City Manager Brown announced that the Five -Year General Fund Fiscal Sustainability Study Presentation would be pulled from the agenda and rescheduled. 10 PRESENTATION 11 12 - This item was removed from the 13 agenda and will be rescheduled for a later date. 14 15 REPORT OUT OF CLOSED SESSION (Actions Taken) 16 17 City Attorney Danly reported that in accordance with Government Code §54957.1, which is the 18 reporting out provision of the Brown Act, that the Council has given legal staff direction to 19 initiate or to join in an action and that the defendants, the action and other particulars shall be, 20 once commenced, disclosed to any person upon inquiry unless doing so would jeopardize the 21 City's ability to effectuate service of process on one or more unserved parties or jeopardize its 22 ability to conclude existing settlement negotiations to its advantage. 23 24 PUBLIC COMMENT 25 26 Katherine Bobrowski, Petaluma, spoke about gang members trespassing on her home site 27 property. 28 29 Wendy Thomas, Petaluma Coalition to Prevent Alcohol, Tobacco and Other Drugs, 30 Petaluma, read a letter aiming to reduce alcohol-related crime and violence. 31 32 Joan Cooper, Friends of Shollenberger Park, Petaluma and Sheri Chlebowski representing Moms 33 for Clean Air, Petaluma, thanked the Council for their continued support of everyone's favorite 34 park and expressed disappointment that the Sonoma County Board of Supervisors voted to build 35 an asphalt plant close to the park. 36 37 Gloria McAllister, Petaluma, said that in 20 years of living here she has experienced special 38 people and events. She has not been sitting on the sidelines and is passionate about the city as 39 a whole. She was offended by the abusive and disrespectful treatment of Latinos. 40 41 Holly Jaramillo, Sonoma County Latino Democratic Club, Petaluma, raised concerns about a 42 racist political mailer in the second district supervisor race. She believed the mailer does harm to 43 the immigrant community as it depicts people as illegals, an important first step in dehumanizing 44 and demonizing people. Second, it depicts immigrants as criminals and murderers and links a 45 fearful reaction to a candidate. As such, a county organization was created to respond to 46 racist and hate speech and actions. 47 48 Carl Patrick, Racial Justice Allies, Petaluma, stated that he has lived in Petaluma for 23 years, 49 and spoke about the offensive mailer. He did not feel it was a partisan issue. He is a son of 50 immigrants and said that when his ancestors came over less than 100 years ago they were 51 called names and could only find the worst possible jobs. He has lived in Petaluma for over 25 years and never seen something like this before. He thought the mailers were scapegoating and inflammatory and hurt people. He stated that he was disheartened by politics in this past election. Wayne Clarke, Petaluma, spoke about the Press Democrat's December 13th Guest Opinion Article entitled "Right Vote, Right Time" by Cynthia Murray. He posed questions to Ms. Murray and stated that the article was a "piece of fiction writing." Jerry Price, Petaluma, thanked the City Council for their steadfast and unanimous efforts to resist the Dutra asphalt plant. Israel Escudero, Petaluma, thanked Mayor Torliatt for her support for the Latino community. Abraham Solar, Director of Hispanic Ministry, Petaluma, stated that the Hispanic community wants to work with the City Council. He stated that the anti -immigration environment nationally is awful and Hispanic families in Petaluma are suffering. Marjorie Helm, Petaluma, expressed appreciation for the entire council, in particular Mayor Torliatt. She acknowledged the 18 years of service Mayor Torliatt has given to our City have been characterized by integrity, concern for the environment and care for all members of the community. Richard Brawn, Petaluma, asked if there was a difference between a budget and a spending plan. He said that in a budget, expenses should not be more than the revenue. He further discussed road repair.
