Adopt a negative declaration of potential environmental impact. 2. Approve an amendment to the Airport Planned Community District General Development Plan to include a golf course as a conditional use within the approach protection subzone. RECOMMENDATION: 1. Adopt a negative declaration based upon findings included in the staff report and attached legislation. 2. Approve the amendment to the Airport PCD General Development Plan to include a golf course as a conditional use within the approach protection subzone excepting lands within 300 feet of the runway centerline and the runway clear zones. BACKGROUND: The Airport Advisory Commission reviewed the proposal to develop a golf course on airport lands and recommended that the Airport PCD be amended to include a golf course as a conditional use. The Airport Advisory Commission recommended a 300 foot setback from the runway centerline. The Planning Commission held a public hearing on September 10th and recommended that the amendment be approved. I The Planning Commission's only concern was that the approach protection subzone includes the clear zones for the approaches. Staff therefore recommends that lands within 300 feet of the runway centerline and the clear zones be excluded in the proposed amendment to the PCD General Development Plan. The eastside of the Airport is designated as Use Map and a golf course use would be element (as evaluated in the initial study). ALTERNATIVES: 1. Add other conditions or criteria. 2. Deny the proposed change. Urban Separator on the General Plan Land consistent with the policies of the land use CONSEQUENCES OF NOT ACTING: If the PCD amendment is not approved, a golf course could not be developed on airport lands. I* OI Zll-.00 0 OV Ii dQ M L: if Il 12 (A LU 03 LL. uj ac O I cc S O W W Lu .4 Ii dQ M L: if Il 12 (A LU 03 LL. uj ac O I v,U '4-- (V 1 -V j Resolution No. 91 -300 N.C.S. of the City of Petaluma, California 1 2 ADOPTING A NEGATIVE DECLARATION OF POTENTIAL ENVIRONMENTAL 3 IMPACT FOR AN AMENDMENT TO THE AIRPORT PLANNED COMMUNITY 4 DISTRICT GENERAL DEVELOPMENT PLAN TO INCLUDE GOLF COURSE AS 5 A CONDITIONAL USE WITHIN THE APPROACH PROTECTION SUBZONE 6 7 WHEREAS, the Airport Advisory Commission reviewed a proposal to develop a golf 8 course on airport lands and recommended that the Planning Commission and City Council 9 consider amending the Airport Planned Community District General Development Plan to 10 include a golf course as a conditional use in the approach protection subzone with a 300- 11 foot setback from the runway centerline; and 12 13 WHEREAS, staff conducted an initial study of potential environmental effects and 14 determined that there is no substantial evidence that the action would have a significant 15 adverse effect because mitigation measures are included in the adopted Airport Planned 16 Community District zoning regulations that would minimize potential adverse effects to a 17 level of insignificance; and 18 19 WHEREAS, the Planning Commission held a Public Hearing on September 10th and 20 recommended a Negative Declaration be approved for the amendment to the Airport 21 Planned Community District General Development Plan to include Golf Course as a 22 conditional use in the approach protection subzone, excluding the clear zones; and 23 24 WHEREAS, the City Council finds based upon the Initial Study and any comments 25 received that there is no substantial evidence that the amendment as proposed would have 26 a significant effect on the environment; and 27 28 WHEREAS, the City Council determines that any proposed golf course would require 29 further environmental review to ensure adequate mitigation of potential adverse effects 30 under the Airport Planned Community District General Development Plan and 31 Conditional Use Permit process; 32 33 NOW, THEREFORE, BE IT RESOLVED that the City Council approves a negative 34 declaration of potential environmental effects for the amendment to the Airport Planned 35 Community District General Development Plan to include "golf course" as a conditional 36 use in the approach protection subzone with two conditions: 37 Res. N.C.S. 1 2 3 4 5 6 7 8 9 10 11 12 c, 4 -a% Resolution No. 91 -301 N.C.S. of the City of Petaluma, California APPROVING AN AMENDMENT TO THE AIRPORT PLANNED COMMUNITY DISTRICT GENERAL DEVELOPMENT PLAN TO INCLUDE A GOLF COURSE AS A CONDITIONAL USE WITHIN THE APPROACH PROTECTION SUBZONE EXCLUDING LANDS WITHIN 300 FEET OF THE RUNWAY CENTERLINE AND THE RUNWAY CLEAR ZONES, (AP NO. 136- 070-20 & 136 - 060 -33) WHEREAS, the Airport Advisory Commission reviewed a preliminary proposal to develop a golf course on airport lands and recommended that the Planning Commission and City Council consider an amendment to the Airport Planned Community District General Development Plan to include a golf course as a conditional use within the approach protection subzone with a setback of 300 feet from the runway centerline; and 13 14 WHEREAS, the Planning Commission. reviewed the proposed amendment and held a 15 public hearing on September 10th, 1991 and recommended approval of the proposed 16 amendment to the City Council with a recommendation that the clear zones be excluded; 17 and 18 19 WHEREAS, the Sonoma County Airport Land Use Commission reviewed the proposal to 20 develop a golf course on airport lands and the adjoining lands and made a determination of 21 consistency with the Airport Land Use Plan, subject to certain height limitations; and 22 23 WHEREAS, the recommended height limitations are included in the Airport Planned 24 Community District zoning regulations; and 25 26 WHEREAS, the City Council has reviewed the proposed amendment and the 27 recommendations of the Planning Commission and Airport Advisory Commission and 28 makes the following findings: 29 30 1. The proposed amendment is in harmony with the General Plan and can be 31 coordinated with existing and planned development of the surrounding area. 32 33 2. The existing streets are suitable to serve the proposed use, and since golf courses 34 will be a conditional use, the anticipated traffic levels and any needed improvements 35 or modification to the circulation system will receive further evaluation and review 36 prior to approval. 37 38 3. The development of a golf course on airport lands would be appropriate in area, location, and overall planning to the purpose of maintaining open lands adjacent to the airport and, in providing for the community's recreational needs; and, that development of a golf course would be in harmony and compatible with the character of the surrounding areas. NOW, THEREFORE, BE IT RESOLVED that the amendment to the Airport Planned Community District General Development Plan to include a golf course as a conditional use within the approach protection subzone is hereby approved with two conditions: 1. Any proposed use shall be setback from the runway centerline a minimum of 300 feet. 2.
