Summary Statement:
All residents of the City of Petaluma are entitled to a 20% discount for golf green fees; all seniors and
juniors are entitled to a 30% discount. An annual resident identification card will be available at the
Petaluma Community Center for a $15.00 fee. Golfer's with the resident ID card are eligible for the
appropriate discounts.
Recommended City Council Action:
Approve the resolution authorizing the proposed $15.00 annual fee for the resident identification card,
enabling card holders discounted golf rates.

EXECUTIVE SUMMARY: Through an agreement with the Rooster Run golf Course,
residents of Petaluma receive discounted golf rates. The vehicle to be used to prove
residency is an annual photo identification card issued through the Parks and Recreation
Department for a fee of $15.00 per year.
2. BACKGROUND: A major goal of prior city councils was to have a public golf course in
Petaluma that had affordable rates for resident golfers. As part of the lease agreement
with the developers of the Rooster Run Golf Course, residents of Petaluma are eligible
for a 20% discount; junior and senior golfers are eligible for a 30% discount.
During the discussions regarding discounted rates for Petaluma residents, the use of an
annual photo ID card was agreed upon. The card was to be issued through the Parks and
Recreation Department, with a portion of the proceeds to support youth programs.
3. ALTERNATIVES:
A Not use a photo ID card system. Under this scenario, residents would show driver's
license or some other form of identification to the golf course in order to obtain the
discount. With the annual issuance of an ID card, accuracy of eligible residents would be
increased.
B Use a photo ID card system, but charge either a smaller ($10) or larger ($20) amount.
Charging a smaller amount may not cover operational costs, and charging a larger amount
may be construed at exorbitant.
C Use an annual photo ID card system, charging $15.00 per year. Operational costs
would be covered as well as a small fund for youth programs.
FINANCIAL IMPACTS: Funds have been allocated in the park maintenance account (001-
400- 4150 -5301) for purchase of a camera/film and laminates. First year costs including
one time set up are $3107.00 Estimated annual expenses including equipment
replacement costs, supplies, labor are estimated at $2676. Annual revenue including
$4500 to support youth programs is estimated at $7500.
Requested council action would establish the fee for residents to obtain a photo ID card at
$15.00 per year (see attachment one).
4. CONCLUSION: Through the use of a photo ID card system, the Rooster Run Golf Course
has a means of accurately and effectively identifying resident golfers. The City has a

ATTACHMENT TWO: SECOND AMENDMENT TO LEASE AGREEMENT
mortgages,except for easements of record which do not materially
affect the suitability of the Additional Premises for its
intended purpose.
4. EXTENSION OF CONSTRUCTION DATE: Lessor and Lessee
hereby agree to amend Paragraph 7 of the First Amendment as
follows:
(i) If the conditions precedent described in
Paragraph 3, above, are satisfied in a timely
manner, the "Construction Date" (as defined in
Paragraph 7 of the First Amendment) shall mean
a date two (2) years from the date the
conditions precedent are both satisfied.
If the conditions precedent described in
Paragraph 3, above, are not satisfied, the
"Construction Date" shall mean a date one (1)
year after the date it is finally determined
by the Lessor that the conditions precedent
described in Paragraph 3, above, will not be
satisfied.
5. FEES AND CHARGES: Paragraphs 9.1, 9.2 and 9.3 of
the Lease are modified as follows: Fees for golf for non-
residents of the City of Petaluma shall be determined solely by
Lessee. All residents of the City of Petaluma shall be entitled
to a twenty percent (20 %) discount off the lower of: (i) the fees
actually charged by Lessee to non - residents of the City of
Petaluma; or (ii) the average regular 18 hole weekday and regular
18 hole weekend green fees for the five (5) golf courses
described in Paragraph 9.1 of the Lease determined in the manner
described in Paragraph 9.1 of the Lease (the "Comparison Fees ").
All Seniors and Juniors who are residents of the City of Petaluma
shall be entitled to a thirty percent (30 %) discount off the
lesser of: (i) the fees actually charged by Lessee to non-
residents of the City of Petaluma; or (ii) the Comparison Fees.
6. CAPITALIZED TERMS: All capitalized terms and
phrases used in this Second Amendment shall be given the same
meaning ascribed to that term or phrase in the Lease and First
Amendment except as otherwise provided in this Second Amendment.
7. RECORDING: Neither the Lease,
nor this Second Amendment shall be recorded;
memorandum of the Lease and the First Amendm
Amendment in a form reasonably acceptable to
Lessee may be recorded at any time by either
Official Records of Sonoma County.
