Summary Statement: At their February 5, 2009 meeting; the Petaluma Airport Commission recommended application to the Federal Aviation Administration (FAA) for its Airport Improvement Program (AIP) 19 Grant. On February 23, 2009, the City Council approved application for, and acceptance of, Part A and Part B of AIP 19 grant funding in the amount of $187,625. Upon FAA approval of the application, the California Department of Transportation (Caltrans) Division of Aeronautics offers a 2.5% match to the grant. The FAA has provided the City of Petaluma with the grant offer, which has been accepted. This resolution is for approval to apply for the State match. Attachments to Aeenda Packet Item: 1. RECOMMENDATION: Approve application to the California Department of Transportation (Caltrans) Division of Aeronautics for a 2.5% grant match to FAA approved AIP 19 grant, and authorize City Manager to execute the agreement and accept the funds. 2. BACKGROUND: Every year, the FAA provides matching entitlement grants to general aviation airports as part of their Airport Improvement Program. To augment recipients' local AIP match, Caltrans Division of Aeronautics offers a 2.5% match, once the FAA has approved the AIP application. This resolution approves application to the State for these matching funds. 3. DISCUSSION: At its February 5, 2009 meeting, the Petaluma Airport Commission recommended using this year's AIP 19 grant funding to install an Automated Weather Observation System (AWOS). The Commission has identified AWOS as an integral element in its marketing plan in order to attract additional aviation traffic to the Airport. AWOS provides enhanced safety to pilots making instrument approaches during marginal weather conditions, and can be accessed from the air or by phone. 4. FINANCIAL IMPACTS: Application for the 2.5% State match will reduce the Airport's local match by $4,503. The remaining local portion for the installation will be included in the Airport's FY 09/10 budget. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma: 1. Approves filing an application to the California Department of Transportation Division of Aeronautics for a 2.5% match to FAA approved AIP 19 grant in the amount of $4,503; and 2. Authorizes the City Manager to accept the allocation of matching State funds for FAA AIP 19, and to execute the grant agreement on behalf of the City of Petaluma.
