SUBJECT: Resolution Approving the Sole Source Purchase of Equipment to Upgrade
Existing Traffic Signal Control Equipment for the Transit Signal Priority Phase
III Project from Advanced Traffic Products and Authorizing the City Manager to
Execute all Documents Necessary to Purchase the Equipment
RECOMMENDATION
It is recommended that the City Council adopt a Resolution Approving the Sole Source Purchase
of Equipment to Upgrade Existing Traffic Signal Control Equipment for the Transit Signal
Priority Phase III Project from Advanced Traffic Products and Authorizing the City Manager tq
Execute all Documents Necessary to Purchase the Equipment.
BACKGROUND
On March 3, 2014, City Council approved the Transit Signal Priority Phase I Pilot Corridor
Project (TSP), and on November 21, 2016 City Council approved Phase II. The Phase I Pilot
Corridor on McDowell Blvd., from Caulfield to Old Redwood Highway, began operation in June
2016 and Phase II began operations in July 2017. No traffic problems have been reported and .
buses are generally experiencing less delay on North McDowell Boulevard, E. Washington
Street, and D Street. The Transit Signal Priority (TSP) Project generally consists of the following
elements:
Phase selector cards that interact with the traffic signal controllers inside the traffic
cabinets at each intersection, and Global Positioning System (GPS) detection equipment
on the signal mast
Communications (radio) cards, which communicate data from intersection to the Traffic
Signal Management server
The Traffic Signal Management server that hosts both the existing Traffic Signal
Management software produced by Quikmt and the new Global Traffic Technologies
(GTT) Transit Signal Priority Management and Recording Software supplied by Central
Management Software
Benefits of the project include protecting the current running time cycles of each route, by saving
each trip 2 -4 minutes that would otherwise be spent idling at red lights which helps to avoid
adding additional service hours. TSP Phase III will alleviate bus delays on Routes 24, 10, and
3/33, and will be especially helpful for buses serving the new Sonoma Marin Area Rapid Transit
station bus stop on D Street.
DISCUSSION
Phase III, which includes clusters of intersections not equipped in earlier phases, but that feature
significant Petaluma Transit bus activity, including Lakeville, Sonoma Mountain Parkway, and
Petaluma Blvd. North, will build upon the successes of Phases I and II by equipping up to 19
intersections within the project areas with new TSP equipment. The purchase from Advanced
Traffic Products (ATP) will provide the non -radio elements required to deliver Phase III of the
project, including:
Opticom Phase Selector and Interface Cards for the 19 intersections in the corridors
Signal Mast GPS Transit Signal Priority detection units and cabling to reach the 19 signal
control cabinets at intersections along the corridors
GTT Opticom equipment sold by ATP, and previously deployed across Petaluma by the
Fire Department for pre - emption during emergency response
California Public Contract Code Section 3400(c)(2) allows the City to specify a product purchase
by brand name if that brand is required to match other products in use on a particular public
improvement either completed or in the process of completion. Petaluma Municipal Code
Section 4.04.050 provides an exemption from the City's competitive bidding requirements when
the commodity can be obtained from only one vendor. The purchase of GTT Opticom TSP
equipment from the sole source vendor, ATP, is justified as follows:
Petaluma's existing GTT Opticom equipment already deployed Citywide will become
non - functioning if paired with alternative equipment. If required to bid the project and
then to switch equipment brands for the TSP Phase III Project, complete replacement of
all Petaluma's previously installed signal priority system would be required.
ATP is the exclusive local distributor of the required GTT Opticom TSP equipment, the
leader in the signal priority /preemption industry. The sole source finding will assure
compatibility of spare parts and operator training with the TSP Phase I and II projects and
other traffic signal controls equipment used by the City.
The project provides cross- departmental benefits by replacing traffic signal control equipment
without impacting the Traffic Division General Fund budget, while improving emergency
response times for the Fire Department.
The proposed action meets Council Goals: "Improve and Enhance Fiscal Stability and
Sustainability" and "Plan for and implement priority capital projects as funding permits ".
FINANCIAL IMPACTS
Transit Signal Priority Phase III is 52% funded from Metropolitan Transportation Commission
Transit Performance Incentive funds, 30% from the Transportation Fund for Clean Air funds

programmed through Sonoma County Transportation Authority, and 18% from a local match
provided by traffic impact fees as approved in the FY 17/18 CIP Budget. There are no impacts to
the Street or General Fund budgets.

RESOLUTION APPROVING THE SOLE SOURCE PURCHASE OF EQUIPMENT TO
UPGRADE EXISTING TRAFFIC SIGNAL CONTROL EQUIPMENT FOR THE
TRANSIT SIGNAL PRIORITY PHASE III PROJECT FROM ADVANCED TRAFFIC
PRODUCTS AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL
DOCUMENTS NECESSARY TO PURCHASE THE EQUIPMENT
WHEREAS, the Metropolitan Transportation Commission (MTC), the Bay Area's Metropolitan
Planning Organization, has established a regional funding emphasis on projects that optimize the
efficiency of existing infrastructure, such as freeway and arterial signal coordination projects,
and projects that maximize limited transit operating funding; and
WHEREAS, Petaluma's Transit Signal Priority Project (TSP) is a project that meets MTC's
emphasis on maximizing the effectiveness of existing transportation infrastructure; and has the
dual - benefit of the establishment of low- priority signal preference for Petaluma Transit fixed
route buses, while upgrading and replacing vital TSP signal hardware utilized by the Petaluma
Fire Department and the City's Traffic Engineering Division; and
WHEREAS, Phase I and II of the TSP have been successfully implemented on 24 intersections
on North McDowell Blvd., East Washington and D Streets, and intersections on Lakeville St.,
Sonoma Mountain Parkway, and Petaluma Blvd. have been established as the next priority; and
WHEREAS, the Petaluma TSP Project Phase III will be funded by several sources, including
City Traffic Impact Fees, MTC's Transit Performance Incentive funds, and Transportation Fund
for Clean Air (TFCA) funding as established in the City's FY 17/18 CIP budget; and
WHEREAS, a "sole source" procurement is necessary to assure that the new equipment works
seamlessly with the existing Global Traffic Technologies (GTT) equipment currently installed
throughout Petaluma, including compatibility and uninterrupted reliability of emergency
response pre - emption at intersections along the TSP Phases 1 and 2 on McDowell Blvd. and E.
Washington and D Streets; and
WHEREAS, the sole source finding is justified because the vendor, Advanced Traffic Products,
is the exclusive local distributor of the required GTT Opticom TSP equipment and its use is
necessary to assure compatibility of spare parts and training for operation and maintenance of the
TSP equipment throughout the City; and
WHEREAS, the Project is exempt from the requirements of the California Environmental
Quality Act ( "CEQA ") pursuant to section 15275(a) of the CEQA Guidelines, as it will increase
existing City passenger bus services by improving bus travel time and reducing greenhouse gas
emissions.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma:
1. Makes the necessary sole source finding for the purchase of the subject equipment from
Advanced Traffic Products to assure compatibility of the equipment, training, and spare
parts with existing equipment utilized throughout the City, in accordance with California

Public Contract Code Section 3400(c)(2) and Petaluma Municipal Code Section
4.04.050.

2. Authorizes the City Manager to execute all documents necessary to purchase the
equipment for the Transit Signal Priority Pilot Corridor, in a total amount not to exceed
$116,551 from Advanced Traffic Products.
