Adjustments, and Authorizing the City Manager to Execute all Grant Related
Documents.

It is recommended the City Council adopt the attached Resolution Accepting a Traffic Safety
Grant from the California Office of Traffic Safety to Continue Impaired Driving Enforcement
and Education Efforts, Authorizing Inclusion of the Grant Award in 2010-2011 Budget
Adjustments, and Authorizing the City Manager to Execute all Grant Related Documents.
BACKGROUND
Since the late 198Ws, the City of Petaluma has been actively receiving traffic safety grant
funding from the California Office of Traffic Safety (OTS) through the National Highway
Traffic Safety Administration (NHTSA). Grant funding applied for and received by the Police
Department from OTS since that time is approximately $3,000,000. A majority of the traffic
safety grant funding has been received to combat fatal and injury traffic collisions caused by
impaired drivers. DUI enforcement and education remains a high priority for the Police
Department and continued grant funding with declining general fund revenues insures these vital
public safety efforts will continue.

This project will fund a part-time limited term DUI project specialist at no cost to the City. This
project will also fund overtime for enforcement and education efforts including DUI/DL
checkpoints, DUI roving patrols, DUI warrant service operations, stakeouts of habitual and
repeat DUI offenders, court stings, and minor equipment to support the planned operations.
Funding from this grant award began October 1, 2010 and continues through September 30,
2011. The grant is $200,000 and requires no local match.

The Traffic Safety Program is vital to the Police Department's mission towards public safety.
Impaired driving fatal, injury, and property damage collisions create a serious risk to the safety
of the citizens of Petaluma. Dedicated enforcement and education efforts would not be possible
without this grant funding. Among the performance measures included in the grant award are
the following:
1. To reduce the number of persons killed or injured in traffic collisions.
2. To reduce the number of persons killed or injured in alcohol -involved collisions.
3. To reduce the number of motorcyclists killed or injured in traffic collisions.
4. To reduce the number of motorcyclists killed or injured in alcohol -involved traffic
collisions.
5. To reduce hit & run fatal collisions.
6. To reduce nighttime (2100 — 0259 hours) fatal or injury collisions.
FINANCIAL IMPACT:
This grant requires the City of Petaluma to hire a part-time limited term DUI project specialist.
The Police Department has allocated $57,000 in the grant to fluid the project specialist's salary
and required benefits. The remaining funds from the grant will be utilized to pay the overtime
costs associated with setting up and running the DUI related projects previously stated. There
are no additional costs to the City beyond those included in the grant. The acceptance of this
grant will not require any matching funds, thus the program is fully grant funded. A budget
adjustment is necessary to properly account for the grant award, and will be included in
subsequent 2010-2011 budget adjustment action.

WHEREAS, the City of Petaluma Police Department has applied for and been awarded a
$200,000 traffic safety grant from the California Office of Traffic Safety; and
WHEREAS, the grant funds will be used for impaired driving enforcement and education efforts
by the City of Petaluma Police Department through September 30, 2011; and
WHEREAS, the Police Department will also use grant funds to hire a pari -time limited tern
civilian DUI Project Specialist to meet the goals and objectives of the grant; and
WHEREAS, the Petaluma City Council recognizes the serious impact of impaired driving on the
citizens of Petaluma and the need for continued enforcement and education to insure public
safety; and
WHEREAS, this grant award does not require any matching funds from the City of Petaluma.
NOW, THE, BE IT RESOLVED THAT THE CITY COUNCIL HEREBY
(1) Authorizes the City Manager to accept the $200,000 traffic safety grant from the
California Office of Traffic Safety to continue impaired driving enforcement and
education efforts in the City of Petaluma and execute any necessary grant documents; and
authorizes the inclusion of the grant award and necessary budget adjustment in FY 10-11
budget amendment ordinance.
