Recommendation: It is recommended that the City Council take the following action: Adopt a Resolution
Approving the Position Allocation of Utility Service Worker I — Limited -Term in the Water Resources and
Conservation Department which will create two limited -term positions.

Summary Statement:
The Water Resources and Conservation Department has specific project work to replace water meters which is
scheduled and planned to be performed in fiscal year 2009/2010. The funds for the project have been budgeted
and the work can be performed by the position of Utility Service Worker 1. The work is short-term, limited,
project specific, with limited funding. The City has qualified maintenance personnel positioned and scheduled
for layoff. The City wishes to create two (2) limited -term positions of Utility Service Worker I for the period
July 22, 2009 to February 21, 2010 to perform the project work and appoint qualified maintenance personnel
positioned for layoff to the positions for a limited term.

ADOPTION OF A RESOLUTION APPROVING THE POSITION ALLOCATION OF UTILITY
SERVICE WORKER I — LIMITED -TERM IN THE WATER RESOURCES AND CONSERVATION
DEPARTMENT
1. RECOMMENDATION:
Adopt a Resolution Approving the Position Allocation of Utility Service Worker I — Limited -Term in
the Water Resources and Conservation Department which will create two limited -term positions.
2. BACKGROUND: The City currently issues bi-monthly water bills based on water meters which are
manually read every 60 days. This project includes replacement of the City's manual read water meters
with new automatic read water meters which are fitted with radio transmitting devices that allow the
meters to be read remotely. Automatic Read Meters (AMR) technology offers many benefits, including
support of monthly billing, timely identification of leaks, which reduces costs for adjustments and
unused water, improved accuracy, which reduces the number of re -reads and work orders, lower labor
costs, improved customer service and satisfaction, improved worker safety, and is unobtrusive to the
customer. Approximately 1,200 of the City's 19,000 meters are AMR, mostly because they have been
required in new developments. This project will replace older in service meters with AMR.
3. DISCUSSION; The AMR project is number C67500903 in the approved Capital Improvement Budget
(CIP) for the Water Utility. This project provides two temporary positions to install the AMR meters.
4. FINANCIAL IMPACT: Funding for the two temporary positions is in the utility operating budget
($65,000) and the CIP budget ($50,000). The labor for this project is anticipated to total $70,000.

RESOLUTION APPROVING THE POSITION ALLOCATION OF
UTILITY SERVICE WORKER I — LIMITED -TERM IN THE
WATER RESOURCES AND CONSERVATION DEPARTMENT
WHEREAS, the Water Resources and Conservation Department has specific project
work to replace water meters which is scheduled and planned to be performed in fiscal year
2009/2010; and
WHEREAS, funds for the said project work is budgeted in account code 6700-67700-
51210 and C67500903 and allocated and the work can be performed by the position of Utility
Service Worker 1; and
WHEREAS, the work is short-term, limited, project specific, with limited funding; and
WHEREAS, the City has qualified maintenance personnel positioned and scheduled for
layoff; and
WHEREAS, the City wishes to create two (2) limited -term positions of Utility Service
Worker I for a period of up to six (6) months to perform the project work; and
WHEREAS, the City wishes to appoint qualified maintenance personnel positioned for
layoff to the positions for a limited term; and
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve
the position allocation of two six (6) month limited -term positions of Utility Service Worker I in
the Water Resources and Conservation Department.
