Adoption (Second Reading) of an Ordinance Amending Chapter 25 Entitled "Amendments" of the Implementing Zoning Ordinance, Ordinance No. 2300 N.C.S., to Clarify the Review of Proposed Zoning Amendments by the Planning Commission. Dear Mayor and Council members When we will be able to comment on the environmental impacts of development at the project site (noise, traffic, water, air quality, flooding, and more) that were not analyzed in the EIR certified for the City of Petaluma 2025 General Plan as we were told at all the Planning Commission & City Council General Plan hearings and could not comment on until the project specific EIR was done? We submitted written comments anyway and the General Plan FEIR contains pages of response to comments that merely say "Project specific comments relating to the DSL site ... comment noted." It also says "Separate CEQA review processes will be completed for future developments within the planning area that require City approvals. Therefore, unreported hazardous materials will be identified and remediated during individual project planning and permitting." We understand the City is reviewing the proposed project but do not feel our concerns are being considered during this process. The General Plan says the traffic will deteriorate where we live from LOS A or B to LOS E or F and cannot be mitigated because of the Downtown area. The traffic impacts are based on the Rainier project being built. What will the LOS be if the city allows the project to be constructed without the Rainier Project? Also the impacts of air quality etc is of major concern to us. Is this something I could say at public comment??? Thank you, Diane Reilly Torres, Mary Glardon and many other neighbors.
