Car Show and Cruise event. Summary Statement: Cruising the Boulevard, Inc. is proposing to have a car show and cruise on Saturday, May 16, 2009. They are requesting street closures for the purpose of the car show, live music and a cruise. The event is scheduled to start at 9:00 AM and end at 9:00 PM (12 hours). Road closures will take effect starting at 8:00 AM until 9:30 PM. Road closures will include: Water Street, Petaluma Blvd North (between B Street and Washington), Western Avenue (between Petaluma Blvd and Keller Street), 41h/Kentucky Street (between B Street and Washington), American Alley, and A Street parking lot. Car Show and Cruise Set for May 16, 2009. 1. RECOMMENDATION: Adopt the Resolution authorizing the street closures to facilitate the Cruising the Boulevard, Inc. Car Show and Cruise event. 2. BACKGROUND: Cruising the Boulevard, Inc. is sponsoring their 4th Annual Petaluma's "Salute to American Graffiti" on May 14, 15 and 16, 2009. This Agenda Report is for the events occurring on Saturday, May 16. The other events do not require road closures or City Council action. The May 16 event is scheduled to start at 9:00 AM and end at 9:00 PM (12 hours). Road closures will take effect starting at 8:00 AM until 9:30 PM. Road closures will include: Water Street, Petaluma Blvd. North (between B Street and Washington), Western Avenue (between Petaluma Blvd and Keller Street), 41h/Kentucky Street (between B Street and Washington), American Alley, and A Street parking lot. The event will include a classic car show from 9:00 AM to 3:30 PM, then followed by live music, 50's street dancing and a car cruise through Petaluma. Some vendors will also be present. There were no significant problems or complaints from the previous three years' events. Additionally, last year's events did involve the closure of Petaluma Blvd., Water Street, or the increased closure time of 4`h/Kentucky Street, Western Avenue, American Alley, and A Street parking lot. The previous events had street closures from approximately 3:00 PM to 9:30 PM. 3. DISCUSSION: Cruising the Boulevard, Inc. is sponsoring this event to help raise money for local community-based organizations, to attract tourists to Downtown Petaluma and to display classic show cars. The applicant estimates that approximately 20,000 people will attend the event and no more than 300 classic vehicles will participate in the car show and cruise. The applicant will have to abide by all local ordinances and laws related to this event. The applicant has provided a Certificate of Liability Insurance. This event will be fully staffed with Cruising the Boulevard, Inc. personnel and volunteers. The applicant will have monitors at B and Fourth Street, Western and Kentucky Street and Water Street to monitor for car show and cruise entrants only. The monitors will make sure that only vehicles that have permits from the event sponsor are allowed in and that all special event rules and conditions are being followed. All vehicles that have obtained permission to enter the event will be given instructions and a cruise route map. The applicant will complete advanced and proper notification of all affected businesses and residences in the neighboring and closed areas. Cruising the Boulevard, Inc., has already walked the affected areas, explained the event and obtained signatures from business owners/tenants supporting the event. The Petaluma Downtown Association supports the event and has sent communications to all of its members. Further notification will be done by newspaper press releases and a mailed postcard to the downtown area addressing the times and street closures of the event. N The police department will have officers working traffic control and providing police services during the event. Traffic flows will be monitored to prevent congestion and to facilitate any emergency traffic. Visible detour signs will be in place and detour routes will be in place to accommodate the flow of traffic. Police personnel will be available to assist with the needs of any merchants or residents that have to enter the closed areas for deliveries or other reasonable purposes. The police department will address all public transit detours and notifications that may be affected by this event. If approved, the Cruising the Boulevard, Inc. Car Show and Cruise event will take place with as minimal impact as possible to businesses and vehicular traffic in the area. The police department will conduct a review of the event after it occurs. Alternatives would include limiting the applicant's special event to the previous first two years' road closures and events or do not approve the street closures and discontinue the event. In order for the Cruising the Boulevard, Inc. Car Show and Cruise event to take place as requested and planned by the applicant, it is necessary that street closures take place as listed. To insure a safe and orderly operation of the event, vendors and car show entrants will be monitored by event organizers. The police department will assume responsibility for street closures, traffic and crowd control. 4. FINANCIAL IMPACTS: This event is estimated to cost the City $ 10,810.45. This includes $1,816.93 for Public Works; including personnel costs and time for sign and barricade use. This further includes $8,733.52 for one police sergeant and eight officers to provide traffic control and police services for the event. The applicant will pay for the Special Event Permit and shall reimburse the City for the above costs. The applicant has been coordinating with the Petaluma Downtown Association to address any impact to businesses during this event. This event will further promote Petaluma as a popular destination point for tourists and local residents. The applicant has suggested that any impact should be off -set by the increase in people attracted to the event. These include an increase in hotel/motel occupancy, any increase of foot traffic for our downtown merchants and an increase in dining at the businesses affected by the street closures. 3 A�4eti(het�% Resolution No. N.C.S. of the City of Petaluma, California Resolution Approving Cruising the Boulevard, Inc. WHEREAS, Cruising the Boulevard, Inc. is sponsoring their 01 Annual Petaluma's "Salute to American Graffiti" on May 16, 2009; and WHEREAS, Cruising the Boulevard, Inc. is sponsoring their 4th Annual Petaluma's "Salute to American Graffiti" and have coordinated the details of the car show and cruise with the Petaluma Police Department; and WHEREAS, Cruising the Boulevard, Inc. will be the authorized sponsor of the special event including the authorization of street vendors and live music and dance within the special event perimeter; and NOW, THEREFORE, BE IT RESOLVED that the police department is authorized to close certain downtown streets between the hours 8:00 AM and 9:30 PM on Saturday, May 16, 2009 for the purpose of conducting a car show, car cruise and live music per the identified locations on the attached map in the Special Event Application. First Amendment Events includes marches and assemblies to support/protest gover nrent policies or decisions, or to express religious or political beliefs. To request a waiver you must first determine whether your group can afford insurance coverage. Check with a licensed insurance agent to determine the cost of purchasing insurance for your event.
