HomeMy WebLinkAboutStaff Report 3.C 09/18/2017DATE: September 18, 2017 Agenda Item #3.0 TO: Honorable Mayor and Members of the City Council through City Manager FROM: Sue Castellucci, Housing Administrato SUBJECT: Resolution Reallocating FY 17 -18 Budget Funds from the Boys and Girls Club of Marin and Southern Sonoma County to the Boys and Girls Club of Central Sonoma County to be Used for Services and Programs at Three Affordable Housing Sites and Authorizing the City Manager to Execute all Necessary Documents RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Reallocating FY 17 -18 Budget Funds from the Boys and Girls Club of Marin and Southern Sonoma County to the Boys and Girls Club of Central Sonoma County to be Used for Services and Programs at Three Affordable Housing Sites and Authorizing the City Manager to Execute all Necessary Documents. BACKGROUND In 1998, the Boys & Girls Clubs (B &G) expanded their programs and services at the affordable housing property, Round Walk Village. This was a result of a Department of Justice (DOJ) grant supported by the City's Chief of Police, the Executive Director of the B &G Club and facilitated by Congresswoman Lynn Woolsey. The on -site club (one of the first of its kind in the country) was opened with much publicity and no City funding. The program was extremely successful and the B &G Club expanded to a second and third complex with another DOI grant and support from the community. In 2001, the B &G Club required financial assistance to operate the three clubs as the DOJ funding was only to be used for start-up activities and not long -term operating costs. The City of Petaluma began allocating funds that provide supportive services to affordable housing complexes. This program is successful in that it provides a place for youth activities while supporting the development of character, leadership and life skills. In order for an affordable housing development to thrive, supportive services need to be provided to the low income families. DISCUSSION Annually, the Housing Division sends out a public notice for Requests for.Proposals for programs and /or projects that will utilize funds to implement and address the City Council Housing program goals. Due to the loss of redevelopment, the City has limited funding options to offer to the nonprofits who provide vital services and programs to the low income households in Petaluma. Funding for the B &G Club of Marin and Southern Sonoma County has been decreasing over the last five years. In conversations with the Executive Director of the Club, it was conveyed that fiscal year 2017 -2018 will be the last year that the nonprofit will receive funding. There were two proposals in their funding application. One was for rehabilitation of the main club to increase square footage to meet the capacity of transferring the youth at the affordable housing clubs to the main club. The second proposal was for funding the programs at three of the affordable housing sites as two of the affordable housing clubs have been closed. The Old Elm Village club was closed at the end of FY 2016 -2017 and the Washington Creek club was merged with the club at McKinley School in 2015 -2016. In conversations with the staff at the B & G Club at the time the proposals were submitted, it was agreed that the funds would go toward rehabbing the club to increase capacity to serve additional youth currently being served by the clubhouses at our affordable housing properties. . Currently there are 150 youth, who live in the affordable housing developments, being served by the Boys & Girls Club. In July, Subrecipient Agreements were sent out to all nonprofits. Staff was contacted by a representative from the B & G Club of Central Sonoma County (BGCCSC) informing the City that the BGCCSC had officially taken over the programs and services of the Petaluma club to serve the youth in Petaluma. The BGCCSC interviewed and offered employment to almost all of the employees of the Petaluma organization. They requested a change in their scope of work so as to be able to utilize the funds allocated from the City of Petaluma for program services to keep the remaining affordable housing clubs open through FY 2017 -2018. If funds are not allocated to BGCCSC, the remaining three affordable housing clubs will close and the main club at Lucchesi Park may also close. A subrecipient agreement will need to be executed between the Boys & Girls Club of Central Sonoma County and the City of Petaluma in order to allow the change in use of funding. FINANCIAL IMPACTS $80,000 was committed to the Boys & Girls Club in the FY 2017 -2018 budget. These funds are to be used for affordable housing opportunities and are outside the General Fund. Resolution 2 ATTACHMENT ENT # 1 RESOLUTION REALLOCATING FY 17 -18 BUDGET FUNDS FROM THE BOYS & GIRLS CLUB OF MARIN AND SOUTHERN SONOMA COUNTY TO THE BOYS & GIRLS CLUB OF CENTRAL SONOMA COUNTY TO BE USED FOR SERVICES AND PROGRAMS AT FOUR AFFORDABLE HOUSING SITES, AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS WHEREAS, the City Council of the City of Petaluma has developed housing goals to address the broad range of needs within the community; and WHEREAS, Requests for Proposals are distributed annually requesting submissions of programs and projects to implement affordable housing projects and programs which address City Council goals; and WHEREAS, the City budget was adopted on June 5, 2017 which included the appropriations for affordable housing programs and projects as specified in Ordinance No. 2610 N.C.S, and WHEREAS, funds were allocated to the Boys & Girls Club of Marin and Southern Sonoma County to rehabilitate the main club at Lucchesi Park; and WHEREAS, in August of this year, the programs and services for the Petaluma club are officially being operated by the Boys & Girls Club of Central Sonoma County (BGCCSC); and WHEREAS, to keep the services and programs at the three affordable housing complexes, it is being requested that the funds allocated to the Boys & Girls Club of Marin and Southern Sonoma County for Fiscal Year 2017 -2018 for rehabilitation be re- allocated to services and programs to the Boys & Girls Club of Central Sonoma County. NOW, THEREFORE, BE IT RESOLVED by the City of Petaluma City Council that FY 2017 -2018 funding for the Boys & Girls Club of Marin and Southern Sonoma County be reallocated to the Boys & Girls Club of Central Sonoma County to be used for services and programs to serve the youth of Petaluma at the three affordable housing sites, and directs and authorizes the City Manager to execute a subrecipient agreement and related documents to implement this program. 3
