19 City Attorney Danly explained that this was the second reading of the ordinance.
20 At the first reading, Council imposed two conditions: 1) The applicant would pay
21 1/2 of the legal costs for preparation of the transaction; and, 2) The transaction
22 would be subject to review by the City's outside legal counsel with whom the City
23 consults in dissolution matters. The City is still in the process of implementing those
24 conditions, and the ordinance cannot take effect until those conditions are
25 satisfied.

Mayor Glass confirmed that there was Council consensus to appoint Scott
Emerick to the Building Board of Appeals to Serve at the Pleasure of Council
(Resolution 2017 -102A N.C.S.).
Mayor Glass confirmed that as there were the same number of seats as there
were applicants for the Historic and Cultural Preservation Committee, there was
Council consensus that all applicants would be appointed. Kit Schlich, the
representative recommended by the Petaluma Museum Association /Heritage
Homes & Landmarks of Petaluma Committee would serve a one -year term as
specified in the enabling legislation for the committee. As three of the
appointments for the citizen members would be for three -year terms and three
would be for four -year terms (to establish staggered term - ending dates), Mayor
Glass asked the Council to ratify the recommendation of Kit Schlich, and select
two applicants whom they would like to receive appointments for four -year
terms.
City Clerk Cooper collected the ballots for the Historic and Cultural Preservation
Committee and reads the results as follows:
