PETALUMA COMMUNITY DEVELOPMENT COMMISSION
RESOLUTION AUTHORIZING EXECUTIVE DIRECTOR
" TO EXECUTE AGREEMENT WITH JOHN C. DAVIS ASSOCIATES
BE IT RESOLVED, the Petaluma Community Development Commission does
resolve as follows:
That the Executive Director is authorized to sign agreements with John C.
Davis Associates for the purpose of formation of the North Petaluma
Redevelopment Project Area per the proposal attached hereto as Exhibit A.
PASSED AND ADOPTED at a regular meeting of the Petaluma Community
Development Commission held on March 9, 1987, by the following vote:

- AGREEMENT made this da°y of 1,98`7,. between
John C. Davis and A~s oeiates (he`ren:,aft°er referred to as
"Consultant") an;d the Retal,uma Redevelo"pment Agency (hereinafter
referred to as "Agency").
Purpose of Ag'reeme_n_t
1. The purpose of this Agr„eement is to state the terms and
conditions under which the Co'nsulta_nt will p~r,ovide profe signal
services to the Agehcy as a"redevelopment.consultant.
Consultant's Responsibil;i~ties
2. Consultant agre:es to, perform those se:rv'ices,, tasks, and
duties in consult;ati,on with the Executive Director or of-her
appropriate Agency staff necessary to accomplish the following:
a) Survey Area. Arialy.ss and Preliminary Redevelopment
.Plan
b) Draft Revelopment Plan and Envi:ronmen;tal Impact
Report- "
c) Fiscal Review Impact Report
d) Assessment of Conditions
e) Final Redevelopment Plan/EIR
. 3. Consultant wi 1 complete a11-work in.acc~ordance with the
attached Proposal to Prepare a Redevelop'meht Plan and Environ-
mental Impact Report fo;r the Petaluma R.ed,evelopment Agency.
Consultant will utl.`ze existing environmental documents and
information en Iieu ofpreparing new cngnee-ring and technical
reports. Agency will endeavor to provide most current environ-
mental documents a:nd information.
4. Consuatant shall complete all work in accordance. with
a schedule ~specf,ed by the Executive Director. Work is to
be performed t~o ~tlhe satisfaction of the Agency.

5. The Agency. shall pay consultant $22,500 in accordance
with the Schedule attached here o. Consultant will be paid
for work undertaken for each. phase in°~aecordance with t;he
Schedu e.
6. Consu'l~ta;n,t recognizes that he does not become an employee
of th.e Agency or fhe City of Petaluma by entering into this
Agreement.

PROPOSAL TO PREPARE A REDEVELOPMENT PLAN
AND ENVIRONMENTAL IMPACT. REPORT
FOR THE PETAhUMA REDE~IELQPMENT AGENCY
SCOPE OF'WORR
Preparation of:Petal,uma's Redevelopment plan and Environmental
Impact Report is proposed' to be completed by July 1987 in order
to utilize tax increment accruing in the 1986/87 fiscal year.
The proces's to adopt tfie Plan by July begins with designation of
a Redevelopment Survey Area and.adoption•of a Preliminary Plan..
These steps identify the Project Area boundaries; uncover
preliminary land use;,. environmental, fiscal, and public services
information; and init~at'es public review and negotiations with
aff ected taxing agencies: We will carry out a survey of land
uses to determine redevelopment eligibility as "urba'nized" and.
"alighted" territory.. We.wi11 prepare a. Preliminary
Redevelopment Plan pursuana to Health and Safety Code Section
33324, generally describing existing cond~tion5 and i~mgacts of
redevelopment activities.. We will•attend one City Council
meeting for Survey Area designation, and one. Planning Commission
meeting for Preliminary Plan adoptgn.'-
The Redevelopment Plan itself will se t, forth in detail the coh-
- templated redevelopment actvi`.tes including land uses, building
standards, public improvement goals,, funding sources, lmi ations
on tax increment revenues, and proper-ty man'agement. The Plan
becomes the Agency's land use document;,; financing authorization,
and charter of powers and therefore w.ll:be tailored carefully to
Petaluma's needs. It may .be appropr~a;t2 that a Town Hall meeting
be conducted. early :in the process to explain'redevelopment and
gain. public participation in identifying issues, improvements and
opportunities for' the; Plan. This meeting would complement the
. joint~City Council/Redevelopment Agency public hearing required
for' P an adoption.. We will prepare the Redevelopment. Plan draf t
for Agency and City review and eommen;t, conduct the Town Hall
meeting scheduled, and attend the joint public hearing.
The Environmental Impact Report will accompany the Plan and be
subs~tan~tvely integrated with 'the .Plan. The EIR will describe
. ex ti:ng 'environmental conditions, ;assess environmental impacts
and recommend mitigation measures. A Draft EIR will be submitted
for 'City and.Ageney review, and for public review and
dstribut-ion. Comments will be incorporated into the final draf t
EIR for Planning Commission review (jointl:g with its review of
the. Redevelopment Plan) and for City Council/Agency certification
at the joint public. hearing. We w_11 prepare the dra-f t EIR,
receive `and address comments, and prepare the final EIR..
An important part of the Redevelopment Plan process is fiscal
review with affected taxing agencies. We will prepare a draft
