FOR CONSIDERATION OF APPLICANTS AND POSSIBLE APPOINTMENTS TO CITY BOARDS, COMMISSIONS, AND COMMITTEES EXECUTIVE SUMMARY: Vacancies exist for unexpired terms on several City Boards, Commissions, and Committees. 2. BACKGROUND: Notices of vacancies were published in the Petaluma Argus -Courier on February 26 and March 5, 2009 and on the City's Web Site. The attached "Get Involved" flyer was distributed at City Hall, the Petaluma Community Center, the Petaluma Library, and the Petaluma Campus of Santa Rosa Junior College. Petaluma Community Access (PCA) ran an announcement of the openings as well. The deadline for applications was Monday, March 9, 2008 at 5:00 p.m. 3. ALTERNATIVES: Council could decline to make appointments at this time, direct staff to place additional advertisements seeking applicants, and reschedule the appointments for a later Council Meeting. 4. RECOMMENDATION: Appoint interested citizens to fill vacancies on the City's Boards, Commissions, and Committees. A minimum of one year residency within the City limits is required, with limited exceptions. Applications are available in Adobe Acrobat pdf format at the City's Web site, cityofpetalumo.net, or you may request an application by calling the City Clerk's Office at telephone 707.778.4360, fax 707.778.4554 or by e-mail at cityclerk@ci.petalumo.ca.us. Deadline for receipt of applications in the City Clerk's Office is 5:00 p.m., Monday, March 9. I'm interested in serving on the city's Technology & Telecommunications Advisory Committee because I believe, like many, that these solutions lic in embracing emerging technologies and growth industries like green/ clean tech. There are still a ridiculous number of vacant office buildings throughout. the city. Petaluma, once a hub for the telecommunications industry, has a huge opportunity to once again be a center for technology, a North .bay Silicon Valley, by attracting tech companies back to Petaluma - most notably green and clean tech industries. But we also need to take inventory of quality of life amenities and services that will make Petaluma more attractive for companies to relocate here; for the tech community to live and work here. We have an opportunity* to model how open source and emergent web technologies can help forge new partnerships between the City and the residents of Petaluma. Tbrough the ntegration and use of Web 2.0 tools, we can foster a more open exchange of information, greater public participation, and greater transparency and oversight. These tools can help the city operate more efficiently and cost effectively at a time when it is most essential to do the same or more with less. Tighter city operating budgets can benefit greatly from the wealth of residents trained to self organize, be prepared, and support each other and our first responders in times of emergency. Localized CERT and N LRT efforts have prepared dozens of Petaluunans to assume a leadership role in their neighborhoods to help first responders in the greatest time of need. This includes a rise in licensed amateur radio operators, serving at the neighborhood level and supporting Sonoma County's Auxiliary Communications Service as liaisons between our local LCC and the County. Should 1 be fortunate enough to be selected to join the city's T&T Advisory Committee, my immediate goals and objectives would include, but not be limited to: Recommending Web 2.0 tools (based on my professional experience) that Tim Williamson and city staff can integrate with the City website — to foster greater transparency between the city and residents of Petaluma, encourage greater public participation and an increased, open exchange of information - including crowdsourcing, citizen data collection, data visualization and data mashup projects (see the cool stuff that seattle.gov has been doing). The Web 2.0 toolkit and conversational marketing efforts can also be put to use to broaden the number of points of contact, information, and engagement between city business, agencies, and potential visitors to Petaluma—potentially increasing tourism revenues. 8% Research, strategize and make recommendations about tech companies and industries we could/should be recruiting to lay roots in Petaluma, in order to increase revenues. Additionally, make recommendations about quality of life amenities and services that will help make the tech community want to live and work here. I've already begun doing research among my peers and colleagues in the tech industry to identify the ideal scope of these amenities and services, and will help prioritize recommendations to the City Council based on what we can get done most immediately. Identify green/clean tech growth industries that Petaluma can build relationships with, and identify opportunities for green job development and training. The path to living more sustainably AND prosperously runs though clean tech and a green collar economy. We have a huge opportunity to serve as the hub for renewables in the North Bay and beyond — and as a model for programs that train and put people to work in new green tech jobs. Encourage the proliferation of localized, grassroots efforts made by our CERT, NERT and amateur radio communities to serve as support for Petaluma's first responders and EOC during emergencies.
