CALL TO ORDER - EVENING SESSION - 6:00 P.M. A. Roll Call Present: Teresa Barrett; David Glass; Mike Healy; Tiffany Renee; Pamela Torliatt Absent: Mike Harris; David Rabbitt B. Pledge of Allegiance C. Moment of Silence AGENDA CHANGES AND DELETIONS- Changes to current agenda only None. PUBLIC COMMENT David Bellar, Petaluma, told Council, "There is really no reason for us as citizens to surrender our birthright to control our own funds." He suggested watching a program entitled, "Masters of Money." David Rabbitt joined the meeting at 6:07 p.m. Zen Destiny, Petaluma, asked why are AIG and GM "wards of the state." He thinks President Obama is "sticking it to our kids." Katherine Bobrowski, Petaluma, told Council they have the authority to investigate mobile home parks that are not obeying the law. She says there are never police patrols through the park. She thinks the Police don't want to "ticket or arrest their friends." Dave Millar, Petaluma, described himself as a full-time investigator of crimes against children. He said he has been studying secret societies since President Kennedy was assassinated and says they have been part of our government for many years. Vol. XX, Page 2 June 8, 2009 1 Peter Tscherneff, Petaluma, suggested the City grow a big marijuana garden adjacent to City 2 Hall to "solve the City's budget problems." 3 4 1. BUDGET REVIEW 5 6 A. Discussion of Draft Fiscal Year 2009-10 City of Petaluma Budget. City Manager Brown 10 Mayor Torliatt 11 12 Public Comment 13 14 Tom Birdsall, Sheraton Hotel and Member, Petaluma Lodging Coalition, said the 15 coalition have offered to assist the City Manager with projecting TOT revenues. 16 They believe it is wise to reinvest a portion of those revenues into destination 17 marketing for Petaluma. 18 19 David Scott, General Manager, Sheraton Hotel and Member, Petaluma Lodging 20 Coalition, spoke in favor of continued investment in tourism in Petaluma. He told 21 Council, "We need to market this community, even in a difficult economic 22 climate. We're here to help make you some money. If you continue to 23 encourage tourism, people will spend their money and leave it with us so you can 24 invest it what the City needs." 25 26 Pauline Wood, Petaluma, Owner, Petaluma KOA Camping Resort and Member, 27 Petaluma Lodging Coalition, would like to see reinvestment in order to grow the 28 TOT funding. She also said the economic situation is "not as dire as it looks. Times 29 will get better. If we can work with you in these tight times, we can both come 30 out better positioned and will not have lost out to Napa, Sonoma, etc." 31 32 Tim Cahill, Petaluma, General Manager, Best Western Petaluma Inn and Member, 33 Petaluma Lodging Coalition, said that Sonoma County has a budget of $5 million 34 to attract visitors to the area. He told Council, the "Petaluma Lodging Coalition, 35 know the Visitors Program has to change but we want to partner with the City to 36 help with whatever it becomes." 37 38 Elly Lichenstein, Cinnabar Theatre, Petaluma, spoke on behalf of a number of 39 people in the audience who came in support of keeping tourist dollars in 40 Petaluma. She said, "We are all in this horrible mess together." It will be so difficult 41 for the Cinnabar Theater if they have to "rebuild from scratch what we've had in 42 place for years." She told Council, "Throw us a bone." 43 44 Allison Marks, Petaluma, representing the Petaluma Arts Council, said that the Arts 45 Council opened its new home in one of the restored train depot buildings in 46 September. Since they opened, almost 10,000 people have come through.
