HomeMy WebLinkAboutStaff Report 2.B 01/03/2011DATE: TO: FROM: SUBJECT: January 3, 2011 Honorable Mayor and Members of the City Council through �City Manager Paniela Tuft — Interim Director, Water Resources & Conservat 1� Resolution Approving Award of Contract for the I O'h Street Water and Sewer Main Replacement Project RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Approving the Award of Contract for the 10`' Street Water and Sewer Main Replacement Project. BACKGROUND To maintain and improve the condition of the City's water and wastewater systems, the Department of Water Resources and Conservation annually replaces or rehabilitates deteriorating water and sanitary sewer mains throughout the City. The 10`h Street Water and Sewer Main Replacement Project will replace approximately 225 feet of undersized 1 % -inch water main with a new 6 -inch water main, new water services and fire hydrant, and remove and replace approximately 250 feet of old and deteriorated 6 -inch vitrified clay pipe (VCP) sewer main with a new 6 -inch sewer main. The project will also resurface the existing street. This project has evolved over time from a sewer rehabilitation project to a water and sewer main replacement with a full roadway resurfacing. This has required the project to reset its goals and timelines on a number of occasions over the course of its design. This project will improve service, reduce maintenance costs and significantly reduce inflow and infiltration. The project location is shown on Attachment 2. DISCUSSION The Notice Inviting Bids was issued on December 2, 2010. Argonaut Constructors has performed similar projects for the City of Santa Rosa and the County of Sonoma. Staff verified that Argonaut Constructors possesses a valid Class A California Contractor's License, license number 171432, which expires on 12/31/2011, that qualifies Argonaut Constructors to perforin the work. Construction is scheduled to begin in May 2011 and be completed in June 2011. FINANCIAL IMPACTS The FY 10-11 approved Wastewater Fund budget for the project (C66401003) is $367,000. The contract with Argonaut Constructors is a Not -to -Exceed construction contract for $138,333. A portion of the project includes replacement of the existing 6 -inch water main. The Wastewater Fund will be reimbursed by the Water Fund for the cost of this work, approximately $70,000, which is based on bid item prices. Also, a portion of the project includes street resurfacing. The Wastewater Fund will be reimbursed by the Public Works CIP Fund for their proportionate share of the street resurfacing costs, which is approximately $11,000, based on bid item prices. The costs to be reimbursed from Water and Public Works will be determined at the project close when all costs are accounted for. ATTACHMENTS 1. Resolution 2. Location Map 2 Attachment 1 RESOLUTION APPROVING AWARD OF CONTRACT FOR THE 10TH STREET WATER AND SEWER MAIN REPLACEMENT PROJECT CITY PROJECT NUMBER C66401003 WHEREAS, City staff has prepared construction bid documents and advertised for construction of this Project; and WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the Project; and WHEREAS, the project was bid on December 2, 2010, and twelve (12) bids were received and opened on December 21, 2010 in accordance with applicable law; and WHEREAS, the lowest bid for the Project was submitted by Argonaut Constructors (Argonaut) from Santa Rosa, CA for $138,333; and WHEREAS, staff has determined that Argonaut's bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified that Argonaut possesses a valid California Contractor's License, Class A, number 171432 that qualifies Argonaut to perform the Project; and WHEREAS, the Project is categorically exempt pursuant to California Environmental Quality Act ("CEQA") and Title 14, the California Code of Regulations ("CEQA Guidelines"), Section 15302, because the project consists of replacement of existing water and wastewater utility systems involving negligible or no expansion of capacity. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby: 1. In accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, waives any and all non- conformance in the bid of Argonaut for the 10`x' Street Water and Sewer Main Replacement, Project No. C66401003, finds the bid of $138,333 to be the lowest, responsive bid and further finds that Argonaut is the lowest responsible bidder. 2. Awards the contract for the 10`x' Street Water and Sewer Main Replacement, Project No. C66401003 to Argonaut, in the amount of $138,333, the amount of the lowest responsive bid, conditioned on Argonaut's timely executing the project contract and submitting all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 3. Directs staff to issue a notice of award to Argonaut. 4. Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma upon timely submission by Argonaut of the signed project contract and all other required document, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents.
