PUBLIC COMMENT
Mayor Glass opened PUBLIC COMMENT,
Trisha Bomar, Petaluma, spoke about unsafe conditions in the Keller Street Parking Garage.
Peter Tscherneff, Petaluma, spoke about living cactus fences, and the lessons of Mahatma
Ghandi, Martin Luther King, Jr., and Cesar Chavez,
Zen Destiny, Sebastopol, spoke about economics.
Sean Flannery, President, Basin Street Properties, spoke about housing affordability issues.
George Beeler, Petaluma, Architect, spoke about the housing shortage in Petaluma (more)
Gabriella Orantes, Petaluma, seconded Mr. Beeler's comments, spoke of the discrepancy
between wages and rental pricing.
Cynthia Clarkson, Petaluma Housing Action Team, spoke about housing shortage for low- and
mid - income earners. She works at the hospital and staff is leaving because they can't afford to
live here. She supports increasing the percentage of affordable housing units required for
developments.

Mayor Glass confirmed that there was Council consensus to direct staff to gather
more information regarding the Housing Impact Fee and the Commercial
Development Housing Linkage Fee and how they will be implemented. Further
information was requested regarding the total cost of the Petaluma's impact fees
in comparison with other cities and counties. There was Council consensus to
keep the inclusionary policy for on -site units at 15% of the total project and
increase the percentage to 20% if developers want to pay the in -lieu fee for
residential developments.
