisfaction of the Director of the Public Works Department and the Public Works inspection team;
NOW, THEREFORE, BE IT RESOLVED by the Petaluma Community Development Commission
that
1) the final total construction contract of $4,072,592.27 is approved and that the City Clerk/Recording Secretary
is hereby authorized to sign the Notice of Completion.
2) Administrative Services is hereby authorized to release the ten (10%) retention to North Bay Construction,
Inc. within forty five (45) days after the recordation of the Notice of Completion provided that all stop notices
have been released.
BE IT FURTHER RESOLVED that the total project budget is authorized in the amount of $9,473,136
for project number C201104 which includes the residential/local and arterial street reconstruction projects
within the PCDC area.
